This guide is a result of research conducted in summer 2009 among a selection of [further education] FE colleges. The colleges that participated in the research were involved in a range of programmes aimed at encouraging colleges to support those who are out of work to gain sustainable employment: (1) National Voluntary Training Pilot (NVTP); (2) The Training Offer for those unemployed for six months (Six Month Offer); (3) Adult Learner Responsive Pilot (ALR Pilot); and (4) Sector Employability Toolkits Pilot (SET Pilot). The guide covers six key areas: (1) planning and setting up provision; (2) identifying courses that will help learners move into employment; (3) increasing referrals from [Job Centre Plus] (JCP) and directly recruiting learners; (4) maximising conversions from referral to enrolment and learning; (5) helping students move in to sustainable work and continue learning; and (6) monitoring success in learning and work. The research was conducted while many of the colleges interviewed were still at relatively early stages of delivery (most had established processes and partnerships but only a few had delivered courses to significant numbers of learners). As such this guide should be seen as containing examples of good practice so far; further good practice is expected to emerge when delivery is at a more advanced stage and more colleges are involved with the offers.

Our aim is to help schools, colleges and others achieve their objectives particularly in relation to management, staff development, collaboration, curriculum development and vocational learning. All of which are highly relevant to implementing the new 14-19 agenda. New Deal is a test of providers’ ability to respond flexibly and effectively to the needs of individuals who are disengaged from the learning process. These guidelines show what can be done to develop and improve the quality of the full-time education and training (FTET) option within the New Deal for 18-24 year olds. They identify features of high quality provision and principles of effective delivery together with case studies and suggestions for further improving practice. These guidelines aim to assist providers of FTET New Deal programs and the partners with which they work to share and develop good practice.

The Learning and Skills Council (LSC) has an overall policy of performance improvement, and this document describes the Council’s plan to raise the standards of colleges and providers which cause concern. Of particular focus will be those providers in need of major interventions and rapid improvements in the quality of provision. The paper sets out several policies and principles which apply to all providers funded by the LSC, and looks specifically at further education colleges and work based learning providers. Several areas of the paper look at the Council’s powers in this area, outline successful and acceptable plans for providers, and list the key factors which indicate when the threshold for major intervention has been reached, and the appropriate communication which must take place between the LSC and deficient providers. It also provides a model for internal inspections focusing on key features and good practice; describes the critical success factors that need to be in place when observations of teaching and learning are made as part of the internal inspection process; and defines a three-stage model for undertaking teaching observations, feeding back to teachers and lecturers, and preparing an action plan for improvement.

Sharing good practice, and learning from the experiences of others, is becoming an increasingly valued way of improving quality and raising standards in post-16 education and training. This report investigates ways in which colleges are sharing good practice as a means of improving quality, and looks at five particular colleges who are doing so with the support of the Further Education Standards Fund. These colleges form the five major case studies of the report, with each also outlining another two colleges with which they share a partnership. Individual semi-structured interviews were conducted with 46 college staff, as well as two group discussions. The five case studies outline different ways of sharing good practice, ranging from conferences, consultancy and workshops, to a regional benchmarking network and cross-college activities and curriculum areas. An overall assessment of what does and does not work in relation to sharing good practice is presented, along with an outline of the main findings, which are grouped under the four headings of: initial considerations; activities for sharing good practice; managing the process; and measuring the impact. The aim of this review was to advise on the key challenges and opportunities facing further education (FE) colleges in the UK over the next five to 10 years and to suggest ways of maximising their future contribution. This report of the review sets out a vision for FE colleges, a set of values, and key recommendations for the realisation of this vision. Recommendations include: General Further Education Colleges (GFECs) and tertiary colleges should adopt improving employability and supplying economically valuable skills as their primary purpose; there must be a continued drive by colleges to improve quality and achieve excellence; self regulation should be the medium term goal; FE colleges should strive for long term, continuous improvements in teaching and learning based on best practice from across the sector; FE colleges must address more urgently provision which is failing, supported by the Learning and Skills Council (LSC), Quality Improvement Agency (QIA) and others; FE colleges should look at what more they need to do to improve their offer to employers both through their primary role in improving the pool of employability and skills and in response to specific employer needs; the Government should articulate a core role for FE colleges, in particular GFECs, in supplying economically valuable skills; and the Government, with the Association of Colleges (AoC) and FE colleges and other key stakeholders, should develop a clear and targeted workforce development plan within the next 12 months which is published and consulted on prior to implementation. The contents are: The vision; The platform for change; The achievement imperatives; Improving management and funding; Improving inspection and information, reducing the qualifications bureaucracy; Improving infrastructure; Implementation; Summary of recommendations.
