This report aims to increase our understanding of mismatch, and its impacts, among migrants and ethnic minorities in Europe. It reviews relevant international literature on the topic and looks at various aspects of labour-market performance of these groups. The focus is an empirical investigation of skill mismatch based on the European social survey. Important findings are, first, that migrants from outside the [European Union] EU are disproportionately affected by overeducation, while ethnic minorities are affected by undereducation. Second, overeducation is higher in countries with low rates of training and a lower proportion of skilled workers while undereducation is lower where the incidence of training is higher. Finally, both forms of mismatch are greater for migrants educated abroad. Policy responses are needed: a focus on migrants from non-EU countries; an attempt to put migration in a more positive light than is often the case; developing and better implementing common standards for recognising qualifications obtained abroad; improving job access for both groups by supporting their competitiveness to apply for jobs; and encouraging employers to give people with a migrant background more job and training opportunities. Such policies could contribute to making better use of migrants’ skills and alleviating current and future skill shortages in Europe.

Vocational education and training [VET] in Poland is mostly organised in schools and is known as 'vocational education'. It is undergoing major reform to improve quality and labour-market relevance, with increasing focus on improving system flexibility and responsiveness to labour-market needs. The measures taken include greater involvement of employers in curriculum design and assessment, modernisation of vocational qualification classifications, moving to a learning outcomes approach, and making it more attractive for highly qualified specialists to work in vocational schools. Vocational education is also being opened to adults, who may use it to obtain a vocational qualification. The report summarises the country's socioeconomic background and planned VET reforms. It explains how VET for young people and adults is currently organised and addresses topics such as teachers and trainers, guidance and counselling, and financing.

This publication presents findings from 53 study visits during 2009/10 focused on preparing and supporting youth integration into the labour market and reducing unemployment among young people. This is one of European priorities supported by the 'Youth on the move' initiative, which focuses on policies and practices to support flexible learning modes and pathways for young people, easing their transition from education and training to the labour market and developing their entrepreneurial skills and competences. Group reports prepared by participants during the study visits were the main information source, from which 35 successful initiatives were selected. These were presented at the Cedefop seminar on 28 February and 1 March 2011 in Thessaloniki, Greece. This publication is aimed at increasing awareness and understanding among decision-makers and practitioners of how European countries deal with specific challenges within education and training. It should also help them find partners for cooperation projects and networks.

In this study the role of accreditation of [vocational education and training] VET providers and its relation to quality assurance are analysed by means of in-depth case studies into eight national and four sectoral accreditation systems. In both systems strong and widely consolidated legal frameworks are continuously fine-tuned and adapted in their methodologies. Their results are quite convincing: the systems are widely accepted by providers, have captured the market and delivered VET according to predefined quality standards with or without direct involvement of public authorities. Accreditation has a clearing effect as weak performers disappear from the market and successfully accredited providers increase their credibility and visibility. Use of quality labels is less than expected but can be observed in the sectoral examples in particular, where its added value for VET providers and its impact on the business world can be clearly defined. While the main function of the analysed accreditation systems is to assure respect of minimum standards in VET delivery, the main future challenge is to develop accreditation into a driving force for improvement of quality. To progress towards this objective, the study suggests a multistep approach to accreditation and concludes with recommendations for national, sectoral and main European stakeholders.

A look at education and training loan schemes in 33 countries identifies some good practice principles for their design and implementation. A good loan scheme must balance costs with coverage. If loans are too expensive then people will not borrow. Governments too need to get the balance right. Cedefop surveyed 35 education and training loan schemes in Europe, examining their design and performance. Although there is no ideal scheme, interesting features emerge that provide guidelines as to what makes a good education and training loan scheme.

The European Centre for the Development of Vocational Training (Cedefop), established in 1975, is the European Union's reference centre for vocational education and training (VET). Cedefop provides information on and analyses of VET systems, policies, research and practice. The first section of the annual report highlights the main achievements for each medium-term priority (MTP). Outcomes are assessed based on the performance indicators set out in Cedefop's performance measurement system (PMS), which has been fully integrated into Cedefop's work programme and reporting since 2009. Information and key achievements on management and administrative issues are also included. The second section of the report presents detailed information on progress achieved in all Cedefop's projects in tabular form. In the third section (Annexes), detailed information on various issues, such as performance indicators 2010, budget execution, human resources and the Governing Board is presented.

Evidence indicates that training not only helps specific target groups, but that its wider benefits are equal to those of general education. Research tells us that education brings many benefits. It is important to economic growth and more cohesive and equal societies. On a personal level education can contribute to job satisfaction and longer, healthier and more fulfilling lives. While the benefits of education have been widely researched, little attention has been paid to the specific benefits of vocational education and training (VET). The organisation and status of VET varies widely in European countries. Despite these differences research indicates that VET has the potential to generate numerous economic and social benefits which are common to all countries.

Improving the quality of European education and training systems is one of the pillars of Europe's strategy to become a smart, sustainable and inclusive economy by 2020. This publication aims to provide policy and decision-makers with recommendations to help them develop a culture of evaluation and continuous improvement in schools and training institutions in Europe. It highlights a number of key messages to promote external evaluation and self-assessment and ensure the quality of education and training provision. Recommendations in this publication are based on the discussions of two peer learning study visits for high level policy and decision-makers organised in Vilnius and Hamburg in 2010 and a workshop Cedefop organised in Bonn in February 2011 on enhancing quality on schools and [vocational education and training] VET institutions. The study visits programme organises approximately 20 visits each year allowing decision-makers and practitioners to identify practical examples of good practice and explore issues related to quality in education and vocational training with their peers from other European countries.
