The Youth Transitions and Network Consolidation Regional Workshop was held in Gaborone, Botswana on 20-22 May 2014. This brief report provides an overview of the workshop. The workshop was designed based on the following objectives: to place youth employment and related issues on the regional political agenda; to highlight regional success stories; to further strengthen the UNEVOC Network consolidation process in the region; to provide a platform for learning and sharing experiences; to offer an opportunity to actively participate in and shape the regional technical and vocational education and training (TVET) discourse and to enhance the institutional capacities of the participating UNEVOC Centres. The event was attended by nearly 50 speakers and delegates from 11 countries (Botswana, Ethiopia, Germany, Kenya, Malawi, Mauritius, Mozambique, Republic of Korea, Senegal, South Africa and Zambia). International organizations were represented through UNESCO and the International Labour Organization (ILO), along with the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ), Germany's agency for international cooperation. Regional and national TVET institutions (ministries, national TVET bodies, training and research institutions and nongovernment organisations [NGOs]) were represented in their capacity as UNEVOC Centres and local institutions.

Youth employability and green skills are at the core of UNESCO-UNEVOC's activities. This is why UNESCO-UNEVOC has been collecting 'promising practices' in technical and vocational education and training (TVET) from UNEVOC Network members. These promising practices illustrate how UNEVOC Network members from around the world are using technical and vocational skills to address two major global challenges that are affecting every country in the world, and are therefore high up on the post-2015 development agenda: making youth employable and achieving sustainable development. All UNEVOC Network members were invited to showcase how TVET is being oriented to the demands of greening the economy and addressing youth unemployment at the level of their school or institution, their region or their country. The aim of this exercise was to share knowledge of established innovative practices – 'success stories' – that have proven to be effective and that promote TVET in some profound way, either within a particular TVET sub-sector or at local, regional or national level. The submissions were reviewed in terms of their impact, innovation and potential for replication using a conceptual framework specifically developed for identifying and analysing promising practices. Some of the most promising, interesting and inspiring practices on each of the two themes – green skills and youth employment – are published in this booklet.

Technical and vocational education and training (TVET) is very expensive and governments are obliged to explore different sources of funding. If funding is in short supply, it is likely to create a mismatch between the training that the students receive and the needs of industry. Quality TVET is particularly expensive as it needs a relatively low trainee/trainer ratio, workshops of reputable standards, regular investment in new equipment, and the maintenance and repair of existing equipment. Without the necessary funding, it is impossible to sustain quality training, invest in new projects in order to better respond to the needs of industry and to pay competitive salaries to attract suitably qualified teaching staff. So the fundamental question is: who must pay for this?
