This report focuses on how 27 countries neighbouring the European Union (EU) are coping with [Coronavirus Disease 2019] COVID-19 in the field of education and training, as part of the #learningconnects campaign. The report includes information about countries from South Eastern Europe and Turkey, the Eastern Partnership and Russia, the Southern and Eastern Mediterranean, and Central Asia on: (1) support for teachers and trainers through multiple channels; (2) access to internet and outreach measures considering equality, opportunities and digital literacy; (3) decisions regarding examinations, certification and validation; (4) school autonomy in organising digital and online learning; and (5) addressing vocational education and training beyond general education subjects.
Some good practice examples include the continued development of teachers and trainers virtually in Ukraine and Egypt and the focus on vocational education and training (VET) through training and online support in Armenia, Azerbaijan and Georgia. In addition, civil society is spearheading initiatives in Palestine, television channels are broadening access for learners in Kazakhstan and Kyrgyzstan, and emotional support is offered to students through dedicated channels in Israel.

The Torino Process was launched by the European Training Foundation (ETF) in 2010 and is a biannual participatory analytical review of the status and progress of vocational education and training (VET) in the ETF partner countries. The aims are to acquire current knowledge about policies and their outcomes in a country, and to strengthen ownership, participation and the evidence base of policy formation.
The Torino Process analysis in Kosovo (under United Nations Security Council resolution 1244) has been a participatory process, engaging all the key Kosovo institutions and stakeholders including the development partners active in the VET sector in Kosovo. The aim of this report is to provide a concise, documented analysis of VET reform in Kosovo, including the identification of key policy trends, challenges, constraints, good practices and opportunities. The analysis of the report builds on a range of complementary quantitative and qualitative evidence, such as statistical data and indicators, good practices, qualitative assessments and existing studies and reports, drawn from different stakeholders in Kosovo and the donor community.

[Vocational education and training] VET is not an easy form of education to organise and many challenges remain in Kosovo. These include: developing quality assurance for VET; following up and implementing the recent VET legislation; monitoring vocational schools; and increasing cooperation between schools and businesses in order to implement professional practice. Finally, the implementation of work-based learning remains one of the main VET challenges in Kosovo, as businesses remain unwilling - or unable - to cooperate and offer work placements for students or teachers.

How far is the world progressing towards comprehensive qualifications frameworks? The 2015 global inventory of regional and national qualifications frameworks was launched on 25 April in Riga, Latvia. The inventory showcases 86 countries and examines how learning outcomes of all types of learning - formal, non-formal and informal - are being integrated into regional and national qualifications frameworks. Volume two provides an inventory of 85 NQFs and seven regional frameworks. The global inventory charts progress toward NQF goals, drawing on extensive research in the field of qualifications.

The Torino Process proposes a common framework to analyse [vocational education and training] VET reforms at both national and cross-country levels. The objective is twofold: to facilitate national policy-making, while at the same time fostering dialogue and peer learning across borders. All [European Training Foundation] ETF partner countries from South Eastern Europe and Turkey took part in the 2014 Torino Process and produced national reports. This report takes a cross-country perspective towards VET development in south eastern Europe and Turkey (SEET), aiming to identify the main issues, constraints and priorities for the further modernisation of VET policies and systems in the region.

The ETF objective for 2007 is: To help the country in dealing with a challenging socioeconomic environment.
The traditional approach to vocational education and training (VET) in Kosovo—highly specialised streaming from an early grade, a heavy focus on the institution and equipment, and dependence on public finance—will not benefit students or equip them with the skills, knowledge and attitudes needed in the fast changing economy of the 21st century. It is also too expensive for the state to run such a system. Following the global trend towards the convergence of general and vocational education, the challenge is to increase the number of students in, and strengthen the content of, general secondary education. Post-secondary and continuing education and training provision are almost non-existent, partly as a result of a failure to promote adult learning. Formal provision is almost entirely lacking and there has been a recent tendency for development to focus almost entirely on university education provision to the virtual exclusion of all else. Given that the population of Kosovo is the youngest in Europe, emphasis needs to be given to improving education so as to (i) retain young people in the education system and ensure that the majority receive at least a qualification at secondary level, (ii) provide young people with relevant skills for the economy by introducing youth-specific vocational training clearly linked to skill gaps, and (iii) increase the average time spent by young people in education by developing non-university postsecondary options. It is also necessary to develop an adult education and training system so as to (i) reduce levels of functional literacy and enhance core competences (including entrepreneurship) among unemployed people in particular, and (ii) enhance labour force adaptability to enterprises of any size and ownership type.

This report draws on a comparative analysis of country reports prepared by staff of the European Training Foundation (ETF) within the framework of a regional Organisation for Economic Co-operation and Development (OECD) Education Policy Review in South-Eastern Europe, undertaken during the year 2000. South-Eastern Europe includes all successor countries of the former Yugoslavia (Bosnia and Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Serbia and Montenegro, Kosovo, Slovenia), Albania, Bulgaria, Romania, Greece, Turkey and Moldova. The report attempts to apply a regional approach to the assessment of labour market and vocational education and training (VET) developments based on the individual country reports with the aim of identifying potential areas of VET reform in which the ETF could assist countries of the region over the coming years. The report provides: (1) a short summary of experiences of reform of national VET systems with respect to recent developments in European Union (EU) and OECD member states and the experiences of other Central European countries during the past decade; (2) the reasons for promoting regional cooperation; (3) a summary review of the outcomes of the labour market and VET assessments; (4) possible priority areas for international assistance to individual countries and a proposed role for the ETF; and (5) a proposal for a regional approach to labour market and VET reform by the ETF based on the experiences of EU/OECD and candidate countries.
