This publication is based on a 1999 CEDEFOP survey undertaken at the request of the European Commission in order to contribute to the validation of the outcomes of the Leonardo da Vinci Programme I in terms of methods, tools and instruments for anticipating qualifications and competence development and adapting vocational education and training systems. It provides an overview of the approaches taken and innovations adopted at the national level and compares approaches at the European level. Cedefop's fourth annual report on developments in national qualification frameworks (NQFs) in Europe confirms that these frameworks are considered a key way of making qualifications easier to understand and compare within and between countries. It has also found that such frameworks are increasingly used to encourage changes in education and training. For instance, during 2012 some national qualifications frameworks opened up to include qualifications awarded outside the formal public system. Most of the 36 countries working together on the European Qualifications Framework (EQF) - the 27 EU Member States, Croatia, the former Yugoslav Republic of Macedonia, Iceland, Liechtenstein, Montenegro, Norway, Serbia, Switzerland and Turkey - have now agreed on the overall structure of their national frameworks. In addition to the fully operational frameworks in France, Ireland, Malta and the UK, 10 more countries are now entering an early operational phase. The 2012 overview shows that NQFs increasingly interact with and link to arrangements for validating non-formal and informal learning. The recent (December) Council recommendation on the validation of non-formal and informal learning invites Member States to put in place validation arrangements which are linked to NQFs and in line with the EQF, by 2018. The progress made on NQFs has made it possible for more countries to complete their link to the EQF; 16 countries had linked their national qualifications levels to EQF levels by December 2012.

Most parents who have needed their children's help with their computer or smartphone have had a feeling of obsolescence - that unnerving sense that their skills are out of date. But family embarrassment is one thing; at work skill obsolescence can be more unforgiving. Skill obsolescence is an integral part of technological progress and, in many cases, it is not a problem. It is natural that some previously necessary skills are no longer needed as people progress in their careers. However, skill obsolescence has become more important as jobs have become more demanding and complex. As technology progresses, this trend is expected to speed up in the coming years. To obtain a clearer picture of the largely unexplored question of skill obsolescence, Cedefop launched a pilot survey in four European Union (EU) Member States (Germany, Hungary, the Netherlands and Finland). The survey looked at how many people in work aged between 30 and 55 felt their skills were, or were becoming, obsolete. It also examined the type of skills and people most affected by skill obsolescence and what enterprises and policy-makers can do to reduce it.

Validation of non-formal and informal learning is defined as 'a process of confirmation by an authorised body that an individual has acquired learning outcomes measured against a relevant standard'. It aims to make non-formal and informal learning visible socially, in the labour market and in the education and training system, based on the identification, documentation, assessment and certification of such learning. Validation has the potential to contribute to achieving the goals set by the Europe 2020 strategy, as it can contribute to matching skills supply and demand, supporting mobility across sectors and countries and fighting social exclusion. The European inventory on validation of non-formal and informal learning is a regularly updated overview of validation practices and arrangements across Europe. It is compiled in cooperation with the European Commission and ETF. The inventory was endorsed by the Council recommendation of 2012 on validation and works together with the European guidelines as a tool to support countries in developing and implementing validation arrangements.
The inventory informs dialogue and learning between countries and stakeholders developing and implementing validation in Europe. Our key objective is to support Member States so that more learners and workers can acquire and make visible new skills, which will support their career and further learning and improve their quality of life. The 2018 update of the inventory is a unique record of how validation is being used nationally, regionally and locally across Europe. It contains the state of play and an overview of developments for 39 countries, illustrated by good practice examples. You will also find thematic reports on key issues in designing and implementing validation initiatives, plus three international case studies. The inventory is the result of a three-year process based on the work of a large network of national experts, extensive review of documents, and interviews with key stakeholders.

This CEDEFOP initiated study provides a global picture of in-company human resource development strategies and trends in qualifications and competence development. It is a comparative analysis of the subsidiaries of three multinational companies: Xerox; Glaxo Wellcome; and AXA Nordstern Colonia. The study shows that little agreement exists about working cultures and that despite the prevailing and even increasing consensus on the basic need to invest in employees and their training, the exact form of this investment and when, where and how it should be implemented, remain largely unanswered. The report is structured as follows: the first chapter provides an overview of the study, the theoretical background and European trends, and the methodology; chapter two provides a case study of Glaxo Wellcome; chapter three looks at Xerox (the document company); chapter four the AXA group; chapter five provides the conclusions; and the final chapter is a reference list. A strong [vocational education and training] VET system is increasingly seen as essential to overcoming the current economic crisis in Europe. VET is seen as a powerful tool to assist in balancing labour market inefficiencies, increasing youth employment possibilities, and reducing skills mismatch. Its inherent flexibility and closeness to the labour market place VET in a good position to contribute to a faster economic recovery and long-term sustainable development. However, crucial for this role is continuous and systematic VET renewal that assures its relevance for the labour market. This publication explores 15 European national approaches to feedback mechanisms between VET and the labour market. It illustrates the diversity of solutions currently applied across Europe and how they are embedded in national traditions and education philosophy. The study asks three fundamental questions: how inclusive are national mechanisms for feedback between the VET system and the labour market; how responsive are existing mechanisms; and how transparent?

These reports are part of the European inventory of national qualifications frameworks (NQFs). Since 2009, Cedefop has been carrying out a systematic mapping and analysis of NQF developments in countries participating in the European qualifications framework (EQF) process. These reviews, done in close cooperation with the EQF Advisory Group, the European Commission and the European Training Foundation (ETF), have directly supported the development of operational and sustainable NQFs. The reports offer a detailed description of the structure and scope of the NQFs, objectives, functions and institutional arrangements, along with data on the implementation and impact on broader policy areas of the frameworks.

This publication reports on a study which examined existing environmental education and agricultural practices that were environmentally friendly with the aim of defining new knowledge, skills and qualifications related to environmental issues in organic farming, and how these qualifications can best be acquired. The report is structured as follows: the first chapter outlines the background, objectives and design of the study; chapter two contains the European policy on agriculture and employment; chapter three describes the European agricultural sector, including the European organic farming sector, and the organic farming and certification systems in the five countries (Germany, Greece, Portugal, Spain, and the Netherlands); chapter four discusses education, training and innovation transfer in these five countries; chapter five describes the processing and distribution of organic products and presents the types of information dissemination among the consumers of organically produced products; chapter six provides national case studies; chapter seven contains conclusions and suggestions; chapter eight provides a summary of the main results (that regardless of education level, education, training, innovation transfer, and information on the production of certified organic products as well as on their distribution in the market, are important for all bodies involved in the chain); and the final chapter contains a bibliography. Education and training systems are being challenged by technological, economic, social and educational developments. In Europe, the Member States are increasingly questioning the European Community’s five-level structure of training and qualification levels. In 1998, in response to this concern and CEDEFOP’s own work program, an in-depth study was launched of five national vocational education and training structures covering the following three fields: (1) an analysis of the characteristics of national qualification frameworks; (2) an analysis of the similarities and differences between the national frameworks and the 1985 European five-level structure; and (3) an assessment of whether the European structure of qualification levels is being applied in the respective European Union (EU) Member States, and if it is, to what extent. The findings of the study are presented in three volumes and this volume provides a synthesis of the five country reports. The chapters in this volume are: Introduction; The scope of national qualification frameworks; The definition of standards; The definition of qualifications; The definition of levels in qualification frameworks; The development and maintenance of standards and qualifications; The classification of qualifications at tertiary level; The European 1985 five-level classification framework and the national structures; Conclusions; Towards a renewal of a European framework of qualification levels.
