This release provides information on adult (aged 19 and over) government-funded further education (excluding schools and higher education) and all age (16 and over) apprenticeships in England, between 2010 to 2011 and 2015 to 2016. It also includes the highest level of qualification held by adults (aged 19 to 64) in England calculated from Labour Force Survey (LFS) data. Highest levels of qualification data are presented from 2008 to 2014, although 2014 figures are provisional and subject to revisions.

This paper presents a case study of the Virtual Campus (VC). Drawing upon secondary analysis of Test Beds evaluation data and recent interviews with the VC project team, this paper covers implementation, delivery and outcomes. The VC is an [information and communication technology] ICT platform that allows [education, training and employment] ETE providers and offender-learners’ access to training materials to support release and employment, including secure access to websites. The key benefits of the VC discussed by staff were its ability to link work in custody to ETE mainstream delivery systems and streamline and modernise ETE provision. In doing so, it was envisaged that offender-learners would engage better with their ETE journey. VC outcomes encompassed organisational, staff and offender-learner benefits. From an organisational perspective, there were clear economic advantages in streamlining ETE delivery. ETE staff talked about the VC improving their practice and performance. In turn this helped staff feel more fulfilled in the work place. Finally, offender-learners spoke of how working towards qualifications or looking for jobs using a computer and the Internet helped them to feel normal, despite being in custody. In addition, the VC levelled the playing field for offender-learners, in that custody was no longer a barrier to submitting an effective [curriculum vitae] CV or having access to live vacancies, offering the potential to improve the chance of employment.

This exploratory research looked at whether skills gained in learning on English and maths courses could be measured, and what factors lead to better outcomes. It also looked at whether learners experienced any economic and social benefits, such as: (1) improved employment opportunities; (2) increases in pay; (3) improvements in wellbeing; and (4) greater involvement in their children's education. Based on 1000 English and maths adult learners, the study found significant improvements in wellbeing. Parents reported an increased engagement in their children's education, helping with their homework or reading to or with them more often. This study assessed skills gains in two parts: (1) a survey of adult learners taking part in basic literacy and/or numeracy courses, undertaken in two waves to track changes over time; and (2) qualitative research with nearly 30 learners to understand how they used their literacy and numeracy skills outside the classroom.

The National Qualifications Framework (NQF) is a credit transfer system developed for qualifications in England, Wales and Northern Ireland. It comprises has nine levels covering all levels of learning in secondary education, further education, vocational, and higher education. This document presents the findings from the final wave of a three-wave follow-up survey of Learning and Skills Council (LSC)-funded Level 3 learners, undertaken in November 2009. This wave looks at learners two years after enrolment (in September 2007), with a particular focus on the impacts of the course on attitudinal, learning and job related outcomes. It examines learners' satisfaction with their practical experience of learning and training, receipt of value for money, the subjective and work related impacts of training, and draws together summative conclusions about the impacts of training on attitude and work related outcomes. This document presents experimental data that gives estimates of the earnings of learners up to three years after achieving a further education qualification in England. It is based on matched administrative data from the Department for Business, Innovation and Skills and the Department for Work and Pensions. The data covers learners achieving Full Level 2 and Full Level 3 qualifications in the academic year 2009 to 2010. It shows their average 'sustained annualised earnings' in 2010 to 2011, 2011 to 2012 and 2012 to 2013.

In February 2009, the Learning and Skills Council (LSC), in partnership with the Department for Business, Innovation and Skills (BIS), commissioned a study to develop a model to examine the impact of the further education (FE) sector in delivering its primary function: providing people with the skills they need in the labour market. The focus of this research paper is the learning funded by BIS for people aged 19 and over. It presents: the approach taken; the model results; and the results of additional sensitivity testing, making use of the flexibility of the model, undertaken by BIS.

The Education and Skills Act 2008 allowed the Department for Business, Innovation and Skills (BIS) and the Department for Work and Pensions (DWP) to share analytical data. DWP and BIS set up an analytical project in 2009 to develop a matched database of records on training, benefits and employment. This research contains initial outputs from the matched data, showing immediate post-study earnings and employment outcomes for learners completing further education in the 2009 to 2010 academic year. These datasets are highly experimental, and work is continuing to understand the most suitable way to interpret the results given the current limitations within the data.

Report of a study commissioned by [the Department for Business, Innovation and Skills] BIS analysing the economic returns associated with intermediate and low level vocational qualifications. [The study] used information from the 1970 British Cohort Study and the Labour Force Survey between 1996 and 2009 to assess the impacts of vocational qualifications on earnings, as well as the probability of being employed. [The study] covers the United Kingdom, but for apprenticeships the analysis was restricted to England only. It supports evidence showing positive employment and earnings returns for most qualifications gained in adulthood.
