This report focuses on how 27 countries neighbouring the European Union (EU) are coping with [Coronavirus Disease 2019] COVID-19 in the field of education and training, as part of the #learningconnects campaign. The report includes information about countries from South Eastern Europe and Turkey, the Eastern Partnership and Russia, the Southern and Eastern Mediterranean, and Central Asia on: (1) support for teachers and trainers through multiple channels; (2) access to internet and outreach measures considering equality, opportunities and digital literacy; (3) decisions regarding examinations, certification and validation; (4) school autonomy in organising digital and online learning; and (5) addressing vocational education and training beyond general education subjects.
Some good practice examples include the continued development of teachers and trainers virtually in Ukraine and Egypt and the focus on vocational education and training (VET) through training and online support in Armenia, Azerbaijan and Georgia. In addition, civil society is spearheading initiatives in Palestine, television channels are broadening access for learners in Kazakhstan and Kyrgyzstan, and emotional support is offered to students through dedicated channels in Israel.

The underlying premise of the Inventory follows from the goal of monitoring and characterizing the development of [national qualifications frameworks] NQFs as implemented by member states. The Inventory involves both a mapping of global qualification reforms and thematic chapters that discuss key trends and policy issues emerging from qualifications framework reforms and development. This Inventory provides a broad overview of the status and scope of qualifications frameworks internationally as at the end of 2014. It includes the NQFs of 86 countries and seven regional qualifications frameworks (RQFs). The Inventory acts as an observatory of progress and achievement of NQF goals through country case studies. Specifically, the case studies look at the main policy objectives, stakeholder involvement, the framework adopted for implementation, the focus on learning outcomes and the use of level descriptors. They also consider the ways in which the validation of non-formal learning is considered (if any), and how these link to the NQF. The case studies finish with important lessons and future plans.

This report provides an account of recent developments in Europe and in the Mediterranean region in the field of qualifications and the recognition of qualifications. It concerns the internal and international recognition of qualifications, providing an analysis of why the recognition of qualifications has become an important issue on policy agendas, what the challenges are, and how countries and territories in the Middle East and North Africa, and elsewhere, are responding. The conclusions reached will focus on national and international issues facing countries and territories in the Mediterranean region, reforms that are underway and further steps that can be taken. Chapter two of the report sets out the main factors that are motivating or driving an increased interest in the region in improving the recognition of qualifications. Chapter three describes how global factors (such as inward investment and migration in internationalised labour markets) and international and European policy responses (such as the Bologna process for higher education and the establishment of the European Qualifications Framework (EQF)) are influencing policies for qualifications development in the Mediterranean region. Chapter four turns the spotlight directly onto qualifications reform in the region. The chapter explores how (and why) governments and stakeholders in the region are seeking to make their qualifications more legible, more coherent and of better quality. While examples will be drawn from across the region, the chapter pays particular attention to the widely shared policy interest in national qualifications frameworks (NQFs), and to developments in the four countries in the region that are involved in the current ETF NQF project.

This publication summarises main outcomes of the [European Training Foundation] ETF Innovation and Learning Project 'Transition from education to work' that was implemented in 2006-2007. The project aims at studying the link between education and work in a dynamic and integrated way. The main innovative element is the development of new conceptual approaches and analytical instruments for the ETF and its partner countries. The objective of the project was to develop two different tools to analyse the transition from education to work in ETF partner countries in order to better understand the links between education, training and labour market integration of young people. First, a conceptual and analytical framework on the topic of transition from education to work was developed and used for national reports on transition from education to work in Egypt, Serbia and Ukraine. This project builds on earlier work within the MEDA-ETE project implemented by the ETF whereby a thematic study on the transition from education to work in Europe was prepared based on discussions on the relevance of European experiences with a network of MEDA experts and policymakers. Secondly, a methodology for a school-leaver survey was developed and implemented in Serbia and Ukraine. This methodology takes as its starting point the ad hoc module on school-to-work transition within the framework of the European Labour Force Survey in 2000 and integrates key specific features of the [European Union] EU neighbourhood where the ETF works.

Underlining the importance of human capital investments, this report contributes to a more comprehensive analysis of the interrelations between education, training and competitiveness in Egypt that informs the proposed options for reform and the improvement of the current situation. A joint initiative between the [Egyptian National Competiveness Council] ENCC, the [Technical and Vocational Education and Training] TVET Reform Programme and the European Training Foundation (ETF), this report aims to further explore the specific correlation between human capital development and economic competitiveness. An in-depth analysis of the impact of the education, training and labour market efficiency on Egypt's economic competitiveness is central to this, utilising indicators from the Global Competitiveness Report. This report also assesses the current status of education, training and labour market efficiency, as well as recent and ongoing reforms in these fields. In addition, it investigates and highlights the experience of reform measures taken in countries that have successfully enhanced their economic competitiveness. Finally, this report provides specific policy and operational recommendations to various Egyptian education and training stakeholders on how to improve competitiveness.

The Torino Process (TRP) is a participatory process leading to an evidence-based analysis of the vocational education and training (VET) policies in a country. Introduced in 2010 and carried out every two years, the Torino Process provides a snapshot of the state of development of VET systems in the ETF's partner countries, an overview of progress made and priorities for the future. These key findings present the general trends in the development of vocational education and training systems in the ETF partner countries. They are based on intelligence included in the national reports of the 2016 edition of the Torino Process and draw on the subsequent regional and thematic analyses undertaken by the ETF.
The most frequent priorities that countries report in the Torino Process are: Qualifications and qualifications systems continue to be recognised as a tool for quality assurance and relevance of the system and countries will keep on working on that in future; Upgrading the skills of teachers and trainers in VET is a priority mentioned by all partner countries; Stronger involvement of social partners in the VET policy cycle, with a focus on moving from involvement in dialogue to partnerships for delivery; and Strengthening the implementation capacity for system change and impact.

This report provides an overview of key policy developments in education, training and employment in Algeria over the time period 2017-2018. Following government reshuffles between May and September 2017, the new prime minister and ministers agreed to boost governmental priorities for growth and development through a relaunched government action plan. The plan gives prominence to the commitment to improve conditions for private sector development in view of job creation. The authorities prioritise adjusting the education and training system accordingly and improving the quality of education. Regular monitoring and evaluation of the progress are needed to ensure more efficient and rapid implementation of the reform plans. Cooperation between Algeria and the European Union (EU) continues to develop. The AFEQ (Adequation Formation Emploi Qualification) project, which aims to bring the education and employment sectors closer to the needs of the labour market, started being implemented in 2018. Algerian authorities are showing strong commitment to modernising and improving the quality and effectiveness of the education, training and employment services. A new planning phase of the EU-Algeria cooperation started in 2018 and priorities are being defined. Stronger integration of skills development and employment, including in sectoral programmes, is one of the objectives of the cooperation and of future interventions.

This report provides an overview of key policy developments in education, training and employment in Tunisia. The municipal elections that took place successfully in May 2018 brought the democratic transition to various regions in Tunisia. The relative stability of the coalition government and an improved security situation is helping to shift priorities towards economic development. Relaunching the economy, while maintaining social stability, is the main concern in Tunisia. The EU remains a key partner and donor for Tunisia. In May 2018, a second round of negotiations on the Deep and Comprehensive Free Trade Agreement (DCFTA) took place between Tunisia and the EU. Also in 2018, the EU and Tunisia collaborated on a number of new projects.

In 2012 the European Commission asked the [European Training Foundation] ETF to design a project to improve governance of vocational education and training (VET) systems in nine countries of the region. The ETF responded with its proposal for the project Governance for Employability in the Mediterranean (GEMM). The project ran from January 2013 to August 2016. The project was designed around three axes: (1) mapping and analysis of current VET governance systems; (2) capacity building for national and local stakeholders involved in multi-level governance; and (3) country-specific small action-oriented pilot projects addressing the quality and relevance of VET at the sub-national level. This publication looks primarily at the lessons learned from the pilot projects.

This regional report summarises the main findings in monitoring progress of the 2014 Torino Process in the Southern and Eastern Mediterranean (SEMED) partner countries (including both the Arab Mediterranean Countries (AMCs) and Israel). The report is based on the Torino Process reports prepared with [European Training Foundation] ETF support by six countries (Egypt, Jordan, Lebanon, Libya, Morocco and Palestine), together with the two Torino Process self-assessment reports prepared by Israel and Tunisia. It also draws on intelligence, evidence and information on Algeria that is available within the ETF. It is possible to conclude that, in general terms, there has been progress across all areas, hampered in some cases by the difficult conditions in the region, such as political instability, insecurity, conflicts and economic crises, among others. Moreover, progress has been more marked in relation to some specific topics than others, and also varies according to country specificities.
