The text is written only in French. This document is the final report of a seminar for key personnel from francophone African countries held in Ouagadougou, Burkina Faso, 10-14 February 1997. It presents experience of co-operation between technical and vocational education and the world of work in Benin, Burkina Faso, Cameroon, Chad, Mauritania, Niger, Senegal and Togo. This workshop, in coordination with UNESCO’s Education for the 21st century, the International Project on TVE (UNEVOC) and the Youth and Social Development activities, was organised with the goal of enhancing different learning and training opportunities for marginalised youth, particularly those who were not attending schools or training centres. This brief report outlines the organisation of the workshop, the working sessions and discussions, and the results and recommendations. The topics of the working sessions were: Needs assessment of training skills; Programme and projects planning; Action plan and mechanisms of implementation; Collaboration and coordination in implementation of programmes and projects. This study was drafted by the Centre for Strategic and International Studies under contract with UNESCO. It arises from a consultancy mission undertaken by UNESCO in 1995 to assist the Ministry of Education in Azerbaijan to develop technical and vocational education. The study is the first comprehensive document on vocational education in Azerbaijan that has become available in a West European language. The general condition of the sector is surveyed, followed by a detailed analysis of its structure and a discussion of the crisis that has occurred since the dismantling of the social and economic structure of the Communist regime. An analysis of the labour market follows, including a discussion of refugees from conflict with Armenia. The paper concludes with proposals for further decentralisation and a discussion of partnerships between government, non-government and international agencies. Show less
