The Training of Trainers Network (TTnet) was established by CEDEFOP in 1998 as a community forum for communication, cooperation and expertise in the field of training for teachers and trainers of vocational training. This dossier, presented in both French and English, reports on the workshop held in Lisbon in May 2000 to discuss the conditions under which the validation of knowledge gained through experience can be considered a ‘professionalising factor’ for teachers and trainers. The first section, ‘Review of the issue’, contains the following papers: Introduction / Anne de Blignieres-Legeraud; Validation of prior learning in training occupations in Europe / Jens Bjornavold; Validation of prior learning in training occupations / Anne-Marie Charraud. The second section, ‘National contribution’, contains the following papers: Validation of prior learning in training occupations in France / Francoise Gerard; Designing and implementing the national accreditation system of trainers’ training in Greece / Stamatina Diamanti; Validation of competences and the professionalisation of trainers in Austria / Alfred Freundlinger; Accreditation of vocational teachers’ competences in Norway / Ellen Bjerknes; Vocational training markets and the validation of trainer qualifications in Portugal / Horacio Covita. The annex contains a glossary on identification, assessment and recognition of qualifications and competences and transparency and transferability of qualifications. The glossary is an extract from ‘Making learning visible: identification, assessment and recognition of non-formal learning in Europe’ published by CEDEFOP in 2000 and indexed at TD/IRD 88.399. By providing an insight into the main features and current developments, this short description contributes to a better understanding of vocational education and training (VET) in Greece and the challenges that lie ahead, such as high youth unemployment and other labour market imbalances. Recent reform initiatives aim to make VET more attractive in a country where the worlds of education and training and work have been quite apart. Recent legislation aims to reinforce work-based components of education and training, thus strengthening links with the labour market. Anticipating skill needs should also become part and parcel of educational policy. Provided all partners within the education and training field and the labour market are committed to their implementation, these reforms can go a long way towards addressing the challenges the country currently faces.

The European Union (EU) hopes to become the most competitive and dynamic knowledge-based economic area in the world by 2010 and making lifelong learning a reality for all citizens is the guiding principle for meeting this goal. This booklet contains the initial highlights of the Eurobarometer survey, which directly asks citizens their opinion of lifelong learning, and includes a brief country profile of Greece, the EU Presidency country at the time of publication. Findings of the survey include: nine in 10 European citizens think lifelong learning is important, at least to some extent; the majority of citizens think they learn best in informal settings; and social and personal reasons for learning outweigh work-related motives. Policy implications of these findings are also discussed. The contents are: Creating one world of lifelong learning - an integrated approach for an inclusive society; Skills for a Europe of knowledge; Lifewide learning and the diversity of learning; Incentives, motivations and intentions; Citizens’ views on lifelong learning in Greece. European policy-making in vocational education and training (VET) needs to be supported by sound quantitative information. Based on their policy relevance and importance to the Europe 2020 objectives, Cedefop has selected a set of 31 statistical indicators to quantify key aspects of VET and lifelong learning. The aim is to help describe, monitor and compare countries. The indicators do not claim to assess national systems or policies. Instead, they should be used as headline figures for reflecting on progress towards the strategic objectives set for Europe. The indicators take 2010 as the baseline year and present 'statistical overviews' for the 27 European Union Member States and Croatia, the former Yugoslav Republic of Macedonia, Iceland, Norway, Switzerland and Turkey.

Cedefop has long tracked the changing roles and professional development of teachers and trainers in vocational education and training. In this publication, it analyses 19 member state initiatives which aim to set out competence requirements for trainers in adult learning and continuing training. The analysis, which also covers validation of non-formal and informal learning, forms the basis of a proposed emerging competence profile for trainers. The publication contributes to the work of the thematic working group on the professional development of trainers in vocational education and training, which the European Commission set up in 2012 and jointly coordinates with Cedefop.

Cedefop's fourth annual report on developments in national qualification frameworks (NQFs) in Europe confirms that these frameworks are considered a key way of making qualifications easier to understand and compare within and between countries. It has also found that such frameworks are increasingly used to encourage changes in education and training. For instance, during 2012 some national qualifications frameworks opened up to include qualifications awarded outside the formal public system. Most of the 36 countries working together on the European Qualifications Framework (EQF) - the 27 EU Member States, Croatia, the former Yugoslav Republic of Macedonia, Iceland, Liechtenstein, Montenegro, Norway, Serbia, Switzerland and Turkey - have now agreed on the overall structure of their national frameworks. In addition to the fully operational frameworks in France, Ireland, Malta and the UK, 10 more countries are now entering an early operational phase. The 2012 overview shows that NQFs increasingly interact with and link to arrangements for validating non-formal and informal learning. The recent (December) Council recommendation on the validation of non-formal and informal learning invites Member States to put in place validation arrangements which are linked to NQFs and in line with the EQF, by 2018. The progress made on NQFs has made it possible for more countries to complete their link to the EQF; 16 countries had linked their national qualifications levels to EQF levels by December 2012.
