This publication presents experimental statistics on apprenticeship starts between the 2012 to 2013 and 2016 to 2017 academic years by employer size, sector and region using linked data. The Individualised Learner Record (ILR) and the Inter-Departmental Business Register (IDBR) have been matched together to allow information about apprentices to be linked to business information of the apprentice's employer, covering: learner characteristics (age and gender); apprenticeship information (level and subject studied); and employer characteristics (industry sector, size, region and legal status) The matched ILR-IDBR dataset covers five academic years between 2012/13 and 2016/17. The resulting linked education and business dataset is used to produce estimates for volumes of apprenticeship starts by employer characteristics.

This report presents the findings from an evaluation of the first phase of the London European Social Fund (ESF) Youth Programme 2014-2020 (the Programme), with delivery occurring between April 2016 and March 2019. This report was written in late 2018, while some projects were still underway. It presents a snapshot of the results achieved and lessons learnt to that point. The Programme was designed to support young Londoners, aged 15-24 who were either not in education, employment or training (NEET), or at risk of becoming NEET, into sustainable employment, education or training (EET). The Programme involves seven strands of activity, aimed at different cohorts of young people and working with employers and schools. Five of the programme strands are intended to work together, with providers referring young people between strands in order to access targeted support. Key findings include: (1) the programme has been successful so far in supporting most participants (53 per cent) into EET; (2) despite the collaborative design of the programme, providers made fewer referrals than anticipated; (3) despite some reservations, the payment by results approach was generally viewed as the best payment model for this type of programme, incentivising the intended outcomes for providers; (4) providers had different ways of working but in terms of good delivery practice, the most effective approach they have found is to use skilled advisors, have strong local partnerships and to work flexibly with the young person; and (5) participants typically enjoyed the programme and found it helpful in improving their confidence, skills, prospects of getting a job, knowledge of options available to them, and motivation to take next steps.

This research compares students' level of education and qualification route to their employment and earnings in later life. It includes information on: personal characteristics such as age, gender, disadvantage; level of education including GCSE attainment and highest level qualification by age 25; and employment and earnings in the 2016 to 2017 tax year. It looks at a group of people who took their GCSEs in 2005. For this research, we define disadvantage as being eligibility for free school meals at any point between ages 11 and 15.

The research focuses on a cohort of individuals who undertook GCSEs in 2004/05; it follows the cohort through post-16 learning and into the labour market using the Longitudinal Education Outcomes (LEO) Study. Educational achievement is measured at age 15 (GCSEs) and by ages 18, 23 and 25, and labour market outcomes are observed in the 2016-17 tax year.

The Department for Education is conducting a comprehensive review of Level 4-5 education (the 'Level 4-5 Review' or the 'Review') with a focus on how technical qualifications at this level can best address the needs of learners and employers. The Review forms part of the Department's wider work on skills and Higher and Further Education, including the implementation of the Post-16 Skills Plan, and this evidence will feed into the Review of Post 18 Education and Funding.
This interim evidence overview: provides an opportunity to share research and analysis undertaken by, or in consultation with, the Department, following the announcement of the Review in October 2017; invites any further contributions from those with experience and expertise in this area; outlines areas which will be given particular consideration as the Review progresses; and adds to the existing evidence base and informs policy development in the Review.
