This report on curriculum reform in Central and Eastern Europe, is based on ten individual candidate country case studies derived from brief evaluation visits to each country, and the analysis of a detailed, standardised questionnaire distributed to the staff of local project management units (PMUs). The report sought to identify significant issues for a more extensive evaluation and recommendations for further reform action. The report contains a cross country analysis and individual summaries of the case studies. The summaries describe for each country the findings, the vocational education and training (VET) system, the new curriculum content and goals, the curriculum design process, and the challenges posed by the new curriculum. The analysis traces issues that form the evaluative framework for the outcomes of the Phare vocational training programs in the ten candidate countries. Two major perspectives provide the basis for the analysis and its conclusions; the policy and strategy perspective, and the individual and pedagogic perspective. The analysis begins with a brief overview of the change process undergone by VET training systems in Europe in recent years. The authors then examine issues of policy and strategy including diminishing resources, qualifications and youth unemployment, and lifelong learning and adult education. The analysis of the curriculum content and process involves issues such as the integration of general education and VET, teacher training, and translating labour market needs into curricula. Recommendations are discussed in relation to both major perspectives. Show less

How far is the world progressing towards comprehensive qualifications frameworks? The 2015 global inventory of regional and national qualifications frameworks was launched on 25 April in Riga, Latvia. The inventory showcases 86 countries and examines how learning outcomes of all types of learning - formal, non-formal and informal - are being integrated into regional and national qualifications frameworks. Volume two provides an inventory of 85 NQFs and seven regional frameworks. The global inventory charts progress toward NQF goals, drawing on extensive research in the field of qualifications.

This report provides an overview of the financing of vocational education and training (VET) in seven European Union (EU) new Member States (Estonia, Latvia, Lithuania, Poland, Slovakia, Slovenia and Cyprus) and four candidate countries (Bulgaria, Romania, Turkey and, to a lesser extent, Croatia). It is based on the national reports on the financing of VET prepared by the National Observatories for the European Training Foundation (ETF) in 2002/03. The report highlights priorities and trends in education and training funding, and the main issues and challenges. There are sections focusing on the initial VET systems and the adult learning systems. Finally, the report draws conclusions and analyses how the Copenhagen-Maastricht process can help to address issues and challenges. This process aims to increase cooperation in VET in the EU in order to modernise VET systems in support of a competitive economy and to provide Europeans with the qualifications and competences they need to participate in the knowledge-based society. The national reports suggest that ‘per capita funding standards’ applied to VET programs are often low in comparison with other educational programs although needs are higher in terms of the costs associated with technical equipment requirements. Public investment is even lower in the area of adult learning. Overall, performance of VET systems, as measured by participation in VET pathways, is still low in these countries. This is partially a result of the reforms still required but also to a lack of financial investment by governments as well as by businesses and individuals. Priority has been given to higher education and general education. The report concludes that this trend could hamper economic efficiency, social cohesion and equity. Show less

This report draws on a comparative analysis of country reports prepared by staff of the European Training Foundation (ETF) within the framework of a regional Organisation for Economic Co-operation and Development (OECD) Education Policy Review in South-Eastern Europe, undertaken during the year 2000. South-Eastern Europe includes all successor countries of the former Yugoslavia (Bosnia and Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Serbia and Montenegro, Kosovo, Slovenia), Albania, Bulgaria, Romania, Greece, Turkey and Moldova. The report attempts to apply a regional approach to the assessment of labour market and vocational education and training (VET) developments based on the individual country reports with the aim of identifying potential areas of VET reform in which the ETF could assist countries of the region over the coming years. The report provides: (1) a short summary of experiences of reform of national VET systems with respect to recent developments in European Union (EU) and OECD member states and the experiences of other Central European countries during the past decade; (2) the reasons for promoting regional cooperation; (3) a summary review of the outcomes of the labour market and VET assessments; (4) possible priority areas for international assistance to individual countries and a proposed role for the ETF; and (5) a proposal for a regional approach to labour market and VET reform by the ETF based on the experiences of EU/OECD and candidate countries. The countries of Central and Eastern Europe have begun restructuring their vocational, education and training (VET) systems from a difficult position. As in many Western countries, there have been problems in achieving a balance between the different components within the education system. The relationship between general and vocational education remains poorly developed. Education is largely subject based and the teaching methods used by specialised teachers are very traditional. This report provides a comparative analysis of the current situation in teacher and trainer education and trainer training in a variety of Central and Eastern European countries. It discusses teacher and trainer training, the quest for quality and relevance in vocational education and training, and theory and practice in modern vocational teacher training. It also provides an annex for each country study. Show less

This is the second statistical publication of the European Training Foundation (ETF) on the vocational education and training systems and the labour market in the candidate countries of Central and Eastern Europe. Data has been collected from the Statistical Offices and Statistical Services of the Ministries of Education, with European Union (EU) data provided by Eurostat. In this second edition the focus is on the development of different variables and supplementary information has been taken from the joint European Training Foundation/Eurostat publication 'Education statistics and indicators in the Phare countries 1996/97' and from the National Observatory reports. The data identifies the main issues for further discussion and deeper analysis. Chapter 1 presents the labour market context of vocational education and training. It also shows the link between educational attainment levels of the population and their effect on the labour market. Chapter 2 explains the developments in young people's participation in education and training. Chapter 3 analyses early school leavers and drop outs from secondary school. Chapter 4 deals with education and training financing and Chapter 5 presents the main conclusions of the analysis and recommendations for action. Show less

This paper provides an analytical review of the current state of vocational education and training (VET) in the candidate countries in Eastern and Central Europe and the MEDA region (Cyprus and Malta). It is intended to form the basis for further discussion between representatives of the candidate countries and the European Training Foundation's Governing Board, to support the accession process of the candidate countries through the definition of their human resource needs, and to support strategic planning of future work by the ETF in these countries. The paper is based on in-depth discussion with representatives from the countries and the experience and expertise gained by the ETF in the last five years.
The paper consists of two parts. The first part presents a cross-country overview based on the analysis of the development of VET in each individual country. This section draws together common key areas where further improvement is required. The second part contains the study of the current state of development of VET in Romania. The country study begins with an overall assessment and then examines initial vocational training and continuing vocational training. Elements such as the legal and conceptual framework, the administrative and institutional system, financing, human resources in VET administration and the key features of VET delivery, are described. The study concludes with an overview of key employment issues and identifies priority areas for future development assistance. The range of candidate country reports are indexed from TD/INT 60.291 to TD/INT 60.300 and from TD/INT 61.101 to TD/INT 61.102. Show less

This report is one in a series that were prepared as part of an international research project on 'The assessment of management training needs at the achieved level of transition' in various Central and Eastern European countries. The project was implemented by the Central and East European Management Development Association (CEEMAN) and was sponsored by the European Training Foundation (ETF). This report presents the results of the cross-country analysis based on the five country reports from the first phase of the research. These country reports covered selected enterprises in Bulgaria, Romania, Poland, Slovenia, and Moscow and the Ural Region, and concentrated on the issue of management training needs in manufacturing and service sector industries. The research was based on questionnaires which were sent out to general, human resources and individual managers. The aim was to understand training processes, approaches and practice in order to evaluate how training had been used as a response to evolving business needs and how it could be further developed in the future. This comparative report aims to review the main issues related to management training needs in this region and to identify some general issues and recommendations.

This is the third statistical publication on vocational education and training systems and the labour market in the Central and Eastern European countries produced by the European Training Foundation. As in the first two publications, data have been collected from the Statistical Offices and Statistical Services of the Ministries of Education and by the National Observatories. In order to ensure cross-country comparability across the Central and Eastern European countries and between them and EU Member States, international definitions and classification systems have been applied. Data on education, training and educational attainment have been gathered and presented on the basis of the categories of the [International Standard Classification of Education] ISCED classification. Data on labour market activity rates and unemployment rates have been gathered on the basis of definitions set out by the International Labour Organisation. All data concerning labour markets have been extracted from the national Labour Force Surveys.
The publication has two parts. Part A presents the labour market context in which vocational education and training is functioning. It provides information on the development of the employment opportunities by economic sectors, information on the educational attainment levels, activity rates and unemployment rates of the population. Part B of the report presents the demographic situation which influences the development of education systems. It also describes developments as far as the participation of young people in education and training is concerned. The analysis of the activities of young people outside the education system is made on the basis of the information available. In contrast with earlier publications, this report also includes data on employment by economic activity, and shows developments by economic sector and employment perspectives for young people.
