Reviewing current research literature and presenting new empirical findings, the contributions in this book reflect the ways in which retirement and an ageing workforce are at the intersection of key social changes over recent decades. It addresses the question of what factors enable, or hamper, people to continue working at advanced age; it aims to provide sound and accessible evidence and suggest innovative ways of thinking to support active ageing policies. The book is divided into four parts. By examining emerging career development concepts and learning frameworks for ageing workers, the first part gives a broad view of the subject matter. The second part provides perspectives from comparative cross-national research on ageing, learning and working in Europe. The third part identifies ways of breaking traditional patterns to extend working lives and to assist working beyond retirement age. In the final part, active ageing is approached by considering the role of guidance and employer-supported initiatives. This publication conveys two crucial messages. First, successful active ageing requires commitment and involvement from ageing workers themselves and employers, in a context that supports learning and recognises the specific needs of ageing workers. Second, sustainable labour-market participation at advanced age cannot be achieved without sound understanding of ageing, working and learning and the interconnections between these processes.

This information note examines work based learning in the form of apprenticeships in three member states: Latvia, Lithuania and Malta. Latvia is developing a new apprenticeship-type scheme which was piloted in six vocational schools, beginning in September 2013. In Lithuania, the policy framework supports apprenticeship, but more work needs to be done. Malta is reforming its apprenticeship system in order to increase quality and labour market relevance. The Coronavirus Disease 2019 (COVID-19) pandemic has highlighted the vast opportunities of working and learning digitally. This is one of the reasons why the European Commission, in its Communication of 27 May 2020 on the next EU budget, reiterated its commitment to 'help boost competitiveness and technological sovereignty … [by] … investing in digital infrastructure and skills'. It also stated that 'the crisis has (shown) the importance of digital skills, for children, students, teachers, trainers and all of us to communicate and work'. In these exceptional times, where a large part of the workforce has been obliged to work remotely due to home confinement and social distancing measures, gig or crowd-workers have enjoyed a kind of 'home field' advantage: working and interacting digitally has always been their prevailing mode of operation. What can we learn from these online workers who mastered the art of working and learning remotely long before the public health crisis?

Cedefop's fourth annual report on developments in national qualification frameworks (NQFs) in Europe confirms that these frameworks are considered a key way of making qualifications easier to understand and compare within and between countries. It has also found that such frameworks are increasingly used to encourage changes in education and training. For instance, during 2012 some national qualifications frameworks opened up to include qualifications awarded outside the formal public system. Most of the 36 countries working together on the European Qualifications Framework (EQF) - the 27 EU Member States, Croatia, the former Yugoslav Republic of Macedonia, Iceland, Liechtenstein, Montenegro, Norway, Serbia, Switzerland and Turkey - have now agreed on the overall structure of their national frameworks. In addition to the fully operational frameworks in France, Ireland, Malta and the UK, 10 more countries are now entering an early operational phase. The 2012 overview shows that NQFs increasingly interact with and link to arrangements for validating non-formal and informal learning. The recent (December) Council recommendation on the validation of non-formal and informal learning invites Member States to put in place validation arrangements which are linked to NQFs and in line with the EQF, by 2018. The progress made on NQFs has made it possible for more countries to complete their link to the EQF; 16 countries had linked their national qualifications levels to EQF levels by December 2012.

In modern societies, qualifications fulfil many functions. They serve to signal an individual's personal, social and professional status, but they also control access to education, training and the labour market. Moreover, these functions change in line with wider social changes. This Cedefop study aims to review changes in qualifications systems and indications of future trends in this field. There have been significant developments in qualifications systems over the last few years and there are signs that these structural changes are a result of pressure for more transparent and responsive qualifications. Covering a wide range of sources, including an overview of Cedefop's own work and case studies of several countries, it outlines four possible scenarios for developments in the next 10 years, and identifies the cornerstones for a reform strategy. In this study the role of accreditation of [vocational education and training] VET providers and its relation to quality assurance are analysed by means of in-depth case studies into eight national and four sectoral accreditation systems. In both systems strong and widely consolidated legal frameworks are continuously fine-tuned and adapted in their methodologies. Their results are quite convincing: the systems are widely accepted by providers, have captured the market and delivered VET according to predefined quality standards with or without direct involvement of public authorities. Accreditation has a clearing effect as weak performers disappear from the market and successfully accredited providers increase their credibility and visibility. Use of quality labels is less than expected but can be observed in the sectoral examples in particular, where its added value for VET providers and its impact on the business world can be clearly defined. While the main function of the analysed accreditation systems is to assure respect of minimum standards in VET delivery, the main future challenge is to develop accreditation into a driving force for improvement of quality. To progress towards this objective, the study suggests a multistep approach to accreditation and concludes with recommendations for national, sectoral and main European stakeholders.
