Europe set the pace in the drive to a low-carbon economy. The expansion of the green economy is being accelerated by concerns relating to energy generation, resource use and environmental management. Skills are a critical ingredient in coherent education, training, employment and environmental objectives. This publication is based on the Cedefop workshop on future skill needs for the green economy, which presented research results of several recent studies on green skills and green jobs, in Thessaloniki, on 6 and 7 October 2008. Case studies present emerging skill needs, the changing qualification needs in jobs for renewable energies and skill profiles in environment and eco-innovations. Climate change mitigation policies represent a serious challenge for education systems and employment in Europe. All occupations will need greening, with a spectrum from those new jobs focused solely on delivering green goods or services to those that will require more limited changes to improve energy efficiency and reduce resource use. Workers from all walks of life need to expand their skill sets so they can help safeguard the environment.

This report, which describes a study conducted through a literature search and a two-month visit to the People’s Republic of China, is organised in three parts. In the first part, the general situation and historical development of the Chinese education system is discussed. Topics include the structural features of the country, party and state, population distribution and development, level of education, the socioeconomic framework, historical development, philosophical roots, the state bureaucracy and examination system, craft guilds and apprenticeships, development of a public education system, and the education system since the establishment of the People’s Republic of China. The second section of the report examines structures and problems. These include the education system in the early 1980s, vocational education, adult education, vocational education teachers, competencies and forms of cooperation, financing, and characteristics of the Chinese employment system. The final section of the report presents 18 recommendations to improve vocational education and job training in China. A list of terms used in the study is given in English and Chinese, and a table present statistics on Chinese schools and universities from 1949 to 1983.

This Cedefop policy brief is based on an empirical piece of work carried out in Greece and Portugal. The work tested if, and under what conditions, intra-EU relocation of refugees based on skills and labour market needs in countries of relocation may work. The central element of a skills-based solution is matching refugees' skills and qualifications with labour market needs in a potential receiving country that offers adult refugees a clear perspective of employment and a clear route to self-reliance. Such skills-based solutions to protection would offer an additional pathway to refugees to move legally from third countries to the EU, as well as within the EU. Experience gained indicates six ways in which progress can be made to expand relocation in Europe based on refugees' skills and labour market needs.

This publication aims to provide evidence in support of European policy-making in vocational education and training (VET). In this report, Cedefop has selected a set of 33 indicators to quantify some key aspects of VET and lifelong learning. The selection is based on the indicators’ policy relevance and their importance in achieving the Europe 2020 objectives. The report includes recent evidence from the European Statistical System. While this set of indicators does not claim to assess national systems or policies, they could be used to reflect on progress towards the strategic objectives set for Europe. The indicators take 2010 as the baseline year and present statistical overviews in all European Union member states and also the former Yugoslav Republic of Macedonia, Iceland, Norway, Switzerland and Turkey.

This study examines the role of microcredentials in supporting learning for employment. The study collected information through an online survey among mostly European [vocational education and training] VET providers, national authorities, employee and employer organisations, in-depth country case studies and interviews, as well as Cedefop's ReferNet network. While the topic has gained in importance in the context of higher education, focusing on VET does justice to the complexity of microcredentials in education, training and learning for the European labour market.
Results show that microcredentials have only recently become prominent in Europe-wide policy-level debates, despite the existence for many decades of short courses and credentials that support labour-market-related education and training. Although there is uncertainty linked to the naming and function of microcredentials, clear benefits with regards to their flexibility and responsiveness to labour market needs can be observed.

Joint efforts of European countries, social partners and the European Commission to modernise vocational education and training (VET) for a more socially cohesive and competitive Europe, have shown results. But more remains to be done. VET has to be seen as an investment in the future for young people to acquire the right skills and to boost learning opportunities for Europe’s 80 million low-qualified people and those older than 40.
The report presents progress in and challenges for devising equitable, effective and efficient VET systems, based on information from individual countries, the EU and international sources. The report highlights the implications of demographic and labour market trends. It discusses progress in devising national qualification frameworks, ensuring quality, validating non-formal learning and providing lifelong guidance and questions whether teachers' and trainers' roles and professional development are sufficiently addressed. Conclusions are supported by statistical data and research findings as well as examples from non-EU countries, thus providing sound evidence for policy-makers.

How far is the world progressing towards comprehensive qualifications frameworks? The 2015 global inventory of regional and national qualifications frameworks was launched on 25 April in Riga, Latvia. The inventory showcases 86 countries and examines how learning outcomes of all types of learning - formal, non-formal and informal - are being integrated into regional and national qualifications frameworks. Volume two provides an inventory of 85 NQFs and seven regional frameworks. The global inventory charts progress toward NQF goals, drawing on extensive research in the field of qualifications.

This study compares the way the initial vocational education and training (IVET) and continuing vocational education and training (CVET) sub-systems interact to support the learning of adults, and thus facilitate lifelong and life-wide learning. By comparing the interaction between IVET and CVET sub-systems in the countries covered, the study analyses the extent to which IVET systems are opening up to adults, and questions whether national and regional policies and practices support or prevent a closer link between CVET and IVET. The study builds on concrete national case-studies, allowing for an in-depth, qualitative comparison and analysis of practices and policies. This allows for a better understanding of obstacles and opportunities in this complex area, directly supporting the stakeholders and policy-makers responsible for taking lifelong and life-wide learning in Europe forward.
