This guide is a result of research conducted in summer 2009 among a selection of [further education] FE colleges. The colleges that participated in the research were involved in a range of programmes aimed at encouraging colleges to support those who are out of work to gain sustainable employment: (1) National Voluntary Training Pilot (NVTP); (2) The Training Offer for those unemployed for six months (Six Month Offer); (3) Adult Learner Responsive Pilot (ALR Pilot); and (4) Sector Employability Toolkits Pilot (SET Pilot). The guide covers six key areas: (1) planning and setting up provision; (2) identifying courses that will help learners move into employment; (3) increasing referrals from [Job Centre Plus] (JCP) and directly recruiting learners; (4) maximising conversions from referral to enrolment and learning; (5) helping students move in to sustainable work and continue learning; and (6) monitoring success in learning and work. The research was conducted while many of the colleges interviewed were still at relatively early stages of delivery (most had established processes and partnerships but only a few had delivered courses to significant numbers of learners). As such this guide should be seen as containing examples of good practice so far; further good practice is expected to emerge when delivery is at a more advanced stage and more colleges are involved with the offers.

This document outlines the Learning and Skills Council's processes and policies for the identification and management of underperformance and the operation of Notices to Improve in the further education system in the 2009/10 academic year (using 2008/09 performance information) and their application to the 2010/11 year. The purpose of this guidance is to outline key changes to the approach since the previous year and to set out the transition arrangements that will apply as a result of the Machinery of Government changes. This document sets out the four areas of performance that inform commissioning and intervention. These are: financial health and financial management and control; inspection outcomes; learner health, safety and welfare arrangements; and analysis of success rates compared with minimum levels of performance (MLP).

A two volume report of the evidence on the demand for, and supply of, skills in England has been produced by Warwick University’s Institute for Employment Research (IER) on behalf of the Learning and Skills Council (LSC), in association with the Department for Education and Skills (DfES), the Sector Skills Development Agency (SSDA) and the Regional Development Agencies (RDAs). Volume one provides a national overview of the key issues and challenges facing those charged with delivering skills. Volume two provides a detailed review of the evidence on changing skill requirements at sectoral and local levels. This volume contains the following chapters: Overview and summary; Sectoral evidence; Sectoral profiles; Key sectoral issues; Regional and local evidence; Regional and local profiles; Key regional and local issues. 'Skills in England 2005', produced by the Learning and Skills Council (LSC) in partnership with the Department for Education and Skills (DfES) and the Sector Skills Development Agency (SSDA), summarises the key developments in England's skill base over the last 12 months by pulling together the latest evidence on the supply of, and demand for, skills. It is presented in three volumes. This volume contains the key findings. It highlights the main issues facing LSC and its partners and identifies the key priorities for skills. The key challenges identified include: the accelerating pace of change in technology, globalisation and the changing pattern of demand for skills; the obsolescence of many existing skills; increasing demand for higher level skills resulting from structural and occupational change, and technological and demographic drivers; and ongoing demand for low-skilled and semiskilled occupations in sectors such as manufacturing and construction.

The Learning and Skills Council (LSC) is responsible for funding and planning education and training for people over the age of 16 in England, except those in higher education. A key goal for the LSC is to widen participation in learning. This consultation document outlines the LSC approach to a strategy for widening adult participation in education and training. The strategy applies to all LSC-funded providers engaged in the education and training of adults. It has been developed by the LSC with key partners at national, regional and local level. The strategy identifies ways in which more adults could be attracted into learning and how they may be positively engaged and retained in the learning process. The key purpose of this document is to seek advice and comment from stakeholders on the effective development of the strategy in terms of the actions proposed. The document summarises the recommended actions within five areas: a partnership approach; appropriate provision; targets and research; equality and access; and funding. It is presented in three volumes. This volume is the main research report. Key messages highlighted in this report include: skills development has taken place in a weakening economy, although the rate of slowdown has been modest and has not adversely affected the demand for labour or skills; the skills base of the country is increasingly recognised as not only a means to increase productivity and competitiveness, but an important means of achieving social cohesion through improving the employability of those at the margins of the labour market; there is a continuing demand for higher-level skills; the supply side is undergoing a period of reform with the introduction of the National Employer Training Programme, which will provide subsidised training to employees via their employers; the supply side also faces the challenge of an ageing workforce which potentially limits supply; on the other hand, inward migration has recently boosted supply, although this brings with it new problems; evidence on the current mismatch between demand and supply shows that skill shortage vacancies have been steady at around three per cent of employment over recent years, but where they occur, they can be damaging to organisational performance; the reported level of skill shortages and skill gaps reported by employers remain a source of concern; and management skills have been highlighted as one area where there is a particular need for improvement.

The Learning and Skills Council (LSC) is responsible for funding and planning post-16 education and training in England. This workforce development strategy describes how the LSC will achieve its responsibility to raise skill levels and the demand for learning, and engage employers in improving skills for employability and national competitiveness. The strategy has been developed in consultation with government and key partners at national, regional and local levels. The strategy comprises the following approach: (1) to raise informed demand for employment-related skills among individuals and employers; (2) to support improvements to the responsiveness and flexibility of the supply side of skills; and (3) to contribute to the development of an underpinning framework of better skills and labour market information, responsive vocational qualifications, and improved links to the wider educational agenda. 'Skills in England 2004', the fourth annual national skills assessment produced by the Learning and Skills Council (LSC), provides a synthesis of the latest evidence that is available on the demand for, and supply of, skills in England. Its main aims and objectives are to identify current and future skills problems and deficiencies. It is presented in four volumes: volume one contains the key messages and provides an overview of the research findings in the other three volumes; volume two, the main research report, contains information on the demand for, and supply of, skills as well as mismatches between demand and supply; and volumes three and four provide evidence related to industrial sector, and regional and local trends respectively.
