Education and training systems are being challenged by technological, economic, social and educational developments. In Europe, the Member States are increasingly questioning the European Community's five-level structure of training and qualification levels. In 1998, in response to this concern and as part of CEDEFOP's own work program, an in-depth study of five national vocational education and training structures was launched covering the following three fields: (1) an analysis of the characteristics of national qualification frameworks; (2) an analysis of the similarities and differences between the national frameworks and the 1985 European five-level structure; and (3) an assessment of whether the European structure qualification levels are being applied in the respective European Union (EU) Member States, and if they are, to what extent. The findings of this study are presented in three volumes and this volume contains the contributions on country specific developments and outcomes. Each contribution presents an introduction into recent developments and discusses the perception of some problems linked to standards, qualifications and classifications in their country. The countries/regions are: England and Wales; France; Germany; The Netherlands; and Spain.

Green job creation has enormous potential and is crucial to ensuring smart, sustainable and inclusive growth. The case for government support to drive this forward is clear - industry cannot do it alone. Europe’s policy-makers need to ensure that their support for skills and training matches the focus and ambition of their strategies for promoting investment in green innovation and infrastructure. This European synthesis report on skills for green jobs brings together the findings from country reports covering Denmark, Germany, Estonia, Spain, France and the UK. In the future, almost every job will be a green job; thus, understanding the environmental impact of an occupation needs to be mainstreamed into education and training systems. New, greening and restructuring/retraining case studies show that integration of sustainable development and environmental issues into existing qualifications is much more effective than creating new training standards.

The aim of this paper is to provide an overview of how continuing vocational education and training (CVET) is conceptualised in various international level policy documents and how it is referred to across countries. It discusses national conceptions of CVET, the providers, participation by initial vocational education and training (IVET) graduates in non-formal education and training (NFE), and participation of adults in VET education institutions in European Union Member States, Iceland and Norway. The paper describes how the provision of CVET by different types of provider has changed over the past two decades, discussing the main drivers of this change and speculating about possible future trends. One of the main findings is that there are many dominant conceptions of CVET across Europe and the use of this term is not consistent, sometimes not even within countries.

European policy-making in vocational education and training (VET) needs to be supported by sound quantitative information. Based on their policy relevance and importance to the Europe 2020 objectives, Cedefop has selected a set of 31 statistical indicators to quantify key aspects of VET and lifelong learning. The aim is to help describe, monitor and compare countries. The indicators do not claim to assess national systems or policies. Instead, they should be used as headline figures for reflecting on progress towards the strategic objectives set for Europe. The indicators take 2010 as the baseline year and present 'statistical overviews' for the 27 European Union Member States and Croatia, the former Yugoslav Republic of Macedonia, Iceland, Norway, Switzerland and Turkey.

Cedefop has long tracked the changing roles and professional development of teachers and trainers in vocational education and training. In this publication, it analyses 19 member state initiatives which aim to set out competence requirements for trainers in adult learning and continuing training. The analysis, which also covers validation of non-formal and informal learning, forms the basis of a proposed emerging competence profile for trainers. The publication contributes to the work of the thematic working group on the professional development of trainers in vocational education and training, which the European Commission set up in 2012 and jointly coordinates with Cedefop.

Qualifications frameworks across Europe are coming of age: following a period of initial development and formal adoption they are now becoming increasingly operational. Promoting the principle of learning outcomes, qualifications frameworks are, in some countries, evolving from a tool to describe qualifications systems into a means to reform and modernise them. With the exception of the Irish, French and UK frameworks, European [National Qualifications Frameworks] NQFs are still young, having been developed over the past decade, spurred by the [European Qualifications Framework] EQF recommendation of 2008. The future impact of these young frameworks depends on their ability to make a difference to end-users, be these learners, parents, education and training providers, employers or others. Developments during 2015 give some initial indications on the possible future role frameworks may play.

The second Cedefop overview on the development of national qualifications frameworks (NQF) confirms the importance and priority attributed to the development of national qualifications frameworks (NQF) across Europe. Thirty-one countries (27 members of the European Union, the candidate countries Croatia and Turkey and European Economic Area countries (Iceland and Norway)) are developing or implementing a national qualification framework. These frameworks help link national systems of qualification to the European Qualification Framework. Member States also see them as tools that support national reforms and coherent lifelong learning policies. NQFs are instrumental in promoting the use of the learning outcomes approach and in addressing barriers between vocational education and training and higher education in Europe.
