Green job creation has enormous potential and is crucial to ensuring smart, sustainable and inclusive growth. The case for government support to drive this forward is clear - industry cannot do it alone. Europe’s policy-makers need to ensure that their support for skills and training matches the focus and ambition of their strategies for promoting investment in green innovation and infrastructure. This European synthesis report on skills for green jobs brings together the findings from country reports covering Denmark, Germany, Estonia, Spain, France and the UK. In the future, almost every job will be a green job; thus, understanding the environmental impact of an occupation needs to be mainstreamed into education and training systems. New, greening and restructuring/retraining case studies show that integration of sustainable development and environmental issues into existing qualifications is much more effective than creating new training standards.

European policy-making in vocational education and training (VET) needs to be supported by sound quantitative information. Based on their policy relevance and importance to the Europe 2020 objectives, Cedefop has selected a set of 31 statistical indicators to quantify key aspects of VET and lifelong learning. The aim is to help describe, monitor and compare countries. The indicators do not claim to assess national systems or policies. Instead, they should be used as headline figures for reflecting on progress towards the strategic objectives set for Europe. The indicators take 2010 as the baseline year and present 'statistical overviews' for the 27 European Union Member States and Croatia, the former Yugoslav Republic of Macedonia, Iceland, Norway, Switzerland and Turkey.

Cedefop has long tracked the changing roles and professional development of teachers and trainers in vocational education and training. In this publication, it analyses 19 member state initiatives which aim to set out competence requirements for trainers in adult learning and continuing training. The analysis, which also covers validation of non-formal and informal learning, forms the basis of a proposed emerging competence profile for trainers. The publication contributes to the work of the thematic working group on the professional development of trainers in vocational education and training, which the European Commission set up in 2012 and jointly coordinates with Cedefop.

The Agora Thessaloniki is a forum for vocational education and training issues. Jobrotation is a scheme for investing in human capital by allowing rotation between employment and training. It enables: employees to leave their jobs temporarily in order to be trained without this causing any major break in production; replacement from outside the firm for the employee who is receiving training so that the number of employees in the firm remains unchanged and replacement workers are operational immediately; and the firm to benefit from the increased efficiency of the employees who have returned from training whilst at the same time allowing their replacements to have acquired new skills. These guiding principles are a contribution of the European Commission, Cedefop and the thematic working group on professional development of trainers in vocational education and training (VET) to the objective set in the Bruges communique of collecting good practice and developing guiding principles on the changing roles, competences and professional development of VET teachers and trainers. The objectives of the paper are firstly, to attract attention to and increase knowledge of what these key agents between the worlds of education and work are and what makes them 'trainers', and secondly, to discuss existing practice and provide suggestions on how to support in-company trainers so they have opportunities to update their competences throughout their careers. After presenting the general context, the paper discusses the diversity of situations, titles, functions and roles of in-company trainers across member states [of the European Union] and focuses on two groups of specialists who provide training in companies: trainers who perform training tasks as the major part of their occupational role and employees whose occupational role includes a particular training-related function (for example, owners, general managers, supervisors and skilled workers). It also points out the common understanding that at least four groups of competences are important to a different extent for trainers in VET, including those who train in companies: technical/subject-related; company-specific; pedagogical-didactical; and transversal. The paper then identifies examples, areas and approaches in which interventions, or lack of such, have significant influence on in-company trainers so that stakeholders across companies, sectors and countries have reference points to look for further actions. Examples of competence requirements and profiles of VET trainers from Belgium, Finland, Germany and the Netherlands are presented in detail in the annex.

Cedefop's fourth annual report on developments in national qualification frameworks (NQFs) in Europe confirms that these frameworks are considered a key way of making qualifications easier to understand and compare within and between countries. It has also found that such frameworks are increasingly used to encourage changes in education and training. For instance, during 2012 some national qualifications frameworks opened up to include qualifications awarded outside the formal public system. Most of the 36 countries working together on the European Qualifications Framework (EQF) - the 27 EU Member States, Croatia, the former Yugoslav Republic of Macedonia, Iceland, Liechtenstein, Montenegro, Norway, Serbia, Switzerland and Turkey - have now agreed on the overall structure of their national frameworks. In addition to the fully operational frameworks in France, Ireland, Malta and the UK, 10 more countries are now entering an early operational phase. The 2012 overview shows that NQFs increasingly interact with and link to arrangements for validating non-formal and informal learning. The recent (December) Council recommendation on the validation of non-formal and informal learning invites Member States to put in place validation arrangements which are linked to NQFs and in line with the EQF, by 2018. The progress made on NQFs has made it possible for more countries to complete their link to the EQF; 16 countries had linked their national qualifications levels to EQF levels by December 2012.

In modern societies, qualifications fulfil many functions. They serve to signal an individual's personal, social and professional status, but they also control access to education, training and the labour market. Moreover, these functions change in line with wider social changes. This Cedefop study aims to review changes in qualifications systems and indications of future trends in this field. There have been significant developments in qualifications systems over the last few years and there are signs that these structural changes are a result of pressure for more transparent and responsive qualifications. Covering a wide range of sources, including an overview of Cedefop's own work and case studies of several countries, it outlines four possible scenarios for developments in the next 10 years, and identifies the cornerstones for a reform strategy. In this study the role of accreditation of [vocational education and training] VET providers and its relation to quality assurance are analysed by means of in-depth case studies into eight national and four sectoral accreditation systems. In both systems strong and widely consolidated legal frameworks are continuously fine-tuned and adapted in their methodologies. Their results are quite convincing: the systems are widely accepted by providers, have captured the market and delivered VET according to predefined quality standards with or without direct involvement of public authorities. Accreditation has a clearing effect as weak performers disappear from the market and successfully accredited providers increase their credibility and visibility. Use of quality labels is less than expected but can be observed in the sectoral examples in particular, where its added value for VET providers and its impact on the business world can be clearly defined. While the main function of the analysed accreditation systems is to assure respect of minimum standards in VET delivery, the main future challenge is to develop accreditation into a driving force for improvement of quality. To progress towards this objective, the study suggests a multistep approach to accreditation and concludes with recommendations for national, sectoral and main European stakeholders.
