This report presents the findings from a study commissioned by the European Social Fund (ESF) to develop a model for measuring 'distance travelled' under ESF supported projects and to identify tools for measuring individual employability gains with a view to developing proposals for monitoring 'soft' indicators at the national level. A review of existing literature which incorporated a survey of ESF-funded projects provided the basis of the information which was then used to design and develop a model to measure 'distance travelled'. Definitions of the terms 'soft outcomes', 'soft indicators' and 'distance travelled' are given and a guide to assist projects and organisations understand and implement systems for recording soft outcomes and distance travelled is provided as an appendix. This document explores the UK Governments proposals to implement Learning Credits into the existing education and training framework, and outlines how their policy aims to increase young people's participation in post-compulsory education and training, and raise their level of attainment, as a stepping stone to successful employment and learning throughout adult life. Learning Credits will achieve this by: strengthening young people's choices; empowering and motivating more young people to participate in learning; and increasing providers' responsiveness to young people's choices. The report goes on to outline the Learning Credits model, considering the form of the credit, how the credits process will be managed, and how to prepare young people to use their credit entitlement. It draws together information from a variety of different sources about labour market trends and the demand for, and supply of, skills in the United Kingdom (UK), based on material provided by the Policy Studies Institute. Data sources include household surveys, official projections and registers and surveys of educational participation and attainment. The information provides a starting point for the detailed planning and assessment of likely demand and trends in the supply of skills, as projected and regional trends likely to have an impact on the labour market are included. This report presents a review of the performance of the Higher Level Basic Skills Pilots that were introduced in 1997. Previous research has indicated that adults with low levels of literacy and/or numeracy become significantly more employable if they reach Level 1 as opposed to Entry Level. The Higher Level Basic Skills Pilots were introduced with the intention of testing out the extent of the benefits of achieving Level 1. This report is based on a study undertaken to evaluate three initiatives piloted by nine National Training Organisations (NTOs) and is aimed at providing consultancy support to the NTOs in developing and implementing the initiatives. These initiatives, known as the Mudie Initiatives were: Modern Apprenticeships (MAs); National Vocational Qualification (NVQ) Assessment and Certification (A&C); and Sector Workforce Development Plans (SWDP). The main aim of the initiatives was to secure clearer leadership from employers in meeting skills needs, especially in the recruitment and vocational training of young people. The report includes: a description of each of the individual development projects, grouped by initiative; the changes to the skills development infrastructure; the findings of the evaluation activities undertaken throughout the study; and conclusions and recommendations based on the various components of the study. The conclusions are presented in relation to each of the three initiatives and implications are drawn out for NTO policy and post-16 arrangement as well as for funding, timing and arrangements for future initiatives. The Department for Education and Employment (DfEE) commissioned the Centre for Research in Social Policy (CRSP) at the Loughborough University to examine the concept of ‘employment sustainability’ in order to facilitate the design, assessment and evaluation of labour market policies. The research comprised three main elements: a literature review; qualitative interviews with key agents and policy actors; and an examination of existing data sets. This report seeks to help the development of policies designed to achieve the Government’s goal of employment sustainability. The sections of the report are: Defining employment sustainability; Measuring employment sustainability; Factors associated with employment sustainability; Issue in the design of policy; Policies to promote employment sustainability; Policy opportunities and limitations.

This report looks at three aspects of the provision of formal training in United Kingdom small and medium-sized enterprises (SMEs). A large number of SMEs in the manufacturing and business service sectors are used to investigate the impact of training. The first focus is the extent and type of formal training that is provided. A distinction is made between those firms that provide training internally and those where it is provided externally. Part of the analysis explores the determinants of formal training. To achieve a given level of performance, or survival, firms in a particular sector or location may be required to train more than firms in other sectors or locations. It is important to consider all the factors which determine the extent of training when seeking to explain the impact of training on performance and survival. The second aspect is a focus on the relationship between training and survival. This includes training variables as well as conventional factors such as size, age and profitability in influencing whether a firm will survive or not. The third focus is on the role of formal training in company performance. Growth is measured as both turnover and employment. The impact of training on the profit margins is also considered. The report concludes that there is little evidence that training improves the prospects for business survival except in firms with between 10 and 20 employees, although there is some evidence that formal training has had a positive impact on the growth of businesses. How does an individual's unemployment history interact with other aspects of personal history and with general economic events? How does the labour market status of partners interact when one of them becomes unemployed? What is the effect of benefit receipt on re-employment probabilities? What are the effects of training on various types of re-employment probabilities following unemployment? What are the destinations of the long-term unemployed? What are the job search methods of the unemployed? This report identifies the most important determinants of the duration and incidence of individual unemployment and how these compare and contrast.
