The establishment of a free labour market for the first time in the Russian Federation has necessitated fundamental reform in the whole system of vocational education. This report analyses the process of reform and adaptation to the market economy being undergone by that system. The analysis begins with an examination of the interdependence between vocational education and the labour market and how the orientation towards a market economy has determined the new requirements for vocational education. The reform of the vocational education system and the State Standard which is to form the basis for a new model of vocational education are outlined in detail. In conclusion gradual reform is advocated so that negative social consequences may be avoided. Ten priorities for reform are suggested. The report argues for the development of a new system based on the Russian situation using the most valuable aspects of foreign experience. Appendices provide information on the development of vocational education from 1985 to 1994 and the State Standard. Show less

The transition to greener economies requires action on the different dimensions of sustainability. The rational use of energy can play a crucial role in a country's contribution to the global sustainable future. Technical and vocational education and training (TVET) plays a crucial role in the transition to cleaner energy, as the skills needed in the provision of sustainable energy will be acquired through it. This paper discusses the developments in the renewable energy sector and their impact on jobs and training. It compiles and makes an analysis of how the available technologies in the market will further develop corresponding with global trends in the energy efficiency and renewable energy sectors, and the corresponding capacities that are needed to make the transition from fossil fuel-based consumption to renewable energies.

This report covers the European symposium jointly organised by UNESCO and the Organisation for Vocational Education and Training (OEEK), and held from 23-26 September 1998 in Crete, Greece, in preparation for the Second International Congress on Technical and Vocational Education (Seoul, 26-30 April 1999). All countries in the European Region, including Canada and Israel, were invited to participate and, in addition, the Central Asian countries of Kyrgyzstan, Mongolia, Turkmenistan and Uzbekistan, were also involved. The presentations and discussions were organised within a framework of five thematic units: vocational education and training and new technologies; environmental education and training; the changing role of the public and private sectors in vocational education and training; internationalisation of economic activities and tourism; and non-commercial exchanges and vocational training.
