This report sets out steps to be taken without delay to get young people back into work, education or training. These steps cover: the implementation of the Youth Guarantee; investment in young people through the European Social Fund; the front-loading of the Youth Employment Initiative; support for intra-[European Union] EU labour mobility with EURES; steps to ease the transition from education to work by boosting the supply of high quality apprenticeships and traineeships and addressing skills shortages; an acceleration of reforms to deliver a genuine EU labour market in the longer run; and measures to support job creation in the immediate term, especially by [small and medium-sized] SMEs, and to incentivise the hiring of young people.

Since 2008 Europe has been suffering the effects of the most severe economic crisis it has seen in 50 years: for the first time in Europe there are over 25 million unemployed and in the majority of Member States small and medium-sized enterprises (SMEs) have not yet been able to bounce back to their pre-crisis levels. To bring Europe back to growth and higher levels of employment, Europe needs more entrepreneurs. As a follow up to the Small Business Act review of April 2011 and of the Industrial policy communication adopted last October, the proposed action plan sets out a renewed vision and a number of actions to be taken at both [European Union] EU and Member States' level to support entrepreneurship in Europe. It is based on three pillars: developing entrepreneurial education and training; creating the right business environment; role models and reaching out to specific groups.

The establishment of systems for the recognition and validation of all forms of learning has become one of the central themes in all sectors of education and training. This evolution reflects various societal changes, in particular the shift from the 'job for life' culture to the expectation of a succession of jobs throughout a career, often in different occupational areas. It is also closely related to the need for all active citizens who wish to secure their employment and employability in a fast-evolving technology-rich environment to constantly develop their knowledge and skills through learning activities which may, or may not, be explicitly designed as formal learning. In this context, it has become necessary to enable all those involved in lifelong learning - regardless of where it takes place - to have their learning achievements recognised and validated.
The document is divided into four sections. The first section looks at the recognition of prior learning as one of the main forms of alternative access routes into higher education. It is followed by a section that provides information on whether students can use the process as a mean of progression in their studies, i.e. to gain credits towards a qualification and/or exemptions from some program requirements. The third section evaluates the overall level of development and implementation of recognition practices across the European Higher Education Area (EHEA), while the fourth examines whether and how such recognition practice is addressed in legal frameworks covering the higher education sector. The document concludes with a look at other developments in the area of higher education that could have an impact on the recognition of prior non-formal and informal learning, and issues that could be considered for future policy development.

This report on the current status of the various levels of education in European countries is the result of collaboration between EURYDICE, the information network on education in Europe, and Eurostat, the statistical office of the European Communities. The report is characterised by a combination of statistical data and descriptive information on the organisation and operation of European educational systems. It aims to highlight the differences and similarities between systems and to identify major trends. It is structured on the basis of alternating comparative, statistical and descriptive graphs along with comments on the key issues emerging from the comparison. The report covers 29 European countries, with data on Albania, Bosnia-Herzegovina and the former Yugoslavian Republic of Macedonia contained in the annex. The chapters are organised by level of education with the addition of two new chapters, one on foreign language learning and one containing a set of indicators about information and communication technology. The report begins with a summary of all chapters and suggestions about how to read them, a glossary of codes and a definition of statistical tools. All data used to create the graphics are contained in the annexes. Show less

[This report] draws on the findings of the interim evaluation of EM II regarding the results achieved and on the qualitative aspects of the implementation of the programme. It puts forward the European Commission's position on the main conclusions and recommendations of the interim evaluation. These conclusions and recommendations are based on extensive surveys and interviews of EM participants and key stakeholders.

This annual report shows how fee and support systems (including grants and loans) work in higher education in Europe. In addition to providing a comparative overview of fees and financial support available for full-time students in 2015/16, it also includes individual country sheets outlining the main elements of national systems. In particular, the publication describes the range of fees charged to students and specifies which categories of students are required to pay, and which may be exempt. Similarly it explains the levels of public support available in the form of grants and loans, as well as tax benefits and family allowances where applicable. The report focuses on fees and support in public or government-dependent private higher education institutions for the first (Bachelor level) and second (Master level) cycles and does not cover private higher education institutions. Information covers the 28 [European Union] EU Member States as well as Bosnia and Herzegovina, Switzerland, Iceland, Liechtenstein, Montenegro, the former Yugoslav Republic of Macedonia, Norway, Serbia and Turkey.

In 2009, the Council endorsed the renewed framework for European cooperation in the youth field (2010-2018), known in short as the [European Union] EU Youth Strategy. Its objectives are to: (1) create more and equal opportunities for all young people in education and in the labour market, and (2) promote the active citizenship, social inclusion and solidarity of all young people. The period covered by the EU Youth Strategy is divided into three-year cycles, with the requirement to produce an EU youth report at the end of each cycle, the first of which will be drawn up in 2012. This Staff working document supports the Commission Communication which presents the draft EU youth report to the Council. It provides a comprehensive picture of the situation of young people in Europe based on the latest available data, statistics and research. It portrays trends and developments in young people's conditions in different areas, corresponding to the 'fields of action'. It builds on the dashboard of EU youth indicators, which is an overview of 41 indicators that measure the most crucial aspects of the lives of young people in Europe.

The development of the European single market and rapid technological changes have resulted in major economic changes in Europe and have convinced the governments of the need to upgrade their economic and training systems in the face of economic globalisation. This paper summarises the degree to which the common economic and demographic context and the common policy vocabulary have produced a convergence in European education and training systems, with particular reference to the decade beginning in 1984. The extent to which there has been a common movement and the extent to which there has been a significant resulting convergence in European education and training systems are outlined with respect to: levels of participation; public expenditure on education; governance and regulation; the secondary phase of compulsory education; initial post-compulsory education and training; and continuing and higher education and training, including lifelong learning. In 2007, reaching the European Union (EU) benchmarks and goals for 2010 continues to pose a serious challenge for education and training systems in Europe, except for the goal on increasing the number of Mathematics, Science and Technology graduates. Unless significantly greater efforts are made in achieving the benchmarks, early school leaving, completion rates of upper secondary education and key competences for low achievers will remain ambitious for the EU even beyond 2010.
