This is the third statistical publication on vocational education and training systems and the labour market in the Central and Eastern European countries produced by the European Training Foundation. As in the first two publications, data have been collected from the Statistical Offices and Statistical Services of the Ministries of Education and by the National Observatories. In order to ensure cross-country comparability across the Central and Eastern European countries and between them and EU Member States, international definitions and classification systems have been applied. Data on education, training and educational attainment have been gathered and presented on the basis of the categories of the [International Standard Classification of Education] ISCED classification. Data on labour market activity rates and unemployment rates have been gathered on the basis of definitions set out by the International Labour Organisation. All data concerning labour markets have been extracted from the national Labour Force Surveys.

The publication has two parts. Part A presents the labour market context in which vocational education and training is functioning. It provides information on the development of the employment opportunities by economic sectors, information on the educational attainment levels, activity rates and unemployment rates of the population. Part B of the report presents the demographic situation which influences the development of education systems. It also describes developments as far as the participation of young people in education and training is concerned. The analysis of the activities of young people outside the education system is made on the basis of the information available. In contrast with earlier publications, this report also includes data on employment by economic activity, and shows developments by economic sector and employment perspectives for young people.

The European Training Foundation (ETF), with the intentions of producing accurate up-to-date, objective and reliable information to be an important element in assisting and monitoring the reform of vocational education and training (VET) in the countries of Central and Eastern Europe, the New Independent States of the former Soviet Union (Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Turkmenistan, Ukraine, and Uzbekistan), launched a project to identify a set of key indicators in the field of VET and in the labour market. The collection and analysis of data from the New Independent States and Mongolia began in 1998, from a variety of national information sources. In this report, chapter one provides an overview of the educational attainment levels of the population and the relationship between these and unemployment. Chapter two examines the role of VET in the education systems of the countries concerned: the participation of young people in VET compared to their participation in general education; recent statistical trends in VET at the upper secondary level; the incidence of dropping out of VET courses and general education programs at upper secondary level; and the relative levels of expenditure on VET. This paper is primarily intended as a ready source of information for national policy-makers and the international community on the state of play of [vocational education and training] VET policies and systems in [European Training Foundation] ETF partner countries. By including data for the [European Union] EU-27, the report also sets out to inspire policy learning and dialogue both between the European Union (EU) and partner countries, and among the partner countries themselves. The paper is intended to enhance awareness among policy-makers in partner countries of the importance of indicators in driving the policy cycle, and of the availability and sources of VET policy and system indicators in their country and region. Given the increasing international attention on the contribution of skills in international development, and the related need to enhance the availability of robust information for policy-makers, the paper also shares the ETF approach to this field. The paper presents a brief overview of the methodology used by the ETF and the partner countries to collect and analyse the indicators. It also provides a schematic illustration of the state of play of VET policies and systems in the ETF partner regions, as illustrated by a selected group of 'key indicators'.

This report is the result of the 2014 Torino Process data collection. It is intended to be a ready source of information on the current status of [vocational education and training] VET policies and systems in [European Training Foundation] ETF partner countries for both national policymakers and the international community. A further important objective of this report is to raise awareness among policymakers in the partner countries of the importance of indicators in driving the policy cycle, and of the availability and sources of selected VET policy and system indicators in their countries and regions. In this report, a number of relevant indicators are presented and analysed. [European Union] EU average performance levels have been added to inspire policy learning and dialogue between the EU and ETF partner countries, and among the ETF partner countries themselves.

The report is divided into three main sections. The first describes the data collection process of the Torino Process 2014. In the second section, selected key indicators are presented and analysed for each region. The third section presents the results of the benchmarking exercise in selected countries. The annexes to this document outline and define the ETF key indicators, in addition to giving details on data coverage and quality in the four regions and highlighting a number of EU benchmarks. As gaps in the available information were found in all countries, it is important to continue to improve existing data collection methods, so that policymaking can be based primarily on the use of evidence, both quantitative and qualitative.

This is the second statistical publication of the European Training Foundation (ETF) on the vocational education and training systems and the labour market in the candidate countries of Central and Eastern Europe. Data has been collected from the Statistical Offices and Statistical Services of the Ministries of Education, with European Union (EU) data provided by Eurostat. In this second edition the focus is on the development of different variables and supplementary information has been taken from the joint European Training Foundation/Eurostat publication 'Education statistics and indicators in the Phare countries 1996/97' and from the National Observatory reports. The data identifies the main issues for further discussion and deeper analysis. Chapter 1 presents the labour market context of vocational education and training. It also shows the link between educational attainment levels of the population and their effect on the labour market. Chapter 2 explains the developments in young people's participation in education and training. Chapter 3 analyses early school leavers and drop outs from secondary school. Chapter 4 deals with education and training financing and Chapter 5 presents the main conclusions of the analysis and recommendations for action. Show less
