The Youth Guarantee is an innovative approach to tackling youth unemployment to ensure that all young people under 25 - whether registered with employment services or not - get a good-quality offer of employment, continued education, an apprenticeship or a traineeship within four months of becoming unemployed or leaving formal education. [European Union] EU countries endorsed the principle of the Youth Guarantee in April 2013. This leaflet explains how the Youth Guarantee works and why it makes a difference.

In spite of the negative impact of wars on Iraq, sanctions and the current security situation, national and international contributions to develop the basic tools for post-conflict Iraq's recovery and reconstruction are continuing. Education in general and [technical and vocational education and training] TVET in particular, top the agenda for action and three main contributors, UNESCO, UN-HABITAT and the German Government, in cooperation with the Iraqi Government, organised a forum to analyse the current situation and develop a vision of immediate and future action. The forum discussed selected TVET issues, the challenges facing the anticipated re-alignment of the TVET system in Iraq to reduce unemployment among Iraqi youth, a number of international and regional experiences in conflict/post-conflict economies in order to come to a shared vision and better understanding of the main issues related to TVET in Iraq, and a future look to address these issues.

This annual report shows how fee and support systems (including grants and loans) work in higher education in Europe. In addition to providing a comparative overview of fees and financial support available for full-time students in 2015/16, it also includes individual country sheets outlining the main elements of national systems. In particular, the publication describes the range of fees charged to students and specifies which categories of students are required to pay, and which may be exempt. Similarly it explains the levels of public support available in the form of grants and loans, as well as tax benefits and family allowances where applicable. The report focuses on fees and support in public or government-dependent private higher education institutions for the first (Bachelor level) and second (Master level) cycles and does not cover private higher education institutions. Information covers the 28 [European Union] EU Member States as well as Bosnia and Herzegovina, Switzerland, Iceland, Liechtenstein, Montenegro, the former Yugoslav Republic of Macedonia, Norway, Serbia and Turkey.

In recent years, flexibility, adaptability and lifelong learning have become major objectives of best practice, in addition to employability. The notion of ‘best practice’ was introduced in [technical and vocational education and training] TVET institutions in Kenya in 1994 and continued to this day because there is a pool of qualified personnel to sustain the programme. Many TVET graduates become self-employed and apply the entrepreneurial skills they have acquired in technical training institutions in their businesses. The response of TVET institutions in Kenya to the continued training needs of business aligns training closer to the demands of the labour market. Kenya has a well-established system of involving enterprises in establishing the content of training, which makes it possible to train young people more effectively for the workplace.

The paper's coverage, however, is limited to an assessment of the implementation of education projects in secondary and higher education. The Youth Transitions and Network Consolidation Regional Workshop was held in Gaborone, Botswana on 20-22 May 2014. This brief report provides an overview of the workshop. The workshop was designed based on the following objectives: to place youth employment and related issues on the regional political agenda; to highlight regional success stories; to further strengthen the UNEVOC Network consolidation process in the region; to provide a platform for learning and sharing experiences; to offer an opportunity to actively participate in and shape the regional technical and vocational education and training (TVET) discourse and to enhance the institutional capacities of the participating UNEVOC Centres. The event was attended by nearly 50 speakers and delegates from 11 countries (Botswana, Ethiopia, Germany, Kenya, Malawi, Mauritius, Mozambique, Republic of Korea, Senegal, South Africa and Zambia). International organizations were represented through UNESCO and the International Labour Organization (ILO), along with the Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ), Germany's agency for international cooperation. Regional and national TVET institutions (ministries, national TVET bodies, training and research institutions and nongovernment organisations [NGOs]) were represented in their capacity as UNEVOC Centres and local institutions.

Following the publication of ‘A memorandum of lifelong learning’ (indexed at TD/IRD 88.400) in October 2000, the European Commission invited Member States to launch a consultation process to collect together all views on how best to make progress in implementing lifelong learning. Feedback from the Europe-wide consultation was then used to develop the analysis and proposals in the Communication on ‘Making a European area of lifelong learning a reality’ (indexed at TD/IRD 88.264). National reports were submitted by each Member State as well as by candidate countries and Iceland and Norway. This document is the national report from Lithuania. It outlines the consultation process, discusses the six key messages in the Memorandum, makes suggestions for developing a consequent strategy for lifelong learning and for action at the European level, lists the indicators used for monitoring the Lithuanian education system and concludes that the consultation process encouraged and strengthened cooperation between different institutions and other partners involved in human resource development and lifelong learning.
