This is a report on the findings of the 2016 National Aged Care Workforce Census and Survey (NACWCS) conducted by the National Institute of Labour Studies, on behalf of the Department of Health. It is the fourth report in the series (previous reports were in 2003, 2007, and 2012 [report indexed in VOCEDplus at TD/TNC 111.1075]. The 2016 report contains information about the size and composition of the workforce, training and education, the characteristics of aged care workers and the organisations in which they work, experiences of working in the sector, and factors related to staff recruitment and retention.

This brief article is based on a recent National Centre for Vocational Education (NCVER) publication, ‘Giving credit: a review of RPL and credit transfer in the vocational education and training sector 1995 to 2001’. The review indicates that recognition of prior learning (RPL) is meeting the objective of helping students gain recognised qualifications without having to undertake study for skills they already possess. The article highlights the significant differences in the uptake of RPL between groups of students as well as the key barriers to its uptake. Show less

The purpose of this paper is to speculate on the impact of [Coronavirus Disease 2019] COVID-19 on the number of apprentices and trainees and the consequent supply of skills. In 2020 governments moved very quickly to introduce programs to underpin the system, at a time in which the labour market was in turmoil. Subsequent increases in the level of commencements support the notion that the policies were broadly successful in increasing commencements. However, the story is more complicated, and it is necessary to delve into occupational level data. In many occupations a serious decline in the first year was more than offset by increases in the next. In particular, commencement numbers were unseasonably high in the December quarter 2020, and seasonably high in the March quarter 2021. Commencements are a leading indicator of what is happening in apprenticeships and traineeships, but it is completions that indicate the level of skills formation and we investigate what is likely to occur over the next few years in this regard.

This paper uses the 2011 Census data to quantify the impact of educational disadvantage among Indigenous Australians for labour market participation, employment and occupational destinations. The paper provides a snapshot of key demographics; information on participation and outcomes from senior secondary education, vocational education and training (including apprenticeships and traineeships) and higher education; and a detailed account of employment outcomes across regions and occupations. The paper then reports on studies that have looked at the need to take into account the multiple elements of economic participation, and focuses in more detail on the role of social capital and cultural attachments and employer discrimination. The paper concludes by emphasising the key findings about the role of education and the need to streamline programs and strategies.

Currently there are major concerns about the adequacy of the nursing workforce. This paper reports on workforce models built for both registered nurses, trained in universities, and enrolled nurses, trained in the vocational education sector. Projections suggest that the ageing of the population together with the ageing of the nursing workforce will put real strains on the supply of nurses. It is argued that the work organisation of the carer workforce (professionals, para-professionals and assistants/personal carers) will need to change. It is also suggested that articulation in the training arrangements between these groups will be important.

Students with a disability tend to have poorer educational outcomes in vocational education and training (VET) than the average over all students. This paper seeks to isolate the direct effect of being a member of a particular disability group by taking into account the characteristics (notably, educational background) of the members of the group. It is found that the direct effect of the disability differs between groups, and is highest for those with a mental illness, a medical condition or a physical disability. Show less

The Australian government recognises that a strong Australian Apprenticeship system is essential to sustain a strong economy. Accordingly, an Expert Panel was appointed to provide recommendations to the government on possible ways to reform the system to ensure that it can meet Australia's skills needs into the 21st century. The panel examined apprenticeship training arrangements, including current incentives, and suggested principles and evidence to improve outcomes for both apprentices and industry. The work of the panel was underpinned by a study on related economic costs and benefits, including research undertaken by the National Centre for Vocational Education Research (NCVER). This is one of four reports prepared by NCVER as part of this study. The report aims to bring together some of the more important economic considerations: some theory; evidence on costs and benefits; and sustainability, by which is meant whether there are issues that might impact on the long-term future of the apprenticeship and traineeship system. One of the most important social and economic trends over the last 50 years (or longer) has been the increase in education levels in the workforce. This has been underpinned by public policy settings which see expenditure on education and training as an investment in human capital, with a return to both individuals and the economy. The positive pay-off from education remains the linchpin of this policy direction, and in general the evidence is pretty solid. The purpose of this paper is to explore further one particular aspect of the pay-off from education - the type of job an individual with a particular level of education is likely to get. The general idea has been presented earlier (Karmel 2011). The authors use occupations as a device to rank jobs and then compare the distributions of jobs across time for individuals with particular education levels. In the earlier paper, for example, it was found that between 1996 and 2006, individuals with a diploma became considerably less likely to have a job in the top two deciles of skilled jobs (based on an index which ranked occupations depending on their qualification profile). The extension in this paper is four-fold. First, the data are updated to 2011, taking advantage of the Census of that year. Second, the analysis considers two alternative indexes, with occupations ranked on the basis of income and also by socioeconomic status, as well the qualifications profile. Third, changes in the occupational structure of the labour market are isolated, by using the 1996 distribution of jobs as the benchmark. Finally, the analysis is undertaken at a broad field of education level, to emphasise the point that averages mask considerable variation in people's experiences.
The paper: considers three indexes that can be used to rank occupations; shows how educational qualifications have increased and how the occupational distribution of jobs changed between 1996 and 2011; presents an analysis of the occupational distributions, focusing first on the relationship between educational qualification and occupational distributions in 1996 and then the changes between 1996 and 2011, and then repeats the analysis by field of education; and ends with a short discussion.

The annex is comprised of: the scope of the framework; TVET qualifications providers; and conceptual framework. This paper begins by describing the impact of economic and social conditions on the demand and supply of skills in Australia. It then discusses the current Australian policy environment relating to vocational education and training (VET) before looking at the SEAMEO region and the global trends that are likely to impact on member countries. In the final section, the paper looks at some of the implications for training and research. Major trends and issues discussed include: the increasing extent of part-time work and casualisation; increasing female participation in the labour market; the importance of increasing the level of education and training for teenagers; the spread of information and communication technologies (ICTs); and an ageing population. The paper concludes that in setting research priorities, it is important to take note of the structural changes that impact on VET. There are a number of trends that affect all countries - the growth of service sectors and the knowledge economy, the ageing population, and the general increase in educational levels - and these need to be taken into account.
