This research aims to inform the forthcoming negotiations for the European Structural and Cohesion programs to run from 2014 to 2020. It looks at how the European Social Fund (ESF) might be used to promote economic growth and the creation of employment opportunities through supporting activity around self-employment, entrepreneurship and the providing of re-skilling opportunities. The research was based around Manchester and Newcastle to gain insights into how ESF delivery arrangements are working at the local level, and how they might best serve city-level priorities in the future. Although current ESF delivery is seen as contributing to addressing employability and skills concerns, a number of clear issues for consideration emerged from the study. For some, current provision is viewed as too generic, partly because it is delivered through large contracts rather than being more locally focused and oriented around meeting specific local needs.

Data indicates that computer science graduates are more likely to be unemployed six months after graduating than the average graduate and [science, technology, engineering and mathematics] STEM graduates in particular. Employment outcomes for computer science graduates significantly improve 3.5 years after graduation although they are still lower compared to other graduates. These findings are seemingly contradictory to evidence of increasing employer demand for digital skills and above average levels of recruitment difficulty in the [information and communications technology] ICT sector. This research explores the reasons behind the poor employment record of computer science graduates through interviews with graduates with an undergraduate computer science degree. The interviews covered graduates' views on their degree and their subsequent employment experience, along with steps they have taken to enter employment since graduation. The findings suggest that the overarching issue for the computer science graduates interviewed is not that they don’t eventually achieve positive employment outcomes - because virtually all were in work at the time of interviewing - but that they are relatively slow to move into work.

This paper presents a case study of the Virtual Campus (VC). Drawing upon secondary analysis of Test Beds evaluation data and recent interviews with the VC project team, this paper covers implementation, delivery and outcomes. The VC is an [information and communication technology] ICT platform that allows [education, training and employment] ETE providers and offender-learners’ access to training materials to support release and employment, including secure access to websites. The key benefits of the VC discussed by staff were its ability to link work in custody to ETE mainstream delivery systems and streamline and modernise ETE provision. In doing so, it was envisaged that offender-learners would engage better with their ETE journey. VC outcomes encompassed organisational, staff and offender-learner benefits. From an organisational perspective, there were clear economic advantages in streamlining ETE delivery. ETE staff talked about the VC improving their practice and performance. In turn this helped staff feel more fulfilled in the work place. Finally, offender-learners spoke of how working towards qualifications or looking for jobs using a computer and the Internet helped them to feel normal, despite being in custody. In addition, the VC levelled the playing field for offender-learners, in that custody was no longer a barrier to submitting an effective [curriculum vitae] CV or having access to live vacancies, offering the potential to improve the chance of employment.

In January 2013, the Departments for Education and Business, Innovation and Skills published a discussion paper outlining initial proposals for the development of a new program of traineeships to help young people to prepare for and secure apprenticeships and other sustainable employment. Traineeships will begin in 2013-14 for 16 to 19 year olds with a view to extending traineeships to young people up to 24 in due course.
This framework for delivery provides employers, education and training providers and young people with information about traineeships. The core target group for traineeships are young people who: are not currently in a job and have little work experience, but who are focused on work or the prospect of it; are qualified below Level 3; and providers and employers believe have a reasonable chance of being ready for employment or an apprenticeship within six months of engaging in a traineeship. The core content of traineeships will be a high quality work placement, work preparation training and English and maths.

The review of adult offender learning in England was jointly undertaken by the Department for Business, Innovation and Skills (BIS) and the Ministry of Justice (MoJ). This report of the review outlines plans to break the cycle of re-offending, by developing a stronger link between learning in prisons and the vocational and employability skills that employers demand. Under the reforms to the adult offender education system, there will be greater emphasis on the results that education and training in prison delivers. The way learning is delivered in prisons will also be overhauled to better reflect the way the prison system is organised and improve value for money. This report sets out the Government's commitment to: increase the range and relevance of learning, focusing on the skills employers need; support more work opportunities in prison; improve links with employers, ensuring where possible a relationship with employers has been established before release; boost activity to prepare prisoners for apprenticeship opportunities on release; focus learning delivery towards the end of prisoners' sentences, linking it directly to needs in the labour market on release; reshape careers advice provided in custody; trial outcome incentive payments, giving colleges and training providers a greater stake in delivering learning successfully; and restructure the delivery of offender learning around the clusters of prisons within which prisoners normally move, bringing more coherence to the system.
