Beginning in November 2008, Ofsted undertook a wide-ranging consultation on the proposals for new inspection arrangements for the further education and skills system. The consultation included the publication of a consultation document and a formal three-month online consultation process. This evaluation report summarises the responses to Ofsted's consultation on the proposals for college, work-based learning and nextstep inspections from September 2009.

This report sets out the findings from the inspection of initial teacher training for further education. Trainees are often already employed as further education teachers when they undertake their training. Training programmes cover a mix of taught and practice elements. The quality of the taught element of the training is good and continues to show improvements since last year, with increased modelling of good practice by teacher trainers. Providers were responsive to the findings of previous inspections with the best actively seeking ways to improve trainees' experiences through partnership working. Nevertheless, concerns about the quality of the workplace element of the training persist.

In 2007/08, Ofsted conducted a survey [indexed at TD/TNC 95.181] to determine the impact of Train to Gain on skills in employment. This review, of a further 40 providers, identifies where strengths in Train to Gain provision have been sustained and what further improvements are needed. It identifies as key priorities for improvement the proportion of employees who complete their qualifications within the planned duration of their programmes, the availability of Skills for Life training, and the opportunities to progress to higher-level training, especially towards qualifications at level three.

While most teachers enjoy teaching and are positive about their workplace and their colleagues, self-reported well-being at work is generally low or moderate. Positive factors - such as school culture and relationships with colleagues - contribute to teachers' well-being. However, they are counterbalanced by negative factors, such as high workload, lack of work-life balance, a perceived lack of resources and a perceived lack of support from leaders, especially for managing pupils' behaviour. This report examines different aspects of occupational well-being and asks: (1) What are the current levels of teacher well-being in schools and FES providers?; (2) Do levels of well-being at work vary across different dimensions for example by job role or education phase?; (3) Which positive and negative factors affect teacher well-being; (4) Which factors do teachers consider as most influential to their level of well-being?; and (5) Which factors could be linked to low or high levels of teacher well-being?

Action Training (Stoke) Limited (ATSL) is a company owned by four directors. It was established in 2002 to provide lift truck training and is located on an industrial park on the edge of a residential area in Longton, Stoke-on-Trent. The centre is easily accessible by public transport. It has two large classrooms with 18 computers and a warehouse space for practical training in lift truck. Five full-time staff members provide tuition, support and training to the learners. ATSL has a primary contract with learndirect to offer literacy and numeracy provision with some information and communication technology (ICT) and business and management courses. Approximately 97 per cent of the current enrolments are for literacy and numeracy. Since the start of its contract with learndirect in 2004, ATSL has provided learning to 1185 learners. When the learners reach an agreed standard of literacy and numeracy, ATSL offers them free theory and practical training in lift truck. ATSL also provides commercial training to employers in lift truck and health and safety. At the time of the inspection, 42 learners including nine women were in learning and four learners were learning remotely. ATSL works with two other privately run learndirect centres operating in the city. The local jobcentre, nextstep and connexions, as well as the prison, police and probation services refer learners to ATSL. The company has acquired national accreditation for providing information, advice and guidance. ATSL has plans to expand its training provision to include construction trades and extend this offer to local prisons. ATSL works with learners who face a number of disadvantages. According to the office of National Statistics data sets in 2006, Stoke-on-Trent has over 13,000 people receiving income support. Locally, 59 per cent of adults have qualifications at below Level 2, compared with 43 per cent nationally. Thirty-nine per cent of adults in Stoke-on-Trent are economically inactive.

This report evaluates the quality of apprenticeships with a particular focus on subcontracting arrangements. The findings draw on evidence from visits to 17 providers, an online survey of 500 apprentices, and an analysis of national data and inspection reports published since September 2011. The most effective subcontracting arrangements seen in the survey were between subcontractors and other like-minded independent learning providers working as part of a consortium or training group.
