On Track is a Victorian Government initiative which surveys school leavers who have left school in the last six months to find out if they are on track to a bright future. On Track ensures school leavers are contacted within six months of leaving school to see if they are on a path to further education, training or employment. Data presented in this report is based on the On Track telephone survey of 33,250 Year 12 or equivalent completers and 4740 early leavers from the 2007 school year in Victoria. Show less

On Track is a Victorian Government initiative designed to ensure that all students are on a pathway to further education, training or employment after leaving school. It involves making contact with Year 10 to 12 students in the year after they leave school to map their initial destinations and the factors involved, and offering assistance to school leavers who appear to be experiencing a problematic transition. In addition, a longitudinal component follows the post-school experiences of a sub-set of school leavers over a four-year period. The results are provided back to schools, tertiary providers, regions and [Local Learning and Employment Networks] LLENS to assist with program development. The project, which was launched in 2003, was the first of this scope to be undertaken by an Australian government. In 2008 around 33,300 completers of Year 12 or a vocational equivalent were interviewed, along with 4,700 early leavers. The paper provides an overview of the main trends in Victorian school-leaver pathways since 2003 and key results from the 2008 survey, and discusses their policy implications.

Using rich administrative data for a full cohort of English secondary school leavers (2002/03 academic year), we compare earnings of people with higher vocational/technical qualifications to the earnings of degree holders at the age of 30, while controlling for prior attainment and background characteristics. We find that by the age of 30 the early earnings differential associated with high-level vocational/technical education tends to disappear and degree holders earn more on average. However, there is strong heterogeneity by gender and subject area. There are especially high returns related to higher vocational/technical education in [science, technology, engineering and mathematics] STEM subjects, which remain significantly above those of many degree holders several years after graduation.

LSAY briefing, produced by the Australian Council for Educational Research (ACER), is a series which aims to provide summaries of findings from ACER research and to identify some of the implications for policy and further research. It is based on data from ACER's Longitudinal Surveys of Australian Youth (LSAY) project and key LSAY reports. This issue on early school leaving and 'non-completion in Australia' highlights that: students who perform well at school are less likely to leave school early; boys have a greater tendency than girls to leave school; students whose parents are less educated than average are more likely to leave school early; more than 20 per cent of Aboriginal and Torres Strait Islander students leave school by the start of Year 11; only a small number of schools impact the school leaving rate; and a high proportion of early leavers in recent years have gained employment. This paper examines the impact of the economic downturn Australia has experienced since mid-2008 on school-leaver destinations. Although the total unemployment rate has not risen as fast as first feared, the labour market for 15-19 year-olds has deteriorated quite sharply. The paper analyses changes reported from 2008 to 2009 by On Track, a large-scale survey of school leavers commissioned by the Victorian Government. The changes are broadly consistent with those evident for young people in earlier downturns. The proportions entering education have risen, and the proportions entering apprenticeships and traineeships have declined, as have the proportions in full-time work. Unemployment has increased. The proportion of completers deferring tertiary study has risen, but smaller proportions of deferees are working full-time. This raises questions about their capacity to finance eventual entrance to tertiary education, especially for those living in regional areas. The economic downturn appears to have had a proportionately larger impact on early school leavers than Year 12 completers and has led to an even higher proportion of them being at-risk.

The Longitudinal Surveys of Australian Youth (LSAY) project studies the progress of several groups of young Australians as they move from school into post-secondary education and/or work. The oldest group in the project was born in 1961 while the youngest were in Year 9 in 1998. Data is collected through the Australian Youth Survey, a major longitudinal survey of youth that interviews a group of young Australians annually about their school experiences, post-school education and training participation, and employment activities. Approximately 60 per cent of school leavers in Australia do not enrol for either a university degree or TAFE associate diploma when they leave school, but make alternative choices such as seeking employment or starting an apprenticeship or traineeship. This report traces the pathways followed by this group during the seven years after leaving school and provides a detailed analysis of their labour market experiences. The analysis is based on the outcomes of a sample of Year 10 students in the late 1980s and measures their post-school education, training and employment experiences over the first seven post-school years. A second sample of Year 10 students from the mid-1990s is also used and their transition experiences are measured over three years. The aim is to identify the pathways of those who make successful transitions to stable, full-time employment and those who do not, and to highlight the implications for policy formation.
