This document reports on four studies into the cooperation between technical and vocational education (TVE) institutions and the world of work. These studies were part of a series of studies on existing approaches to such cooperation initiated by UNESCO within its UNEVOC Project. The studies took place in Hungary, Romania, Sweden and the Russian Federation. They were undertaken by experts from the countries themselves on the basis of guidelines provided by Dr. R. Barry Hobart, Consultant to UNESCO. A synthesis is provided by Dr. Hobart to identify and describe the common variables that are operating with respect to education for the world of work in each of the case studies included. The report is divided into two sections. The first section contains the studies from Hungary, Romania and Sweden that examined the policies and legislation in TVE designed to enhance cooperation with the world of work. The second section reports on the study from the Russian Federation that investigated aspects of cooperation between the training institution and the individual enterprise in the implementation of such policies. The National Centre for Workforce Development (NCWD), the Canadian Centre for UNESCO’s International Network on Technical and Vocational Education, was commissioned by Human Resources Development Canada (HRDC) to conduct a study designed to identify the broadly transferable sustainable development-related knowledge, skills and attitudes required by the Canadian workforce. This study was conducted in two phases. In the first phase, an extensive review of literature and research was undertaken to identify knowledge, skills and attitudes (KSAs) related to the three elements encapsulated in sustainable development i.e. environment, society and economy. In the second phase, these KSAs were validated using a focus group of individuals representing Canadian diversity, and with expertise in environment, sustainable development and workforce development. The experts confirmed that the great majority of the KSAs were relevant to the goals of sustainable development. The following six major themes emerged from the analysis of the KSAs: ethics and values; integrated decision-making; responsible use of resources; valuing diversity; safety and well-being; and continual improvement. This study was prepared as part of a UNESCO program to facilitate the documentation of the processes of international transfer and adaptation of existing curricula. The study describes the Yaroslavl Project which is one of a series of projects of cooperation in modern business training based on an agreement between the governments of the Russian Federation and the Federal Republic of Germany. The cooperation included the creation, approbation and correlation of the German curricula and the production of study materials applicable to Russian conditions. The background to the initial situation and the decision to train industrial business clerks is detailed. The main body of the study describes the general background and aims of the project, the joint work on the curricula and the adaptation of the German curricula to the State Standard of Russia. The conclusion discusses the successful outcomes of the experiment and the implications for the future use of the curricula. The appendices provide further detail on the structure of vocational education in Russia, a description of the qualification for which the curricula were developed, a comparative analysis of the German and Russian curricula and the syllabi resulting from the joint development process. This paper is part of a UNESCO-UNEVOC series that provides in-depth information on issues of specific importance in the technical and vocational education and training (TVET) systems of selected countries and regions. The purpose of this study was to investigate the factors that influenced the attractiveness of a TVET institution in Kenya. A number of TVET institutions were reviewed, out of which one was selected for the study on the basis of, among other reasons, accessibility. The instruments used to collect data were mainly questionnaires, interviews and observation schedules. Data collected were analysed both quantitatively and qualitatively.

This edition of the UNEVOC Forum provides a snapshot into countries emerging from conflict, examining some of the challenges faced, and vocational training issues to be addressed, when seeking to reintegrate ex-combatants into civilian life. Prolonged conflict damages not only educational structures but also educational relationships and economic livelihoods. Short-term actions by the international community after conflict or disaster often focus on rebuilding educational structures. This Forum provides an update on efforts to rebuild livelihoods and lives through effective educational relationships and reflects on how more learner-focussed processes could lead to improved outcomes.

It examines interlinkages between the world of work and environmental, social and economic aspects of sustainable development, as well as ways in which TVET can be reoriented to advance the transition to a more sustainable future. This paper is the result of collective brainstorming and was prepared in consultation with a number of UNEVOC Centres, partner agencies and several leading researchers, policy-makers and practitioners working in the field of TVET. It reflects the outcomes of discussions that took place at the UNESCO International Experts Meeting ‘Learning for Work, Citizenship and Sustainability’ (Bonn, Germany, 2004) on the threshold of the United Nations Decade of Education for Sustainable Development, for which UNESCO is the lead agency.
