The manual has been deliberately designed as a guide that offers options and alternatives for the development of standards. The goal of the guide is to inform and support interested parties when it comes to taking the right decisions on formulating or preparing occupational standards for their countries. The manual will contribute to solving the problems of efficient country-specific standard development in vocational education and training. Sections cover the goal of the manual, standards as the main element in the transformation process, aids for the shaping of occupational standards, alternative models for the shaping of standards, experts involved in standard development, the procedure for the elaboration of occupational standards, information on implementation, evaluation and compliance with standards, and examples from the Czech Republic, Slovenia, Latvia and the Ukraine. This paper is part of a European Training Foundation (ETF) project that aims to increase the knowledge and awareness of obstacles and opportunities for women's employment in two potential growth sectors of the economy (information and communication technology (ICT), and tourism) and to provide recommendations and advice to both the national authorities and the European Commission for strengthening the role of women in the labour market. The research focuses on the labour force participation of young females (15-29 years old) in these two potential growth sectors in Egypt, Jordan and Tunisia. The paper analyses the general conditions for women in Egypt, with a primary focus on education and employment issues linked to the two sectors identified.

The research focuses on the labour force participation of young females (15-29 years old) in these two potential growth sectors in Egypt, Jordan and Tunisia. The paper analyses the general conditions for women in Jordan, with a primary focus on education and employment issues linked to the two sectors identified. Tourism and ICT are expanding modern sectors with good potential to generate jobs in Jordan. They require a skilled labour force and benefit from donors who are sensitive to the issues of gender equality. Women employed in the tourism sector currently account for 10% of the sector's work force.

This report focuses on how 27 countries neighbouring the European Union (EU) are coping with [Coronavirus Disease 2019] COVID-19 in the field of education and training, as part of the #learningconnects campaign. The report includes information about countries from South Eastern Europe and Turkey, the Eastern Partnership and Russia, the Southern and Eastern Mediterranean, and Central Asia on: (1) support for teachers and trainers through multiple channels; (2) access to internet and outreach measures considering equality, opportunities and digital literacy; (3) decisions regarding examinations, certification and validation; (4) school autonomy in organising digital and online learning; and (5) addressing vocational education and training beyond general education subjects.
Some good practice examples include the continued development of teachers and trainers virtually in Ukraine and Egypt and the focus on vocational education and training (VET) through training and online support in Armenia, Azerbaijan and Georgia. In addition, civil society is spearheading initiatives in Palestine, television channels are broadening access for learners in Kazakhstan and Kyrgyzstan, and emotional support is offered to students through dedicated channels in Israel.

This report on curriculum reform in Central and Eastern Europe, is based on ten individual candidate country case studies derived from brief evaluation visits to each country, and the analysis of a detailed, standardised questionnaire distributed to the staff of local project management units (PMUs). The report sought to identify significant issues for a more extensive evaluation and recommendations for further reform action. The report contains a cross country analysis and individual summaries of the case studies. The summaries describe for each country the findings, the vocational education and training (VET) system, the new curriculum content and goals, the curriculum design process, and the challenges posed by the new curriculum. The analysis traces issues that form the evaluative framework for the outcomes of the Phare vocational training programs in the ten candidate countries. Two major perspectives provide the basis for the analysis and its conclusions; the policy and strategy perspective, and the individual and pedagogic perspective. The analysis begins with a brief overview of the change process undergone by VET training systems in Europe in recent years. The authors then examine issues of policy and strategy including diminishing resources, qualifications and youth unemployment, and lifelong learning and adult education. The analysis of the curriculum content and process involves issues such as the integration of general education and VET, teacher training, and translating labour market needs into curricula. Recommendations are discussed in relation to both major perspectives. Show less

This two-volume publication provides an update on the progress made in establishing and implementing national and regional qualifications frameworks around the world since 2017. It includes information on national and regional developments, challenges and success factors, as well as selected cross-cutting themes. It is the result of cooperation between Cedefop, the ETF, UNESCO and the UNESCO Institute for Lifelong Learning. This is volume II of the inventory and provides information on regional development. Section one provides an inventory of national qualifications frameworks for over 100 countries. For each country, the inventory outlines: the national context; policy objectives; stakeholder involvement and institutional arrangements; recognition and validation of non-formal and informal learning and learning pathways; recognition of foreign qualifications; national qualification framework implementation; referencing to regional frameworks; and important lessons and future plans. Section two provides an inventory of regional qualifications frameworks.

This report presents the outcomes of two evaluation projects implemented in Russia and Morocco with a common aim: to assess public training policies. In the Russian case a qualitative, interpretative approach was applied to evaluate the impact of management training, whereas in the Moroccan case a quantitative approach was applied to evaluate the impact of in-service training. The difficulties encountered whilst carrying out these impact evaluations are described as well as the merits and limitations of the different evaluation models applied.

The first part of the report deals with the scope of the directive. It includes a description of the state of play of regulated professions in each of the candidate countries and highlights the key issues in terms of implementing the directive. The second part is concerned with the administration of the directive once it is implemented and with the roles of the national coordinator and of the competent authorities. This part deals with the provisions for recognition. The report is based, primarily on the information contained in the experts’ reports. This report is part of the series called 'Qualifications and training methods'. Volume 3 looks at the question of how relevant vocational education and training standards are to the needs of employment in the labour market. Information is presented in two parts that present the results of two studies commissioned by the European Training Foundation (ETF). These two studies approach the issue from slightly different perspectives. Part 1 is based upon 'The impact of labour market information on vocational education and training standards'. This project tracked changes in important economic indicators. It provides case studies and finishes with a number of typical examples of how vocational training systems have responded in order to meet the challenges of new economic demands. The annex to part 1 gives an example of a flexible vocational education and training standard designed to meet changing labour market needs. Part 2 is based upon 'Identifying labour market requirements'. It is the outcome of a project established by the ETF to identify and develop methodologies for occupational standards in Estonia, Latvia, Lithuania, Poland and Slovenia. Part 2 spells out the purpose of collecting and analysing economic and labour market data so that education and training can remain relevant to the needs of the labour market and the wider economy. Annexes to part 2 include case studies of labour market analyses in Estonia, Lithuania and Slovenia. More than 150 countries worldwide are now developing and implementing qualifications frameworks. The global inventory 2017 further strengthens the knowledge base on developments in national and regional qualifications frameworks, as implemented by countries and regions, by end of 2016. The result of collaborative work between Cedefop, ETF, UNESCO and the UNESCO Institute for Lifelong Learning, the inventory acts as an observatory of progress in establishing NQFs, as well as the challenges and success factors in implementation.
This is volume II of the inventory and provides information on regional development. Section one provides an inventory of national qualifications frameworks for over 100 countries.
