This is the final report of the International Advisory Committee (first session) of UNESCO's International Project on Technical and Vocational Education (UNEVOC), which was held in Berlin from 20-22 September 1993. The report briefly detailed the activities of the Committee, listing contributing organisations. Program areas were defined: (1)Improving the attractiveness and status of technical and vocational education and training (TVET) within education systems; (2) Fostering links between TVET and the labour market; and (3) TVET system development. This is performed through the adaptation of a unified working mechanism among Member States to achieve project objectives and aims, which is focusing on the establishment of international regional and national specialised networks.
This study is conducted in recognition of the importance of data, information and documentation in building ambitious and sound development plans for improving and upgrading TVE programmes as well as other areas of the educational systems which are related to human, social and economic development within the countries and societies. The study consists of technical as well as financial information with subject emphasis on the status of UNEVOC centres/associate centres in the Arab States region. Show less

As part of its efforts to encourage and facilitate regional cooperation among the Latin American and Caribbean Member States and to strengthen and further develop their technical and vocational education and training (TVET), the UNESCO-UNEVOC International Centre carried out a desk research in order to get an overview of current regional activities, plans and networks already in existence and to identify organisations and institutions that are active in the field of TVET in the region. This report contains the findings of this desk research together with recommendations for further action. It is presented in four main parts: the first section outlines the sources and resources used for gathering the relevant information; part two provides a brief overview of the current situation of TVET in the region, the changes occurring and the challenges the countries and their TVET institutions are facing; part three lists a selection of the regional activities that are, or already have been, carried out in the region and the main actors involved; and the final part contains some preliminary recommendations on how to proceed from here. Technical and vocational education and training (TVET) is very expensive and governments are obliged to explore different sources of funding. If funding is in short supply, it is likely to create a mismatch between the training that the students receive and the needs of industry. Quality TVET is particularly expensive as it needs a relatively low trainee/trainer ratio, workshops of reputable standards, regular investment in new equipment, and the maintenance and repair of existing equipment. Without the necessary funding, it is impossible to sustain quality training, invest in new projects in order to better respond to the needs of industry and to pay competitive salaries to attract suitably qualified teaching staff. So the fundamental question is: who must pay for this?

The UNEVOC Network, established in 1992 by UNESCO, is an international network of specialised institutions in technical and vocational education and training (TVET). Its aim is to ‘promote experimentation, innovation and the diffusion and sharing of information and best practices, and to promote a dialogue between researchers, policy makers and practitioners working in the field of TVET’. The UNEVOC Centres Network Meeting, held on 29 October 2004 and conducted in both English and French, considered ways in which the UNEVOC Network could contribute to sustainable development, both at policy and practice levels. This bilingual report begins by providing an overview of the UNEVOC Network and the International Experts Meeting which preceded the UNEVOC Centres Network Meeting.
