This strategy document sets out the UK government's vision for reform of the further education and skills system in order to improve the skills of the workforce, the performance of the economy and engagement in learning. The reform of the skills systems includes: (1) expanding the numbers of adult apprenticeships available, so by 2014-15 there will be 75,000 more adults starting than under the previous government's plans; 200,000 adults will be able to start an apprenticeship; 605 million pounds will be invested in adult apprenticeships in the 2011-12 financial year; (2) fully funding training for young adults aged from 19 up to 24 undertaking their first full level 2 ([General Certificate of Secondary Education] GCSE equivalent) or first level 3 qualification when they do not already have one; (3) fully funding basic skills courses for individuals who left school without basic reading, writing and mathematics; (4) introducing government-backed loans from 2013-14 for learners aged 24 and over undertaking level 3 or higher qualifications; (5) initiating a demand-led growth and innovation fund of up to 50 million pounds of government investment a year, to support employer-led initiatives within sectors; (6) replacing Train to Gain with an [small and medium enterprise] SME focused offer to help small employers train low-skilled staff; and (7) helping people who are on active job-seeking benefits to secure work through labour-market relevant training.

This paper presents a review of international literature concerned with the demand-side barriers to the provision and take-up of adult foundation learning programs. It focuses on factors that have an effect on the facilitation and provision by employers of these programs as well as the demand from adult learners for foundation-level learning. It also examines government policies and initiatives designed to address these factors. The review covers literature from Australia, the US, the UK and Canada, from 1996 onwards. In New Zealand the term foundation learning for adults refers to literacy and numeracy programs as well as English as a Second Language (ESL) and English for Speakers of Other Languages (ESOL) programs. In the other countries reviewed, this field is variously termed adult basic education (ABE), adult and community education (ACE) and basic skills. Show less

This paper builds on the analysis set out in ‘New industry, new jobs’ in April 2009 [report indexed at TD/TNC 97.225] and sets out the wide ranging work program that has flowed from that analysis over the last year. To maximise Britain’s potential, the role of public institutions and public policy alongside the powerful dynamics of the market in supporting the development of a diverse economy based on knowledge, innovation and productive investment needs to be well understood and fully exploited. This paper identifies those basic capabilities and sets out how the government has invested in them over the last six months. It also makes it clear how the commitment to continued investment in Britain’s industrial competitiveness will be taken forward. Seven core capabilities in the British economy will underpin the government’s drive to restore strong, sustainable, long-term growth: (1) supporting enterprise and entrepreneurial activity, including the access to finance required for starting and growing firms; (2) fostering knowledge creation and its application; (3) helping people develop the skills and capabilities to find work and build the businesses and industries of the future; (4) investing in the infrastructure required to support a modern low carbon economy; (5) ensuring open and competitive markets to drive innovation and rising productivity; (6) building on our industrial strengths where we have particular expertise or might gain a comparative advantage, and where government action can have an impact; and (7) recognising and employing the right strategic role for government in markets that allows us as a nation to capitalise on new opportunities.

This report analyses the UK findings from the fourth round of the European Union Continuing Vocational Training Survey (CVTS4). It looks at trends in vocational training provision over time. The survey is conducted across 29 European countries every five years. 'Continuing vocational training' (CVT) is defined as pre-arranged training at least partially funded by the organisation, or training that took place during employee's paid working time. The report identifies consistencies and key themes in the data and suggests underlying explanations and connections between them: larger organisations are more likely than smaller ones to offer CVT, and to have the organisational structure to support the training; financial services and public sectors, which are dominated by large businesses and organisations, are more likely to train their staff than those in production and construction sectors that have smaller organisations; on average, men spent slightly more time on CVT courses than women, which can be explained by the significant gender imbalance in the production and construction sectors, and the fact that health and safety and environmental matters are of more relevance to manual and technical occupations mainly held by men; mandatory training was a significant component of all CVT provision, which could be explained by the UK's 'licence to practice' approach, creating an overall greater volume of training; private training companies are used by nearly twice as many employers as public training institutions such as further education colleges and universities; and barriers to training were mainly demand factors: employers did not perceive a need for training or were unwilling to pay its costs in time or cash outlay. This report analyses the UK findings only from the CVTS4.

The higher education blueprint, 'Higher ambitions', sets out a course for how the UK's universities can remain world class, providing the nation with the high level skills needed to remain competitive, while continuing to attract the brightest students and researchers. It documents the government's strategy for sustaining the strength of higher education in an increasingly demanding and competitive environment. Proposals are set out under six areas: (1) how all those who have the ability to benefit will be able to get access to higher education; (2) how universities will be supported in making an even bigger contribution to economic recovery and future growth; (3) how the research capacity of universities and its translation into economic impact will be strengthened; (4) how excellent teaching for all students in higher education will be promoted, with universities competing to attract students on the basis of the excellent service they provide; (5) how the role of universities at the heart of our communities and shared intellectual life, and as one of the key ways in which citizens engage with the wider world, will be further strengthened; and (6) how universities will be supported in continuing to maintain excellence, even under tighter public financial constraints. This skills strategy sets out an active approach to equipping England for globalisation by ensuring supply of the skills that underwrite the industries of the future: skills for high-tech, low carbon driven growth. To tackle the gap in intermediate skills in England, for example, apprenticeship numbers are to be expanded to create a modern class of technicians. They will have transferable skills, gained as a result of both academic study and practical on-the-job experience. The goal of this strategy is a skills system defined not simply by targets based on achieved qualifications, but by 'real world' outcomes, a system that provides a higher level of vocational experience, promoting a greater mix of work and study and encouraging skills that are transferable from job to job. Skills must be taught expertly and carry genuine weight with employers. Opportunities must be broadened for students to progress through further education into higher education. Show less
