This publication follows the Post-16 Skills Plan [available in VOCEDplus at TD/TNC 125.183], published in July 2016 by the Department for Education. It provides an update on progress made in developing policy and implementing the reforms set out in the Skills Plan. This Action Plan sets out government's recent progress in the delivery of the T level reform programme and immediate next steps. 'T levels' are new technical study programmes that will sit alongside Apprenticeships within a reformed skills training system. The reforms are at the heart of a skills partnership between government, business and education and training providers - a partnership that will create the skills revolution needed to meet the needs of our economy.

This report examines employee engagement and its potential benefits for companies, organisations and individual employees. In particular, the authors examine whether a wider take up of engagement approaches could impact positively on UK competitiveness and performance, as part of the country’s efforts to come through the current economic difficulties, take maximum advantage of the upturn when it comes, and meet the challenges of increased global competition. The report contains findings on the importance of employee engagement to the UK, looks at some of the barriers to engagement as well as some of its characteristics, and outlines recommendations to the government. The core recommendation is a concerted effort involving all the stakeholders in the employment field to raise the profile of this topic. A national awareness campaign, facilitated by the Department for Business, Innovation and Skills (BIS), is proposed.

[This report] presents the findings of research into the highest prior qualifications levels of adult learners (aged 19 and over) who undertook full level 2 or full level 3 Train to Gain learning in November 2010. It covers some of the last groups of learners to be funded under Train to Gain. [It] aims to better understand the extent to which investment in Train to Gain has been directed towards up-skilling individuals with lower skill levels. [It] also explores the profile of learners undertaking learning under Train to Gain and those undertaking their first level 2 learning, in demographics, employment status and income, and investigates why they take up Train to Gain learning.

This consultation contains proposals to reshape the higher education landscape to have students at its heart. Its core aims are to raise teaching standards, provide greater focus on graduate employability, widen participation in higher education, and open up the sector to new high-quality entrants. This document sets out proposals for how the Government's manifesto commitment to introduce a Teaching Excellence Framework will deliver better value for money for students, employers and taxpayers. It also sets out plans to drive social mobility by further increasing higher education participation by those from disadvantaged and under-represented groups.
This consultation proposes a new single gateway for entry to the sector, which would create a common system for all providers. It sets out proposed new architecture for the higher education system, to reflect the way higher education is now funded by students, and to reduce the regulatory burden on the sector. Finally, this consultation considers the potential implications of these changes for the research landscape.

Report of a study commissioned by [the Department for Business, Innovation and Skills] BIS analysing the economic returns associated with intermediate and low level vocational qualifications. [The study] used information from the 1970 British Cohort Study and the Labour Force Survey between 1996 and 2009 to assess the impacts of vocational qualifications on earnings, as well as the probability of being employed. [The study] covers the United Kingdom, but for apprenticeships the analysis was restricted to England only. It supports evidence showing positive employment and earnings returns for most qualifications gained in adulthood.

This document illustrates the benefits of higher education (HE) classified according to market and non-market benefit, and whether they relate to the individual or society [the four quadrants]. It builds on earlier work by BIS entitled 'Things we know and don't know about the wider benefits of higher education: a review of the recent literature'. A table showing the four quadrants provides links to relevant sources of evidence that have been identified on the specific benefits of HE.
The report covers only benefits from HE participation, so that benefits arising from research exploitation, spin-off companies, export earnings through international student fees and spending, and other aspects of HE are not included. A fuller exploration of direct and indirect benefits and the mechanism through which they (might) operate can be found in the 'Supporting analysis for the Higher Education White Paper' published by BIS in 2011.

This report presents the findings of a survey of over 12,000 apprentices in England, Wales and Northern Ireland who were asked about their: (1) pay; (2) working hours; and (3) amount of training they received as part of their apprenticeship. The results are given for the various apprenticeship frameworks: (1) subjects and industrial sectors; (2) level and the age; and (3) gender and ethnicity of apprentices. Comparisons are also shown between these results and those collected in a similar survey in 2011.

The first Skills for Life Survey (also known as the National Baseline Survey of Adult Basic Skills) was commissioned by the then Department for Education and Skills (DfES) in 2002. The survey aimed to produce a national profile of adult literacy, numeracy, and information and communication technology (ICT) skills, and to assess the impact that different levels of skills had on people's lives. In 2010, the Department for Business, Innovation and Skills (BIS) commissioned a follow up to the initial survey, with the key purpose of updating the baseline information collected about adult literacy and numeracy and setting a more functional baseline for the present level of ICT skills. A key consideration in designing the new (2011) survey was maintaining comparability with the baseline (2003) survey, to enable measurement and analysis of changes in skills levels amongst the population between the respective fieldwork periods. A further objective of the 2011 survey was to understand the demographic, social and motivational factors related to skills levels in the current population of 16-65 year-olds. This report presents the initial headline findings from the 2011 survey.

This report reviews established and successful collaborations in the further education (FE) sector. It aims to increase sector-wide knowledge about existing models which can be repeated elsewhere. The report is structured in two sections - the first of which looks at the current models used in the sector, and a second which details the practical findings arising from a series of visits undertaken by FE Advisers. The five key conclusions from the visits undertaken are: (1) there is no one 'right' structural model for colleges to adopt; (2) the sector has a history of larger, potentially stronger, colleges merging with smaller weaker colleges; (3) governors have a critical role to play in key decisions about structure and in the interests of their college and its learners; they need to be as objective as possible; (4) the success of a model is in the detail of its implementation; and (5) new collaborations and new structures, where the decision to change has been subject to rigorous assessment and careful implementation, can create valuable economies of scale, protect and improve student access and progression, and address issues of poor quality.
