The greening of the European economy, as outlined in the [European Union] EU 2020 strategy, will have profound effects on the labour market and the development of the skills of the European population. This report claims that the main factors slowing down adaptation to the green economy and the development of necessary skills are the failure of employers to demand new qualifications, and the uncertainty surrounding regulations and policies. Learning providers also report difficulties in meeting the needs of employers and understanding what organisations' skill needs are. Overall, there is limited evidence that green policies have become part of the mainstream of skills development and hiring policies. There is clearly a potential for policy makers and social partners to raise awareness and take common action. This study on green skills and environmental awareness in vocational education and training identifies the main challenges and priorities. It also makes recommendations on how the labour market can be helped to respond to emerging skill needs. The study further investigates the links between skill needs and the responses of learning providers.

The Training of Trainers Network (TTnet) was established by CEDEFOP in 1998 as a community forum for communication, cooperation and expertise in the field of training for teachers and trainers of vocational training. This dossier, presented in both French and English, reports on the workshop held in Lisbon in May 2000 to discuss the conditions under which the validation of knowledge gained through experience can be considered a ‘professionalising factor’ for teachers and trainers. European policy-making in vocational education and training (VET) needs to be supported by sound quantitative information. Based on their policy relevance and importance to the Europe 2020 objectives, Cedefop has selected a set of 31 statistical indicators to quantify key aspects of VET and lifelong learning. The aim is to help describe, monitor and compare countries. The indicators do not claim to assess national systems or policies. Instead, they should be used as headline figures for reflecting on progress towards the strategic objectives set for Europe. The indicators take 2010 as the baseline year and present 'statistical overviews' for the 27 European Union Member States and Croatia, the former Yugoslav Republic of Macedonia, Iceland, Norway, Switzerland and Turkey.

The Lisbon strategy, adopted in 2000 to face major economic and social challenges, set as one of its objectives Europe's transformation into a knowledge-based society. It assigned a key role to vocational education and training (VET). The Barcelona European Council of 2002 decided to make Europe's education and training systems a work quality reference by 2010, putting the quality issue at the heart of the respective European policy agenda. Accreditation is the mechanism for external assessment of VET providers, certifying their compliance with predefined objectives, criteria and standards. In this respect, accreditation encourages conformity rather than, ideally, improvement. Quality is considered a modernisation factor for VET systems. Quality assurance renders the system accountable for effectiveness, also promoting common understanding and trust. Accreditation is testified by a certificate/label with marketing value as it positions its holder within the steadily expanding VET market. There are currently many labels and certificates. The present Cedefop publication aims at shedding light on some issues common to accreditation approaches in VET within the [European Union] EU.

Cedefop has long tracked the changing roles and professional development of teachers and trainers in vocational education and training. In this publication, it analyses 19 member state initiatives which aim to set out competence requirements for trainers in adult learning and continuing training. The analysis, which also covers validation of non-formal and informal learning, forms the basis of a proposed emerging competence profile for trainers. The publication contributes to the work of the thematic working group on the professional development of trainers in vocational education and training, which the European Commission set up in 2012 and jointly coordinates with Cedefop.

Vocational education and training [VET] in Poland is mostly organised in schools and is known as 'vocational education'. It is undergoing major reform to improve quality and labour-market relevance, with increasing focus on improving system flexibility and responsiveness to labour-market needs. The measures taken include greater involvement of employers in curriculum design and assessment, modernisation of vocational qualification classifications, moving to a learning outcomes approach, and making it more attractive for highly qualified specialists to work in vocational schools. Vocational education is also being opened to adults, who may use it to obtain a vocational qualification. The report summarises the country's socioeconomic background and planned VET reforms. It explains how VET for young people and adults is currently organised and addresses topics such as teachers and trainers, guidance and counselling, and financing.

The work program for 2001 provides a coherent approach to VET within its medium-term priorities for 2000-2003. In 2001 Cedefop will undertake an external assessment of its performance and impact and take into account the outcomes. Cedefop's activities in 2001 will continue within the four themes of: (i) promoting competences and lifelong learning; (ii) facilitating new ways of learning for a changing society; (iii) supporting employment and competitiveness; and (iv) improving European understanding and transparency.
