The main objective of this study is to examine the training practices and needs and skills structures in small and medium sized enterprises (SMEs). Its six specific objectives are: to compare the skills profiles of firms by firm size (after controlling for industry); to describe the training practices of SMEs and compare these practices with that of big business; to identify how the approach taken to decision-making in the training area varies with enterprise size; to examine the factors that influence training and to identify how these factors differ with enterprise size; to identify obstacles to the provision of training and how such obstacles vary in importance with enterprise size; to draw implications from the research for VET delivery with respect to better meeting the needs of SMEs. The Australian government recognises that a strong Australian Apprenticeship system is essential to sustain a strong economy. Accordingly, an Expert Panel was appointed to provide recommendations to the government on possible ways to reform the system to ensure that it can meet Australia’s skills needs into the 21st century. The panel examined apprenticeship training arrangements, including current incentives, and suggested principles and evidence to improve outcomes for both apprentices and industry. The work of the panel was underpinned by a study on related economic costs and benefits, including research undertaken by the National Centre for Vocational Education Research (NCVER). This is one of four reports prepared by NCVER as part of this study. This report focuses on apprenticeships and traineeships from a whole-of-system perspective. It is intended to situate the system within the overall skilling of the Australian workforce and in an international context. The report also looks at the efficiency of the apprenticeship system in terms of the relationship between inputs and outputs. The report is structured around three papers. The first focuses on occupational training and the role that apprenticeships and traineeships play in that, the second provides a comparison of apprenticeship systems in a selection of other countries, and the final paper takes up the efficiency angle. The objectives of this report are to bring together findings from the Victorian Employers’ Chamber of Commerce and Industry (VECCI) project conducted in 2003 into employer spending on training. The project was conducted to inform VECCI about the current levels of training activity in Australia, and specifically Victoria, and in the development of training and information strategies for the future. The project was conducted in three stages. The first stage was to summarise, from existing sources of information, as much as was known about the training provided by private sector employers to their employees, and to establish where there were gaps in the existing information. The second stage was a telephone survey conducted with a sample of VECCI members. It was designed to collect actual information on training provided to employees by their private sector employers. The final stage of the project was to conduct focus groups with VECCI members and a discussion group with representatives from the Victoria Department of Education and Training. Key findings include: Overall the picture is positive, many companies do invest in training and are committed to providing on-going staff training and development; results suggest that training is becoming increasingly important with training expenditure and proportion of company payroll committed to training increasing over time; The use of registered training organisations (RTOs) is common practice, though there is concern about the performance of these organisations, mainly in regards to their responsiveness; the recruitment of apprentices and trainees is a fairly common practice, not in great numbers, however, but there are indications that the number of apprentices needed in the future will increase; and most organisations see payment of training as a joint responsibility between the company and the government. The purpose of this review is to inform an evaluation of the Australian Government’s Workplace English Language and Literacy Programme (WELL) being conducted by the Department of Education, Science and Training (DEST). WELL has been a key strategy to address literacy and numeracy workforce needs in the workplace in Australia since 1991. The project team undertook a comprehensive literature search which was then appraised for its relevance to the four research questions guiding the evaluation. These covered the needs of workbased literacy programmes; their impact; performance measurement; and the extent of literature specifically dealing with WELL. In the course of this work the team conducted a gap analysis designed to assist DEST’s second phase of the evaluation. In addition, [the National Centre for Vocational Education Research] NCVER offers a concept for a future modelling exercise which could capture the quantum economic impacts of the WELL programme. An analysis of the mentions of the WELL programme in the literature reinforced the high regard held for the programme and the many outcomes that accrue to the individual participants and their workplaces. The gap analysis undertaken as part of this literature review identified a need to undertake further work evaluating specific WELL funded initiatives, as well as measuring the outcomes and impacts of workplace literacy programmes.
