This [environment scan] Escan provides Innovation and Business Skills Australia (IBSA) with an opportunity to combine direct industry intelligence with statistical data on training and workforce participation. Through this process, skill needs and workforce development priorities are identified for Australia's innovation and business industries. The information is used by IBSA to advise government on refinements to training packages to meet the needs of industry and identify investment priorities for Australia's vocation education and training (VET) system.

The Business Services industry is made up of organisations that provide business related services to other businesses. It covers a range of sectors including marketing and advertising, management consulting, legal services, human resources and staffing, data processing and customer contact facilities or call centres. Business services underpin the work of organisations in all sectors of the economy from large commercial enterprises through to small not for profit organisations. The major markets for business services are government, finance and insurance. The Business Services industry employs over 750,000 people - 7.0 per cent of the Australian workforce. It is also highly dispersed, comprising a large number of small, individual practices. Employment in all sectors is expected to grow over the next five years, except for contact centres, which is expected to remain stable.

Key issues likely to affect the industry over 2013-14 include: technological advances, particularly cloud computing; a movement towards value added services, particularly in assisting businesses with a full service from inception of solutions to implementation; new government legislation; continued demand from the resources and energy sector. Key workforce development issues and challenges for the industry include: organisations are requiring more knowledge and skills from their workers; strong communications and relationship building skills are critical for all sectors; competition for talent means businesses will need to know how to value diversity in all its forms; productivity has emerged as a major issue across key sectors of the economy; ongoing upskilling and reskilling of workers in relation to information and communications technology (ICT); due to increasing regulation, accountability and need for proficiency in IT as well as a flattening out of management structures, there is more pressure on workers to develop their literacy and numeracy skills.

The furnishing industry skills forecast and proposed schedule of work, links the sector trends, workforce skill priorities and training plan to effectively meet the future skill needs of this sector in transition by: (1) providing an understanding of the industry including its primary activities, its size and sub sectors, type and location of employers, and opportunities and challenges (sector overview); (2) outlining the critical workforce challenges and opportunities (employment); (3) forecasting future skills priorities by describing trends in workplace and job design (skills outlook); and (4) proposing and prioritising training product development and review activities (training product review plan). This April 2017 update augments the earlier work plan submitted in September 2016 [produced by Manufacturing Skills Australia (MSA)] with an executive summary, incorporation of updated priorities for training product development and review following recent consultations with the Furnishing [Industry Reference Committee] IRC and State Training Authorities.

The furnishing industry includes manufacturing and installation of internal decor and structural aspects of residential and commercial buildings, as well as some external structures such as awnings. The industry is concentrated on the eastern seaboard with the majority of businesses operating as non-employers or small businesses. The impact of new technologies and advanced materials continue to vary across sectors. The close alignment of the furnishing industry with the construction industry drives hotspots of activity in contrast to the impact of the downturn in construction associated with the resources industry. Market differentiation through customisation, green credentials and complete service from design to installation are being used as strategies to compete with challenges resulting from international trade agreements.

IBSA Group conducted an extensive series of research and consultation activities, 'Delivering modern manufacturing through a skilled workforce', in response to increasing changes in workforce skills requirements, the Australian Government's release of the Modern Manufacturing Strategy (MMS) [available in VOCEDplus at TD/TNC 144.320] and the ongoing disruption caused by [Coronavirus Disease 2019] COVID-19. This report provides insights, from industry leaders and stakeholders from across the manufacturing industry, on the challenges currently facing the manufacturing sector. It also proposes strategies to support the development of a highly skilled workforce that can underpin the future of manufacturing in Australia.

These insights were gathered between November 2020 and March 2021. They involved industry stakeholders who are active in a wide range of manufacturing sectors through their firms and businesses, industry associations or as employees. The report provides a summary of findings from the program of works and, on the basis of these findings, proposes a series of skills responses to be advanced jointly by industry, governments and the training sector. The findings and recommendations in this document are drawn from the views of the individuals and organisations that participated in the consultations.

Innovation and Business Skills Australia's environment scan (Escan) underpins our advice to governments and other stakeholders on skills needs and workforce development priorities across our six industries: business services, cultural and creative industries, financial services, information and communications technologies, printing and graphic arts, and training and education. Escan 2012 combines direct industry intelligence with statistical data on training and workforce participation and presents detailed analysis of the influencers on workforce development and skills demand. The Escan addresses the following key areas: apparent or emerging industry productivity issues for IBSA's six industries; workforce development and skilling priorities; and priorities for training package continuous improvement.

The training and education industry has been - and is - undergoing change principally affected by two factors: changes in funding models and the comprehensive introduction of demand driven systems. Revenue was expected to reach $104.7 billion in 2013-14, was confirmed at $110.9 billion in October 2014 and is forecast to reach $136.7 billion by 2018/19. The education and training industry provides education services from preschools and schools, through to vocational education and training (VET) and higher education. In July 2015 [Innovation and Business Skills Australia] IBSA commissioned a national project to review and report on the future directions for [vocational education and training] VET level public relations training in Australia. The project was to scope the possible directions that would inform subsequent updates and revision to the Business Services Training Package (BSB). The objectives of the project were: (1) to identify the relevant industry currency of existing units of competency and qualifications within BSB covering public relations; (2) to scope the potential of BSB public relations with regard to contemporary industry practices, including the need for relevant qualifications in the sector; (3) to identify the extent of industry support for further development of relevant units of competency, qualifications and/or skill sets; and (4) to scope the possible pathways between any proposed qualifications, higher education and other relevant components in the existing BSB Package. This final report presents the findings of the project, an analysis of the scoping issues and a recommended solution for VET public relations training.

The Chemical, Hydrocarbon and Refining (CHR) industry combines three distinct but related subsectors: Basic Chemical and Chemical Product Manufacturing (chemical), Petroleum and Coal Product Manufacturing (hydrocarbons) and Primary Metal and Metal Product Manufacturing (refining). The industry is heavily trade exposed and subject to global economic trends, as well as being strongly related to the resources sector (through the Industrial Gas Manufacturing and the Explosives Manufacturing subsector). Offshore competition and environmental demands play a significant role in the sector, which is heavily government regulated.

This business analysis scoping project set out to present recent research on business analysis, the impact on skill requirements for managers and to consider the implications for current vocational qualifications. While it is important to recognise that the lines between skills in business analysis and the role of a Business Analyst are somewhat converging, this project did not investigate the skills needs of the Business Analyst occupation but rather the skills required to undertake business analytics. This was achieved using a combination of approaches: reviewing contemporary literature and developing a discussion paper to stimulate some thinking and feedback; developing an online survey for stakeholders; interviewing over 20 stakeholders from a cross section of enterprises including industry and government; reviewing feedback on the discussion paper; and running a discussion through a LinkedIn special interest group.

Training Packages and the national VET system remain crucial to the ongoing development and productivity of the Australian workforce. The continuing rise of the digital economy – spurred on by general access to a high-speed broadband through the National Broadband Network (NBN) rollout – will intensify the interconnectedness of all industries within IBSA's scope and highlight the need for the closer integration of ICT, business and creativity and design capabilities. Sustainability, both business and environmental, along with increased business sensitivity to the economy emerge as prevailing issues. Skilling specifics include a strong emphasis on digital readiness consistent with new business opportunities from access to high-speed broadband.

This Escan reports that there is a key challenge for Australia's VET sector to respond nimbly to the shifting skills needs of Australia's economy, businesses and workforce. Also reported is that variations in programs and administrative arrangements at the jurisdictional level, while continuing to provide region specific skilling initiatives, also challenge the engagement of major enterprises in national skilling programs.
