Quality in education and training has been given new impetus in the past few decades. This is mainly due to expansion of the education and training offer and rising demand for it, which have brought up the issues of transparency and effectiveness. In addition, over the past 10 years, European Union policies on education and training, particularly in higher education with the Bologna process and vocational education and training (VET) with the Copenhagen process, have raised public awareness of the importance of quality for modern, relevant, attractive and permeable learning paths. Despite implementation by Member States being voluntary, European political priorities certainly provide a common area and foster cooperation on quality in education and training. The present glossary of terms on quality in education and training is meant to promote communication and understanding. It is intended for researchers, experts and all those involved in improving the quality of learning curricula, learning providers and education and training systems. It does not represent an exhaustive inventory of the terminology used by specialists.

This paper reports on a project which set out to develop a set of indicators which would enable an improvement in the understanding of the effectiveness of vocational education and training (VET). Specifically, it set out to develop a new set of indicators that are concerned with the effectiveness of training. The paper is structured as follows: the first section contains a brief introduction; section two outlines the European Union (EU) policy on training; section three covers the methodology; sections four to six present UK indicators for initial vocational education and training (IVT) using the British Household Panel Survey (BHPS), vocational education and training for the unemployed (UVT) and continuing vocational education and training (CVT) from the BHPS, and indicators from the European Community Household Panel (ECHP) survey, respectively; and section seven outlines the proposals for new indicators of training effectiveness.

The new Commission has set a high ambition for the EU: to move to a green and digital economy. Reinforced investment in skills and learning throughout life for all is essential to make this transition successful. As all adults will need to upskill and reskill, vocational education and training (VET) will play a pivotal role in the sustainable growth strategy. This briefing note shows how Cedefop's research will work with the Commission and Member States to help develop and realise the future skills and VET agenda.

This publication reports on a study which examined existing environmental education and agricultural practices that were environmentally friendly with the aim of defining new knowledge, skills and qualifications related to environmental issues in organic farming, and how these qualifications can best be acquired. The report is structured as follows: the first chapter outlines the background, objectives and design of the study; chapter two contains the European policy on agriculture and employment; chapter three describes the European agricultural sector, including the European organic farming sector, and the organic farming and certification systems in the five countries (Germany, Greece, Portugal, Spain, and the Netherlands); chapter four discusses education, training and innovation transfer in these five countries; chapter five describes the processing and distribution of organic products and presents the types of information dissemination among the consumers of organically produced products; chapter six provides national case studies; chapter seven contains conclusions and suggestions; chapter eight provides a summary of the main results (that regardless of education level, education, training, innovation transfer, and information on the production of certified organic products as well as on their distribution in the market, are important for all bodies involved in the chain); and the final chapter contains a bibliography. The European Centre for the Development of Vocational Training (Cedefop), established in 1975, provides information on vocational education and training (VET), promotes and interprets research and identifies innovation, supports the specific needs of Cedefop's partners and provides forums for debate and links between policy makers, social partners, researchers and practitioners. Its objectives are to develop and disseminate new knowledge, to improve understandings of systems and processes associated with learning and training, and to clarify the implications of research results for decision making in policy and practice. This document sets out Cedefop's activities for 2003 based on its new medium-term priorities 2003-2006 (MTP 2003-06), its strategic objectives and related thematic priorities of work, activities and output. The overarching objective that guides Cedefop's MTP 2003-06 is the promotion of a European area of lifelong learning in an enlarged European Union and includes the following strategic objectives: improving access to learning, mobility and social integration; enabling and valuing learning; and supporting networks and partnerships in an enlarged European Union. The work program is divided into the following five areas: Developing research; Reporting and facilitating a concerted approach; Exchange and supporting partners; Information, communication and dissemination; Directorate and administration, facilities and resources. This second edition (the first edition is indexed at TD/INT 58.387) updates the description of initial and continuing vocational education and training (VET) in Belgium. The report begins with a presentation of the administrative, demographic and economic background in which the training system operates. A brief historical outline of the development of the VET system is followed by a detailed description of arrangements for initial and continuing vocational training and the supportive legislative and financial framework. Qualitative aspects including qualifications and certification, the training of teachers and trainers, and the availability of educational and vocational counselling, are also outlined. The final section discusses a number of present trends and developments relating to employment, the relationship between education and the business community, and the resulting challenges for policy makers. This report is based on a small research project conducted on behalf of the European Commission and Cedefop. The project’s objective was to undertake a series of case studies and a summary study of the development of e-learning in small and medium sized enterprises (SMEs) in different countries. SMEs play a central role in the European Union, accounting for over 99% of all businesses, but have unfortunately been very slow in adapting to e-learning practices. Various factors - such as globalisation, the flood of information and communications technologies (ICTs), and the building of Europe’s lifelong learning culture - all demand an updating of the SME workforce’s skills and competences. This report seeks to identify good practices in the development and implementation of models for the use of e-learning, and discuss issues associated with them. The results indicate that there is: a missing training culture in SMEs; an ‘e-learning divide’ between white and blue-collar workers; poor content; linguistic issues; costs; and missing support structures. Suggestions made in regard to supporting the development and use of e-learning in SMEs include: possible changes in work organisation; the use of e-learning to support informal learning; development of effective pedagogies and strategies for e-learning in SMEs; and the important role of regions, networks and partnerships.
