In April 2020, Cedefop's community of apprenticeship experts launched an internal consultation on how European countries are managing apprenticeships in the current health emergency due to the coronavirus pandemic. Twenty five experts contributed to this exercise from: Austria, Belgium, Bulgaria, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Lithuania, Malta, the Netherlands, Norway, Poland, Portugal, Romania, Slovenia, Spain, Sweden, and the UK (England and Wales). This publication is the synthesis report from the consultation. It is presented in five main sections: (1) Impact on apprenticeships school-based component; (2) Impact on company-based component' (3) Implications on contracts, remuneration; (4) Assessment and final examination; (5) Centralised support.
Some key findings: all the above countries make efforts to keep up with the learning at school via distance learning and maintain the contracts with the companies; distance learning is piecemeal, and its use very much depends on the schools' and teachers' e-skills and availability, and on sectors; the role of teachers and of cooperation at school-company level is critical to ensuring training continuity (especially via distance learning); apprentices who still go to companies, are occasionally allowed - in cooperation with schools - to make up for parts of learning meant to be delivered in schools; all schools and VET providers offering training to apprentices are closed; most countries have set up arrangements for distance learning, including organised online classes; In most countries, apprentices do not go to companies, but the situation varies by sector, scheme or education level - where it is considered safe, in-company training continues); in general, apprentices whose contracts are not suspended are paid as usual.

This short description contributes to better understanding of vocational education and training (VET) in Germany by providing insight into its main features and highlighting system developments and current challenges. Learning on the job is traditional in German education. Work-based learning (WBL) features in most secondary and tertiary VET programmes and graduate employment is high. However, demographic changes and the attractiveness of academic education have reduced the appeal of upper secondary VET. To address this, new designations of professional bachelor and professional master emphasise equivalence to academic programmes. Transformations currently influencing VET require political responses. Digital and green economy transitions are already being addressed, with digitalisation emphasised in [Coronavirus Disease 2019] COVID-19 pandemic responses. Continuing VET is increasingly important, highlighted in the Qualification Opportunities Act (2019); this gives access to continuing vocational education and training (CVET) funding to all employees affected by structural change or seeking training in an occupation lacking employees. The National skills strategy (2019) [available in VOCEDplus at TD/TNC 141.1083] sees occupational CVET within lifelong learning as part of Germany's training culture.

The new Commission has set a high ambition for the EU: to move to a green and digital economy. Reinforced investment in skills and learning throughout life for all is essential to make this transition successful. As all adults will need to upskill and reskill, vocational education and training (VET) will play a pivotal role in the sustainable growth strategy. This briefing note shows how Cedefop's research will work with the Commission and Member States to help develop and realise the future skills and VET agenda.

The national lifelong guidance systems reports provide information about current policy developments and structures pertaining to career guidance, career education and career development in countries of the EU, [European Economic Area] EEA, [European Free Trade Association] EFTA and EU enlargement/accession countries. The country reports are based on information gathered and analysed by CareersNet experts during their respective mandate period. CareersNet is Cedefop's network of independent experts in career guidance and career development.
Information made available for each country report aims to monitor and document relevant policy developments towards achieving the objectives laid down by the Council Resolution on better integrating lifelong guidance into lifelong learning strategies (2008) [available in VOCEDplus at TD/TNC 96.800] and the European guidelines for policies and systems development for lifelong guidance (ELGPN, 2015) [available in VOCEDplus at TD/TNC 130.218]. The structure of the reports closely reflects these documents. The shared structure of the reports allows for a (subjective) comparative perspective of policy progress in this field, across the monitored countries. The reports were prepared based on information initially gathered during the period 2017-18 and complemented with contributions during the year 2019. Coverage of information added in 2019 and 2020, to reinforce the inventory currency, is variable across countries and may not fully reflect developments during that year.

Increasing apprentices' participation in cross-country learning mobility has recently become a key policy initiative in apprenticeships in Europe. In December 2016, the European Commission communication 'Investing in Europe's youth' launched ErasmusPro, a policy initiative aimed at increasing long-term mobility abroad (i.e. from 3 to 12 months), for vocational education and training (VET) learners, including apprentices or recent graduates. These reports are part of a series from Cedefop's ReferNet network members that provide national overviews of international mobility of apprentices in a common format, offering a comparative dimension across the EU Member States and Norway. The reports aim at identifying possible or actual enablers and disablers of long-term cross-country mobility of apprentices at two levels: framework level (external factors to apprenticeships) and apprenticeship system/scheme design level. Cross-country mobility in apprenticeships is still a niche phenomenon, especially long-term mobility. Where possible, the reports also aim at identifying what works and what does not in existing policies, initiatives and projects regarding international mobility of apprentices (at implementation level). Cedefop's study on long-term mobility of apprentices, to be concluded at the end of 2020, will bring more in-depth evidence to support the policy.

Developments in five priority areas for vocational education and training (VET), agreed in 2015 by the EU-28, Iceland, Norway, candidate countries, the European Commission and EU social partners, are at the centre of this report. The five medium-term deliverables (MTDs) agreed in Riga were: (1) promoting work-based learning in all its forms, with special attention to apprenticeships; (2) developing quality assurance mechanisms in VET and continuous information and feedback loops; (3) access to VET and qualifications for all; (4) strengthening key competences; and (5) initial and continuous professional development of VET teachers, trainers and mentors.
Work in 2015-19 shows continuity with earlier national strategies and initiatives. It confirms the recent focus on apprenticeships and other forms of work-based learning, and increasing attention to widening access to VET and qualifications; these two areas have been reinforced by EU-level policy packages. The report also presents measures taken in VET teacher and trainer professional development, key competence provision, and quality assurance, including actions to make use of information on skills intelligence. Complementing this report, individual country reports offer more detailed information on national developments. This report offers an overview of the progress made since 2015 and the state of play of VET policies in participating countries at the end of the Riga cycle, pointing out challenges for the future.
