A National Skills Task Force was established to assist the UK government in developing a National Skills Agenda. The Task Force provided evidence on the nature, extent and pattern of skill needs and shortages in the UK and possible directions for their future development. This evidence was summarised in 'Skills for all: research report from the National Skills Task Force', published in June 2000 (indexed at TD/TNC 62.657). This report is one of a number of associated reports containing detailed information on various aspects of this research. These reports are indexed from TD/TNC 65.225 to TD/TNC 65.232. The aim of this report is to provide a detailed assessment of skill needs and the extent and impact of skill deficiencies within the telecommunications sector which is changing rapidly under the combined impact of technological and market changes as well as the effects of deregulation. The report is based on 10 case studies from a cross-section of this sector and contains the following sections: Executive summary; Aims and context; Industry context, case studies and methodology; Products, process and markets; Human resource policies and practices; Knowledge and skill needs; Recruitment difficulties; Skill gaps. In January 2000, the Institute for Employment Studies (IES), in partnership with Employment Research, was commissioned by the Department for Education and Employment (DfEE) to evaluate the pre-16 work experience in England. The aims of this study were: (1) to assess the current work experience policy and practice focusing on the impacts of policy changes since 1996, when the last major evaluation was carried out; and (2) to further enhance the quality of work experience by informing the development of policies. Major findings included: most participants were satisfied with the quality of pre- and post-placement processes; there has been an improvement in quality in terms of pre-placement preparation, health and safety checking, teacher visits and placement completion rates; there was still scope for improvement in areas such as employer involvement in preparation and debriefing, integrating work experience within the curriculum, health and safety, and equal opportunities; placements appeared to offer greater experience and more learning opportunities than part-time work; and teachers believed work experience promoted students' personal and social development, and enhanced their maturity and understanding of the world of work. The Department for Education and Employment (DfEE) commissioned the Centre for Research in Social Policy (CRSP) at the Loughborough University to examine the concept of ‘employment sustainability’ in order to facilitate the design, assessment and evaluation of labour market policies. The research comprised three main elements: a literature review; qualitative interviews with key agents and policy actors; and an examination of existing data sets. This report seeks to help the development of policies designed to achieve the Government’s goal of employment sustainability. The sections of the report are: Defining employment sustainability; Measuring employment sustainability; Factors associated with employment sustainability; Issue in the design of policy; Policies to promote employment sustainability; Policy opportunities and limitations.

Previous research has indicated that adults with low levels of literacy and/or numeracy become significantly more employable if they reach Level 1 as opposed to Entry Level. Training and Enterprise Councils (TECs) have come a long way. Since 1995 a number of TECs and Chambers of Commerce have undergone voluntary merger to form bodies called Chambers of Commerce, Training and Enterprise (CCTE). The findings of this report describe a growth in TEC/CCTE expertise in conducting labour market assessments and a greater diversity of approach in responding to different local circumstances and characteristics. In some respects, progress has not been positive. A range of issues that influence TEC/CCTE success in terms of labour market relevance and responsiveness are raised. Launched in 1995, Modern Apprenticeships (MAs) offer 16 to 24 year olds in England and Wales a work-based route to the skills and qualifications needed at craft, supervisory and technical level in industry and business. More than 3,000 MAs and 1500 students at school or college studying for A levels or advanced General National Vocational Qualifications (GNVQs) were surveyed. This study examines what motivated respondents when they made their decisions about their futures, how they found out about their respective activities, what they think about their choices now, and what they expect to be doing after completing the MA. Employee Development Schemes (EDSs) which have been in existence in the United Kingdom (UK) since 1989 have two essential features: (1) opportunities to voluntarily engage in learning activities which are wider than those required by the employer; and (2) support from the employer, usually in the form of cash entitlements to spend on learning activities. The overall aim of this research project was to identify the effect of EDSs on individual attitudes and commitment to learning and this report describes the findings of the project. The structure of the report is as follows: section one contains the executive summary; section two introduces the project covering the background, research objectives and methodology; section three presents the main findings and discusses the overall attitudes to, and experience of, learning, individual differences and how they relate to EDS based learning; and the last section presents six case studies. The National Skills Task Force has been established by the Secretary of State for Education and Employment to assist him in developing a National Skills Agenda. The Task Force was asked to provide advice on the nature, extent and pattern of skill needs and shortages, including associated recruitment difficulties, how these are likely to change and what can be done to ease such problems. This paper is one of a series that has been commissioned to review and evaluate existing literature in a number of skills-related areas.
This review paper focuses on the issues surrounding the provision and use of science skills in the United Kingdom (UK) economy, throughout many disciplines, many business sectors, research and education. It also briefly compares the provision of science skills in the United States (USA) and the European Union (EU) from a review of existing evidence and contact with sectoral, professional and other bodies. The focus is on employees in graduate-level scientific occupations, particularly in the core disciplines of biology, chemistry, physics and maths. Following an introduction, the authors present information on: key trends in secondary education, applications for first degrees, number of students graduating and the early employment experiences of science graduates; employment and recruitment difficulties; and international mobility and the 'brain drain'. The paper concludes with a set of conclusions and implications for future policy.

The National Skills Task Force was set up to ensure that Britain has the skills needed to ensure high levels of employment, be competitive in the global marketplace and provide opportunities for all. In this publication, the Secretary of State for Education and Employment acknowledges the work done by the members of the Task Force and reiterates his views on the importance of creating a learning society with a high degree of knowledge and skills. He stresses the value of knowledge capital and gives details of how the National Skills Agenda will operate. Case studies are presented, strategic plans discussed and new ways of creating excellence in vocational learning are outlined. He also reveals strategies for working with employers to boost skills and productivity, including details of a challenge fund to encourage small firms to work together and share resources. Finally, he asserts that 'learning and skills are the bedrock of social justice and economic prosperity' and that the Skills Agenda is there to ensure that it works for all.
