The underlying premise of the Inventory follows from the goal of monitoring and characterizing the development of [national qualifications frameworks] NQFs as implemented by member states. The Inventory involves both a mapping of global qualification reforms and thematic chapters that discuss key trends and policy issues emerging from qualifications framework reforms and development. This Inventory provides a broad overview of the status and scope of qualifications frameworks internationally as at the end of 2014. It includes the NQFs of 86 countries and seven regional qualifications frameworks (RQFs). The Inventory acts as an observatory of progress and achievement of NQF goals through country case studies. Specifically, the case studies look at the main policy objectives, stakeholder involvement, the framework adopted for implementation, the focus on learning outcomes and the use of level descriptors. They also consider the ways in which the validation of non-formal learning is considered (if any), and how these link to the NQF. The case studies finish with important lessons and future plans.

Luxembourg's vocational education and training (VET) is highly differentiated. Apprenticeships and school-based VET coexist. While some features may seem similar to those in other countries, taking a closer look is important to understand national concepts and terms. Luxembourg's education and training system reflects its geographic and socioeconomic context: its small size, the close ties with its neighbours, its multilingual nature and high share of foreign nationals, and the well-established cooperation with social partners. Recently implemented reform has strengthened the links to the labour market and brought about a shift towards competence-based and modular vocational programmes. The implementation of this reform has also revealed weaknesses in the system; evaluation of the reform will provide stakeholders with evidence of a need for further changes. By providing an insight into its main features and highlighting related policy developments and challenges, this short description contributes to better understanding of VET in Luxembourg.

As one of the fastest growing economies of Europe, Lithuania considers investment in human resources paramount. This requires making [initial vocational education and training] IVET more attractive to young people and, despite high educational attainment levels, encouraging more adults to develop their skills further. Improved vocational guidance, more professional development opportunities for [vocational education and training] VET teachers and more attention to quality assurance are some of the current priorities. Although mainly school-based, IVET includes some forms of work-based learning. Apprenticeship-type training exists but is not yet very strong. The intention to include non-formally acquired qualifications in the Lithuanian qualifications framework and use of European Structural Fund support are expected to help strengthen work-based learning routes.

In 2014, political commitment and technical work towards developing and implementing national qualifications frameworks (NQFs) across Europe was strengthened. Cedefop's fifth annual report and analysis on European NQF developments confirms that qualifications frameworks are a key tool for improving transparency and comparability of qualifications at national and international levels. Evidence shows that frameworks increasingly trigger reforms and are used to support incremental changes in education and training. Although still uneven across countries and sectors, NQFs have strengthened the implementation of learning outcomes approaches and have brought together stakeholders from different sectors of education, training and employment in renewal and development of new qualifications, for example at [European qualification framework] EQF level 5. More countries are opening up their NQFs to qualifications outside the formal, public system of qualifications, such as those awarded by non-formal and private institutions, and strengthening the links to arrangements for validating non-formal and informal learning. The progress made on NQFs has made it possible for more countries to complete their linking to the EQF; 23 countries had linked their national qualifications levels to EQF levels by December 2014.

This publication aims to contribute to better understanding of vocational education and training (VET) in Slovakia, providing an insight into its main features and highlighting recent VET policy developments. The Slovak economy is largely driven by manufacturing and could benefit from more diversification to make it less sensitive to economic shocks and more skill-intensive jobs, encouraging innovation. VET has traditionally played a strong role, responsible for around two-thirds of graduates at upper secondary level. But qualifications do not always match labour market needs. A 'dual' VET scheme was introduced in 2015-16 as one way to address mismatch. First results show greater involvement of employers in VET: it is now in their interest to attract learners and to deliver job-relevant training. The government also intends to promote VET at higher levels to make it more attractive.

Cedefop's fourth annual report on developments in national qualification frameworks (NQFs) in Europe confirms that these frameworks are considered a key way of making qualifications easier to understand and compare within and between countries. It has also found that such frameworks are increasingly used to encourage changes in education and training. For instance, during 2012 some national qualifications frameworks opened up to include qualifications awarded outside the formal public system. Most of the 36 countries working together on the European Qualifications Framework (EQF) - the 27 EU Member States, Croatia, the former Yugoslav Republic of Macedonia, Iceland, Liechtenstein, Montenegro, Norway, Serbia, Switzerland and Turkey - have now agreed on the overall structure of their national frameworks. In addition to the fully operational frameworks in France, Ireland, Malta and the UK, 10 more countries are now entering an early operational phase. The 2012 overview shows that NQFs increasingly interact with and link to arrangements for validating non-formal and informal learning. The recent (December) Council recommendation on the validation of non-formal and informal learning invites Member States to put in place validation arrangements which are linked to NQFs and in line with the EQF, by 2018. The progress made on NQFs has made it possible for more countries to complete their link to the EQF; 16 countries had linked their national qualifications levels to EQF levels by December 2012.

In recent years the spread and dynamic of information and communications technologies (ICT) across Europe have been steadily increasing. Today the high importance of ICT for the EU [European Union] economy and business, services, domestic and leisure activities is obvious. ICT developments have created an 'information society' with consequential new possibilities and challenges in all areas of work and life. This is especially true of ICT work itself. ICT practitioners - skilled and highly skilled ICT staff - are needed to manage business and work processes in both the core ICT sector and in ICT user industries. To understand, produce and use the new information and communications technology (computers, networks, the Internet, new hard- and software applications, e-commerce, fixed and mobile telecommunications, consumer electronic devices, digital cameras and television, etc.) increasingly demands a wide range of ICT competences and skills. This synthesis report is part of the four studies which Cedefop launched in support of the e-Europe programme and e-skills forum set up by the European Commission in 2003, covering three user industries (automotive, banking and financing, media and graphic arts) and the ICT manufacturing industry. The focus of the last of these is on subdegree level skills and training issues. The report complements the findings of the four studies, focusing on innovative European ICT skills and curriculum solutions that address balance, mismatch and skill gaps. The contents are: Executive summary; Introduction; ICT skills needs: analysis and synthesis of demand and supply; Skills needs in a comprehensive European ICT skills framework: Matching the skills framework to ICT qualifications; Guidelines and recommendations for ICT curriculum development; Implementation issues and recommendations; Bibliography; Annex 1: Cedefop/ICT skills workshop participants; Annex 2: Comparison and transfer of skill and qualification level frameworks.

This Cedefop policy brief is based on an empirical piece of work carried out in Greece and Portugal. The work tested if, and under what conditions, intra-EU relocation of refugees based on skills and labour market needs in countries of relocation may work. The central element of a skills-based solution is matching refugees' skills and qualifications with labour market needs in a potential receiving country that offers adult refugees a clear perspective of employment and a clear route to self-reliance. Such skills-based solutions to protection would offer an additional pathway to refugees to move legally from third countries to the EU, as well as within the EU. Experience gained indicates six ways in which progress can be made to expand relocation in Europe based on refugees' skills and labour market needs.

The European labour market is challenged by changes in the demographic composition of the labour force and by increasing work complexities and processes. Skills forecasting makes a useful contribution to decisions by policy-makers, experts and individuals. In this publication, Cedefop presents the latest results of skill supply and demand forecasts. Alongside the updated projections, collaboration between Cedefop and Eurofound has allowed examination of the tasks and skills content of the current and projected employment structure of Europe. This analysis confirms an increasingly more polarised occupational structure, a trend also highlighted by the main projections.

Vocational education and training (VET) programmes can help connect migrants with the labour market and find jobs matching their skills and qualifications. Many countries in the European Union (EU) have sought to facilitate migrant integration by introducing entirely new features to their VET systems, including automated self-assessments, fast-track procedures and local community training supported by mentors. This paper, based on the results of a 2016 Cedefop-OECD survey on integration through skilling and qualification, highlights efforts at early outreach, skills assessment and guidance, stakeholder cooperation, and continuous improvement of programmes and resource management. The survey found that securing sufficient funds and the necessary infrastructure for such measures can be challenging, even for countries with well-developed systems. The paper concludes with suggestions for better resettlement and relocation through better information sharing.
