The Connexions strategy brings together a number of existing and new initiatives aimed at young people in England. This document sets out the details of the various initiatives within the strategy. It covers the new Connexions Service, ideas for a new wide-ranging way of recognising teenagers' achievements, financial support and the wider education and training policies. The Connexions Service will help support and guide young people through their teenage years. The document is set out in two parts. Part one (chapters one to four) explains the context for the Connexions strategy, the policies for young people and the overall framework for ensuring high levels of participation and attainment in learning. This is a United Kingdom consultation document that sets out the context within which the Learning and Skills Council (LSC) will operate and how its funding system might operate. This document focuses on the funding relationships between the Secretary of State and the LSC; the national LSC and its 47 local arms (the local LSCs); and between the local LSCs and the providers, Local Education Authorities (LEAs) and employers. A framework is described with an explanation of how the LSC will ensure that provision meets the demands of individual learners, employers, local communities and the national economy. Key issues for consultation are identified. A number of questions are posed. Do the proposals in this paper ensure that there is an effective framework within which the Secretary of State can guide the LSC as appropriate? Will the LSC be able to respond positively to the demands and needs of learners, communities and employers? Do the LSC's planning arrangements have a sufficiently local focus? Is the LSC's allocation practicable and does it take proper account of provider and local authority plans? 'Learning to succeed' sets out a new structure for education and training which brings together post-16 learning across all areas and invites comments on a number of issues. This new structure will provide a more coherent planning and funding system, and higher quality learning opportunities which focus much more sharply on the economy's needs for skills. It will also provide an improved framework of support to individuals, and will encourage wider participation in all forms of education and training, particularly among non-traditional learners and those at risk of dropping out. It will also ensure that everyone has an equal opportunity to reach their potential.

Chapter 1 of this document focuses on the vision for the new millennium aimed at building a new culture of learning. Chapter 2 examines why change is necessary, highlighting the failure of the current educational system. Chapter 3 proposes the establishment of a Learning and Skills Council for England in order to improve standards. Chapter 4 proposes a framework for success beyond 16, through building a new system of planning and funding post-16 education and training. Chapter 5 outlines policies for improving quality. Chapter 6 examines the education and training of young people and proposes a learning gateway for 16 and 17 years-olds who need extra guidance and support to benefit from mainstream learning. Chapter 7 focuses on adult learning and discusses issues within the concept lifelong learning.

This Department for Education and Employment (DfEE) policy document is a revision of 'Learning and working together for the future' published in September in 1997 which detailed a strategic framework for the development of the Department's education and employment services. This revised strategic framework to 2002 builds on the earlier draft and reflects the outcome of the Comprehensive Spending Review. The DfEE's revised aim is to provide individuals with the opportunity to reach their full potential through education, training and work. The policy program designed to achieve this aim is outlined. It consists of three main objectives supported by a number of specific targets. In addition DfEE offers it plan to modernise its approach to underpin the success of its program. Show less

This booklet summarises the White Paper 'Learning to succeed - a new framework for post-16 learning' [available in VOCEDplus at TD/IRD 88.176]. The White Paper sets out new arrangements for the management, funding and quality control of post-16 learning at the national and local level in the United Kingdom (UK). It proposes the creation of a single body, the Learning and Skills Council for England, to oversee the delivery of all post-16 education and training with the exclusion of higher education. The new arrangements will establish a framework built on partnerships and cooperation between the stakeholders, including learners, educational institutions, businesses and communities. Following the publication of the White Paper 'Learning to succeed' in 1999, the government of the United Kingdom (UK) invited various individuals and organisations to comment on the proposed radical reforms for the planning, funding, delivery and quality assurance of post-16 education and training. Central to these changes was the creation of the Learning and Skills Council (LSC) to oversee and implement the process which would be backed by a ‘rigorous and independent inspection regime’. This publication, with a forward by the Secretary of State, David Blunkett, describes the consultation process and sets out the conclusions. Following the introduction, it comprises: Chapter 2 - the Learning and Skills Council - what will it do and how will it work?; Chapter 3 - The planning and funding framework; Chapter 4 - How will the LSC meet the needs of individuals, businesses and communities?; Chapter 5 - How will the LSC and the new inspection arrangements improve quality and effectiveness?; and Chapter 6 - What happens next?. A listing of the local Learning and Skills Councils and Small Business Service boundaries, the LSC Planning Framework, a glossary and a bibliography are included.

The 1999 review of adult literacy in the UK identified around seven million adults with poor literacy skills and even more who had difficulty with numeracy. The results published in the report 'Improving literacy and numeracy: a fresh start' [available in VOCEDplus at TD/IRD 88.175] challenged the UK government to raise the standard of adult literacy and numeracy education to address the needs of these adults. This document details the government's strategy for improving adult literacy and numeracy in partnership with relevant organisations at national and local level with the aim of helping 750 000 adults by 2004. The strategy aims to improve the skills of those groups where literacy and numeracy needs are greatest, i.e.: unemployed people and benefit claimants; prisoners and those under supervision in the community; public sector employees; low-skilled people in employment; and other groups at risk of exclusion such as homeless people, refugees, asylum seekers and those who do not speak English as a first language. The document also describes how it will raise the standard of provision of adult basic education in order to attract priority groups back into learning and help them achieve.
