The National Skills Task Force has been established by the Secretary of State for Education and Employment to assist him in developing a National Skills Agenda. The Task Force was asked to provide advice on the nature, extent and pattern of skill needs and shortages, including associated recruitment difficulties, how these are likely to change and what can be done to ease such problems. This paper is one of a series that has been commissioned to review and evaluate existing literature in a number of skills-related areas.
This paper examines how economists forecast skill needs, how the economy responds to a lack of skills and the economic consequences of not anticipating skills needs. Following an introduction and summary, the authors first of all examine skills shortages and why we need to anticipate skill needs. They identify the results of skill shortages such as lower quality, lower productivity and higher wages and note the impact of the measures taken by firms to adjust to these shortages. They then discuss the difficulties implicit in leaving it to market mechanisms to address the problems. Finally, they analyse how economists attempt to forecast skills. They discuss occupational forecasting and whether it can be a useful indicator for predicting skill change, question the links between occupations and skills and present some case study examples of skill changes, particularly multi-skilling, in large organisations.

Regional Development Agencies play a key role in the skills agenda in the United Kingdom and the Skills Development Fund (SDF) provides an important means through which Regional Development Agencies (RDAs) can work towards the achievement of the skills priorities identified in their regional Skills Action Plans (SAPs). In January 2000, York Consulting was commissioned to undertake a study to assess and measure the SDF. The intention of the study was to provide a small-scale rapid consultation on the different ways the SDF was being utilised, and to design performance indicators to assess the general impact of future performance of the Fund and RDAs on skills. This report focuses on the following two objectives of the study: (1) to undertake an early assessment of the SDF in 1999/2000; and (2) to recommend practical improvements to the operation of the Fund. This report presents the findings from a study commissioned by the European Social Fund (ESF) to develop a model for measuring 'distance travelled' under ESF supported projects and to identify tools for measuring individual employability gains with a view to developing proposals for monitoring 'soft' indicators at the national level. A review of existing literature which incorporated a survey of ESF-funded projects provided the basis of the information which was then used to design and develop a model to measure 'distance travelled'. Definitions of the terms 'soft outcomes', 'soft indicators' and 'distance travelled' are given and a guide to assist projects and organisations understand and implement systems for recording soft outcomes and distance travelled is provided as an appendix. Learning Credits will achieve this by: strengthening young people's choices; empowering and motivating more young people to participate in learning; and increasing providers' responsiveness to young people's choices. Data sources include household surveys, official projections and registers and surveys of educational participation and attainment. The information provides a starting point for the detailed planning and assessment of likely demand and trends in the supply of skills, as projected and regional trends likely to have an impact on the labour market are included. This study is based on data from the Youth Cohort Study spanning the period from the late 1980s to 1996. It reports on recent trends in young people's participation in full-time education after sixteen. It explores the factors that influence the paths taken by young people who leave full-time education at the minimum age. A statistical model was constructed of the factors associated with participation in full-time education after sixteen. It was used to test for different time trends in participation between different groups of young people. It highlights how outcomes can be related back to GCSE results, the schools the young people have come from, personal characteristics and behaviour, and home backgrounds. Show less

The National Skills Task Force was set up to ensure that Britain has the skills needed to ensure high levels of employment, be competitive in the global marketplace and provide opportunities for all. In this publication, the Secretary of State for Education and Employment acknowledges the work done by the members of the Task Force and reiterates his views on the importance of creating a learning society with a high degree of knowledge and skills. He stresses the value of knowledge capital and gives details of how the National Skills Agenda will operate. Case studies are presented, strategic plans discussed and new ways of creating excellence in vocational learning are outlined. He also reveals strategies for working with employers to boost skills and productivity, including details of a challenge fund to encourage small firms to work together and share resources. Finally, he asserts that 'learning and skills are the bedrock of social justice and economic prosperity' and that the Skills Agenda is there to ensure that it works for all.

Issues associated with national and local work are explored. The case studies suggested that attempts to integrate local and national policies did face some difficulties.
