The Torino Process is a review of vocational education and training (VET) policies and systems launched by the European Training Foundation (ETF) in all its partner countries in 2010. The aim of the exercise is to analyse the internal efficiency of VET systems and the contribution of VET policies and systems to broader policy objectives relating to sustainable economic and social development. The aim of this report is to make a contribution to the ongoing debate within the Egyptian [technical and vocational education and training] TVET community (national authorities, private sector and civil society together with international donors) on the current situation regarding the reform process and the future directions that must be taken if the TVET system is to fulfil the ambitious objectives and aspirations of Egyptian society.

This report focuses on how 27 countries neighbouring the European Union (EU) are coping with [Coronavirus Disease 2019] COVID-19 in the field of education and training, as part of the #learningconnects campaign. The report includes information about countries from South Eastern Europe and Turkey, the Eastern Partnership and Russia, the Southern and Eastern Mediterranean, and Central Asia on: (1) support for teachers and trainers through multiple channels; (2) access to internet and outreach measures considering equality, opportunities and digital literacy; (3) decisions regarding examinations, certification and validation; (4) school autonomy in organising digital and online learning; and (5) addressing vocational education and training beyond general education subjects.
Some good practice examples include the continued development of teachers and trainers virtually in Ukraine and Egypt and the focus on vocational education and training (VET) through training and online support in Armenia, Azerbaijan and Georgia. In addition, civil society is spearheading initiatives in Palestine, television channels are broadening access for learners in Kazakhstan and Kyrgyzstan, and emotional support is offered to students through dedicated channels in Israel.

This report belongs to a series of country analyses developed by the European Training Foundation (ETF) at the end of 2005 for all countries in the Mediterranean region, Eastern Europe and Central Asia. It contains an overview of the country's social and economical contexts, an analysis of the educational system and a short review of the main initiatives in education and training carried out by international donors in the country. Within the overall aim of improving the quality and relevance of vocational education and training in Egypt, the ETF suggests concentrating donor assistance on improving the reform implementation capacity of the main authorities, improving the overall quality and relevance of the training provision, improving the information collection and analysis capacity at policy development level, supporting extension of the financing base of vocational education at secondary and adult level and involving NGOs in training and skills upgrading in the important informal, micro-economy sector.

Education and the media are key factors for change and development in today’s society. In April 2005, an [European Training Foundation] ETF seminar kick-started a renewed dialogue between education and training providers and the media with the aim of establishing ‘a partnership for progress’ between the [European Union] EU and its neighbouring countries. The participants at the seminar agreed on a list of recommendations for further action. A clear priority was to look at how journalism schools and training have an impact on the media’s ability to contribute to mutual understanding between countries and regions. Action was taken on 5 December 2006 at the seminar ‘Learning and living together - the role of schools of journalism’ in Budapest, Hungary. This publication is a summary of that seminar. It touches on a number of issues discussed throughout the day and gives a number of recommendations. It will also provide input for further action to be taken by the Euromed and the Media initiative and its task force from 2007 onwards.

How far is the world progressing towards comprehensive qualifications frameworks? The 2015 global inventory of regional and national qualifications frameworks was launched on 25 April in Riga, Latvia. The inventory showcases 86 countries and examines how learning outcomes of all types of learning - formal, non-formal and informal - are being integrated into regional and national qualifications frameworks. Volume two provides an inventory of 85 NQFs and seven regional frameworks. The global inventory charts progress toward NQF goals, drawing on extensive research in the field of qualifications.

In 2012 the European Commission asked the [European Training Foundation] ETF to design a project to improve governance of vocational education and training (VET) systems in nine countries of the region. The ETF responded with its proposal for the project Governance for Employability in the Mediterranean (GEMM). The project ran from January 2013 to August 2016. The project was designed around three axes: (1) mapping and analysis of current VET governance systems; (2) capacity building for national and local stakeholders involved in multi-level governance; and (3) country-specific small action-oriented pilot projects addressing the quality and relevance of VET at the sub-national level. This publication looks primarily at the lessons learned from the pilot projects.

While several initiatives have indicated that social partners [defined as organisations representing employers or employees] in the southern Mediterranean region are expected to play an increasing role in vocational education and training (VET), little is known of the processes currently in place to implement social partnership in these countries or the capacity of the social partners to deal with their new role. A review was therefore needed to examine the issues at stake, and in 2009 the European Training Foundation (ETF) commissioned a study to analyse the situation. This study aims to describe the existing mechanisms involving social partners and to explore policy options in the different national contexts concerned, specifically with a view to improving the participation of the social partners in the field of human capital development (HCD) from the perspective of lifelong learning. Country reports were produced for eight countries in order to build a picture of the existing social partnership practices in VET at country level. The study recommends: the development of institutional settings and a legislative basis for the involvement of all social partners in VET decision making, and the inclusion of VET as part of the formal bargaining process between governments and social partners; the reinforcement of a structured social dialogue between social partners, leading to the drafting of a common strategy platform for social partnership in VET; the reinforcement of social partners' capacities in VET governance and decision making. This may take the form of peer learning activities and may also involve government services; paying special attention to trade unions, which in this sector lag behind employers' organisations in both capacity and resources; and a stronger commitment from donors as well as from international and European institutions dealing with social partnership to supporting the capacities of southern Mediterranean social partners to negotiate VET-related issues.

This issue contains the following vocational education and training (VET) related articles: ‘Croatia takes qualifications framework to the highest level: developing a future-proof qualifications system’ by Ard Jongsma (p. 4-5), Croatian education has a history of public disobedience. Its institutions are strong and individual and have in the past repeatedly and successfully defied legal decisions that were thrust upon them from above. It is no easy country for decision makers to regulate centrally. But is this a drawback of an advantage in the development of a national qualifications framework, something which requires broad consultation throughout the process of definition and implementation?; ‘World Bank and European Commission speak with single voice on Ukrainian VET’ by Rebecca Warden (p. 7), a World Bank-European Commission joint initiative is working with the Ukrainian government and employers on how to make the education system more responsive to the needs of the labour market; ‘Why employers are the ones pushing for change in Ukrainian VET: getting involved in improving the quality of training reform’ by Rebecca Warden (p. 8-9), employers are the driving force pushing for change in the Ukrainian VET system. In some countries, the ETF finds it hard to get employers involved in the process of VET reform, but in Ukraine it is the employers rather than the authorities who are taking the lead in moves to improve the quality of training. Shortages of qualified labour and a lack of political will to take action have brought them to the forefront; ‘ETF expertise highly valued in Egypt: policy statement provides basis for TVET reform’ by Outi Karkkainen (p. 12), the ETF’s work in Egypt has been given high marks by a recent evaluation, which concluded that its work there ‘has been highly relevant’ with respect to the Egyptian Technical Vocational Education and Training (TVET) reform process, national priorities and European Union (EU) policies; ‘ETF contributes to development of apprenticeship in Morocco: increasing opportunities offered by apprenticeship by Armand Chauvel (p. 13-15), apprenticeship is a key issue in Morocco. In one of its major economic areas, agriculture, 23,000 apprentices completed training between 2000 and 2008 and the goal is to increase this figure to 60,000 between 2008 and 2012 and to 180,000 between 2008 and 2020; ‘Armenia demonstrates policy leaning in action: Armenian VET has come a long way since independence’ by Ard Jonsgma (p. 16-17), Levon Mkrtchyan, until recently Armenia’s veteran minister of education, supplies the inside story of the country’s drive to reform its VET system in an interview with the ETF: Armenia’s VET system has come a long way since the dramatic days following the break-up of the Soviet Union; ‘How to involve social partners in your TVET system: EU and Moroccan study visit to the Czech Republic’ by Abdelaziz Jaouani (p. 18-19), bringing social partners onboard is one of the best ways of making sure VET students will find work when they graduate; ‘The ETF in the Balkans: helping boost human capital on the road to the EU: ETF and Italian government conference in Rome discusses importance of education reform in the Balkans’ by Fernando Heller (p. 20-21), the importance of strengthening human capital in the Balkans to enable their societies to take on future challenges with a view to joining the EU was underlined in October, in Rome by representatives of the Italian government and the Balkan countries in the conference ‘Human capital to develop the Balkans’, sponsored by the European Training Foundation; and ‘The EQF: a tool for greater transparency in education’ by Fernando Heller (p. 22), the European Qualifications Framework (EQF) acts as a translation device to make national qualifications more readable across Europe. It is a common instrument which links national qualifications systems together, promoting workers’ and learners’ mobility between countries and thus facilitating lifelong learning.
