Jigalong is an isolated Aboriginal community in the Pilbara region of Western Australia. Because of the high level of unemployment, it was decided to try to reactivate and expand the canvas goods cooperative which had been in existence for some years. TAFE Aboriginal Access was asked to provide an instructor to conduct a course of retraining to upgrade existing skills and increase production. The course was conducted over two weeks and eight trainees attended.

The Beagle Bay Community is an isolated Aboriginal Community, north of Broome. Since 1975 a large number of new houses have been built by the department of Housing and Construction, involving community labour. With the possibility of future houses to be built, the Community approached TAFE Aboriginal Access to conduct a building course. The course was conducted over a period of eight weeks, eight hours a day and was attended by six students. It involved the construction of a carpentry workshop, and was considered a success, as the level of work achieved was of a good standard.

Blackstone is an Aboriginal settlement in the Western Australian Central Reserve and has a population of approximately 100 people. At the request of the women, this handicrafts course was held in June 1984. The aims of the course were to provide basic demonstration, instruction and practice in spinning, weaving and knitting.

The Emu Farm at Wiluna has been operating for 10 years. Until the latter half of 1985 no appreciable profits had been made, and most of the saleable items consisted of carved or painted emu eggs and traditional Aboriginal artifacts. In mid 1985 the Community decided to supply emu hides for leather making and processing, the tanning of the hides, and the making of leather items being undertaken by outside contractors. However, to promote self esteem, create employment possibilities for community members and to enhance profit making possibilities, the community approached TAFE Aboriginal Access to assist with organising a tanning course at the farm. A one week course was run in October 1985 to teach basic tanning methods. This short course, using very primitive methods, was an outstanding success and demonstrated the potential of Emu Farm. It was decided that a longer series of courses should be held to perfect tanning methods and allow ‘hands on’ experience for the Farm employees who would constitute the future workforce. A programme, held between January and June 1986, was considered a great success by all concerned. The course covered slaughtering; skinning and salting; pretanning; tanning; dyeing; drying; finishing and manufacture.

A refresher course for butchers was established due to the number of complaints about past practices in butchering. The goals of the course were to: (1) develop a practical programme in basic butchering skills for community members; (2) review the course and evaluate the programme to ascertain its acceptance by the people within the community. Participants in the course (six- eight) were selected by the Aboriginal Councils. The course ran for two weeks only due to the existence of participants past experience in the trade. Aims of the course were to provide trainees with theoretical and practical knowledge of slaughtering and butchering. A series of photographs illustrate the various skills being taught.

As a result of contact between TAFE Aboriginal Access and the West Australian Aboriginal Education Consultative Group (WAAECG) a decision was made to offer a course to improve communication and meeting procedures to members of the WAAECG, in a step towards offering courses to communities. The course was planned to help facilitate decision making within the group, provide a standard format for meetings, and give members the skills to contribute effectively. Specifically, the one day seminar aimed to show a clear and practical understanding of what meetings are for, how organisations work and the most important elements of meeting procedures. Although the time was very limited, the seminar was considered a success. However, it was recommended that future seminars either cover fewer topics, or are spread over two or three days.

A project to create emu egg carving at Wiluna was stimulated by the expected tourist trade. The course objectives were that students would: (1) become aware of the market requirements relating to Aboriginals producing and selling carved emu eggs; (2) be able to pack eggs securely for transport; (3) be able to decide style and best techniques for transport of eggs; (4) learn techniques of use and care of tools and consumables. The two week course had poor attendance and only limited success.

The Junjuwa Community is located within the Fitzroy Crossing town area. The community operates a very lucrative bakery business, and to expand this business they requested that TAFE Aboriginal Access provide a course to teach the skills required to bake cakes, pastries, and variety breads. This was conducted over a two week period and was attended by six students.

This document combines reports from eight colleges of TAFE involved in TAFE Aboriginal Access courses. Each reports on the activities carried out during the year and makes recommendations and suggestions for improving the courses offered. Whilst the number of classes and enrolments has remained stable, the TAFE Aboriginal Access course is continuing to evolve according to the changing needs and career ambitions of its students. To this end, the courses cater, as nearly as possible, to the educational requirements of individual students. The content varies considerably from college to college, and the remainder of the timetable provides opportunities for students to explore their talents, abilities and interest by optional subjects.
