Vocational education and training (VET) has been seen to be an important element of school education for some time now. More recently, school-based apprentices and trainees have been given more prominence as an element of VET in Schools, partly as a response to skill shortages in a wide range of areas. The purpose of this short paper is to provide data on school-based apprentices and trainees to enable a judgement to be made about how this policy push is unfolding. After providing some context on the policy environment relevant to school-based apprenticeships and traineeships, this paper provides data on how many and what areas are covered, and goes on to look at attrition and completion rates. To provide a comparison group, data on apprenticeships and traineeships among young people are also given, noting that they form a very important entry point into the labour market for a large proportion of young people. The study found that despite a concerted policy push, the number of school-based apprentices and trainees is small and highly concentrated in Queensland and Victoria, among retail and hospitality training packages, and at the certificates I and II level. Attrition is lower among school-based than all young apprentices and trainees, both within the first six months and year, and at both certificate I and II and certificate III and above levels. With regard to the proportion completing their training, completion rates for certificates I and II are higher for school-based contracts than for all young apprentices and trainees, but substantially lower for certificates III and above. Completion rates in hairdressing, metal and engineering, and automotive certificates III and above are particularly low among school-based apprentices and trainees. Show less

This publication provides summary information regarding the training outcomes for students who completed their vocational education and training (VET) during 2007. The findings presented relate to students who are awarded a qualification (graduates), or who successfully complete part of a course and then leave the VET system (module completers). The publication reports on outcomes of students from technical and further education (TAFE) institutes, other government providers or community education providers. This includes students funded by the Commonwealth and states, as well as those training on a fee-for-service basis. It also reports on outcomes of students from private providers, including those funded by the Commonwealth and states. Show less

This paper investigates large differences in employer satisfaction with vocational education and training (VET) between 2005 and 2007. Employer satisfaction was measured using the 'Survey of employer use and views of the VET system', which was first conducted in 2005 and repeated in 2007. It measures employer satisfaction with vocational qualifications as a job requirement, apprentices and trainees, and nationally recognised training. Differences in weighted estimates of employer satisfaction were examined in light of sample sizes and the distribution of employers' responses to the survey. A model-based approach to estimation was used, which accounted for the relationship between satisfaction and the size and industry of the employer. Show less

The project reported in this working paper is focused on identifying the barriers and supports to vocational education and training (VET) participation for workers from low paid occupations and those with lower levels of education, in the context of changing work-life configurations. The paper presents analyses from three large surveys, the NCVER Student Outcomes Survey (SOS), the Australian Bureau of Statistics Adult Literacy and Lifeskills Survey (ALLS) and the Household Income and Labour Dynamics in Australia (HILDA) survey. The analyses are designed to identify the VET and labour market characteristics of low paid and lower educated groups and identify the factors that are likely to support or undermine the capacity of these groups to engage in VET. Findings include: low paid workers, and low paid women in particular, are a major VET client population; part-time work is common, especially for low paid women and younger workers; low paid workers attained lower VET qualifications; low paid workers are more likely to transition to higher skilled employment after VET training; perceived employment benefits of training differed between low paid and other workers; low paid workers were in workplaces less supportive of work-life and work-study balance; VET students had greater access to flexible work arrangements compared to lower educated workers not engaged in VET; literacy deficits are linked with employment in low paid occupations; structural employment barriers to VET participation for low paid workers must be recognised and addressed; and women are a priority for interventions to support VET participation. In the context of an ageing population, the opportunity for people aged 45 years and older to update their work-related skills and knowledge is potentially important in enabling some of these workers to remain in, or return to, employment. This study considers the diverse nature of older workers in the labour force and their learning preferences. It suggests that some changes to skill development activities are required to accommodate the motivations, objectives and ways of learning of older workers. These changes include a mix of organisational factors, such as integrating learning and work, and teaching and learning factors, such as flexibility and responsiveness to learner needs. Show less

Fifteen adult learners describe those experiences of education and the significant impact of their learning identity on their engagement with learning in the long term. The study was based in a regional area of the Northern Territory and includes people from different age groups and backgrounds including Indigenous and non-Indigenous people, long-term residents and migrants from other places. This publication contains a summary of statistics on persons undertaking vocational training through contracts of training arrangements (apprenticeships and traineeships) for the quarter ending 30 September 2007. It looks at the estimates of apprentices and trainees who were training as at 30 September 2007 and at longer term trends for in-training figures. Commencement numbers provide the best guide for the direction of any change in the apprentice and trainee population. Newly commencing apprentices and trainees were predominantly aged 19 and under, and male. There was considerable variation in growth in commencements with inceases in numbers in the Australian Capital Territory, Queensland, Western Australia and New South Wales and with numbers declining in the remaining states and territories. Newly commencing apprentices and trainees were predominantly immediate clerical, sales and service workers, followed by trades and related workers.
The figures used in this publication are estimated figures calculated by the National Centre for Vocational Education Research (NCVER) based on the reported data for the September quarter 2007. Show less
