Solutions to the enduring problem of teacher retention increasingly focus on the need for quality induction programs for beginning teachers. One response of the New South Wales [NSW] Department of Education and Training is to nominate school mentors for all beginning teachers. This article reports on research that investigates the extent to which e-learning networks can support school mentoring to enhance induction programs. Beginning teachers from five NSW schools were monitored as they accessed a mentoring online program provided by the University of Technology, Sydney (UTS) over a three-month period.

Pre-Vocational Pilots (PVP) and Pre-Vocational Training (PVT) were launched in the United Kingdom in 1996 and 1997/8 to address the needs of people with multiple disadvantages who were not ready to enter mainstream employment programs. Previous research on PVP, undertaken in 1997 (indexed at TD/TNC 63.187) found that while most participants regarded their training as beneficial, a significant proportion (approximately 20 per cent) of participants appeared not to be benefiting from this program. This report sets out the findings of follow-up research carried out in 1999 by BMRB, replicating in part, earlier work but also including a qualitative component focusing on why some participants failed to benefit from PVT programs. The research was carried out in two stages: (1) The quantitative survey of all PVT participants; and (2) The qualitative research with the 'discontented'. The main chapters of the report are: Characteristics of PVT participants; Experiences on PVT; Experiences after PVT; Perceptions of PVT helpfulness; 'Discontented' with PVT: an introduction; A profile of 'discontented' PVT participants; Experiences of pre-vocational training; Perceptions and content and delivery of PVT; Meeting the needs of the discontented. The National Skills Task Force was set up to ensure that Britain has the skills needed to ensure high levels of employment, be competitive in the global marketplace and provide opportunities for all. In this publication, the Secretary of State for Education and Employment acknowledges the work done by the members of the Task Force and reiterates his views on the importance of creating a learning society with a high degree of knowledge and skills. He stresses the value of knowledge capital and gives details of how the National Skills Agenda will operate. Case studies are presented, strategic plans discussed and new ways of creating excellence in vocational learning are outlined. He also reveals strategies for working with employers to boost skills and productivity, including details of a challenge fund to encourage small firms to work together and share resources. Finally, he asserts that 'learning and skills are the bedrock of social justice and economic prosperity' and that the Skills Agenda is there to ensure that it works for all.

The British Government's Green Paper 'The learning age' (indexed at TD/IRD 88.177) emphasises both the economic and social benefits of increasing participation in learning and outlines a vision of how this goal can be achieved. Increasing employers', especially small and medium sized enterprises' (SMEs) participation in learning has been identified as a major challenge. In 1999, the Department of Education and Employment (DfEE) commissioned Segal Quince Wicksteed (SQW) to undertake research to assess employers' use and awareness of various approaches to learning and to examine the different methods of learning that enterprises are implementing, with the focus being on information learning technology (ILT). In its introductory chapter, the report outlines the background and methodology of the research. The remaining chapters are: Training systems and resources; Training activity; ILT based training; Views of provision and methods; Future use of ILT; SME extended survey; UfI sectors; Conclusion and recommendation. This report sets out the findings of the first stage of a longitudinal evaluation of the Centres of Excellence (CoE) and Skills Challenge (SC) elements of the Skills Initiative and the Wider Collaboration Element of the Further Education Collaboration Fund (FECF). These three funds had been introduced in the 1998/99 financial year with the aim of addressing local and regional skill shortages by funding new investment in the education and training infrastructure. The structure of the report is as follows: the first section outlines the objectives of the study and the methodology; the second section provides an overview of the three funds; the third section describes the bidding and selection processes associated with the three funds and provides an overview of the partnership development process; the fourth section is on project implementation and includes the findings from the case study fieldwork; and the fifth section presents the conclusions and recommendations. In January 2000, the Institute for Employment Studies (IES), in partnership with Employment Research, was commissioned by the Department for Education and Employment (DfEE) to evaluate the pre-16 work experience in England. The aims of this study were: (1) to assess the current work experience policy and practice focusing on the impacts of policy changes since 1996, when the last major evaluation was carried out; and (2) to further enhance the quality of work experience by informing the development of policies. Major findings included: most participants were satisfied with the quality of pre- and post-placement processes; there has been an improvement in quality in terms of pre-placement preparation, health and safety checking, teacher visits and placement completion rates; there was still scope for improvement in areas such as employer involvement in preparation and debriefing, integrating work experience within the curriculum, health and safety, and equal opportunities; placements appeared to offer greater experience and more learning opportunities than part-time work; and teachers believed work experience promoted students' personal and social development, and enhanced their maturity and understanding of the world of work. Modern Apprenticeships (MAs) provide people aged between 16 and 24 with work-based training which leads to qualifications at National Vocational Qualification level three (NVQ3) or above. This report provides a profile of non-completers and examines how trainees came to start the MA program, their understanding of the process at the start of the training, their training experience and the range of reasons for not completing the MA program. More specifically, it investigates why some leavers from MAs do not attain a NVQ3 and some attain a level three but do not complete the whole training, and why some leavers do not complete their MA in spite of remaining with the employer, in some cases still receiving training. The report also examines what non-completers do after the MA and ways of improving attainment. Information was obtained from recent non-completers, training providers and employers. The five sectors covered in this study are: Care, Hospitality, Retail, Motor and Electrotechnical. Some key issues to emerge from this research include: (1) despite non-completion, most participants felt they had benefited from the program; (2) most employers were generally positive about MAs and very few planned to discontinue their involvement with MA training; (3) most trainees started their training without being fully aware of what the training involved or how long it would take; (4) a large number of employers lack information and knowledge about MAs; (5) there appears to be no one stage of the training program where non-completion is more likely to take place; and (6) Key Skills was one of the key factors identified as leading to non-completion. This report looks at three aspects of the provision of formal training in United Kingdom small and medium-sized enterprises (SMEs). A large number of SMEs in the manufacturing and business service sectors are used to investigate the impact of training. The first focus is the extent and type of formal training that is provided. A distinction is made between those firms that provide training internally and those where it is provided externally. Part of the analysis explores the determinants of formal training. To achieve a given level of performance, or survival, firms in a particular sector or location may be required to train more than firms in other sectors or locations. It is important to consider all the factors which determine the extent of training when seeking to explain the impact of training on performance and survival. The second aspect is a focus on the relationship between training and survival. This includes training variables as well as conventional factors such as size, age and profitability in influencing whether a firm will survive or not. The third focus is on the role of formal training in company performance. Growth is measured as both turnover and employment. The impact of training on the profit margins is also considered. The report concludes that there is little evidence that training improves the prospects for business survival except in firms with between 10 and 20 employees, although there is some evidence that formal training has had a positive impact on the growth of businesses.
