In 1998, more than 100 researchers and vocational training experts from most European Union (EU) Member States and other countries in Central and Eastern Europe attended a conference that was held in collaboration with the German Federal Ministry for Education, Science, Research and Technology and the European Training Foundation (ETF) to: examine how comparative vocational training research is related to policy and practice and how it contributes to the transfer of innovation in the European context; and assess the current situation and highlight prospects for the development of comparative vocational training research in future.

This report contains the contributions, recommendations and follow-up of this conference. It opens with an executive summary and an introduction by Uwe Lauterbach and Burkart Sellin. The theme for this year’s conference was ‘Vocational education and training systems, what works and why’ and the program was structured around four topics: VET systems; VET in developing countries; VET and economic and social development; and VET and special needs groups. This paper [part of the third topic] investigates non-traditional occupations (NTOs) and employment for women, exploring failures, successes and remaining barriers for women in the workplace; specifically those barriers that have remained impervious to the idea that this area of employment has the potential to promote economic independence and equality of opportunities for women.

This publication results from proceedings of the Agora conference ‘Skills for Europe’s future’ organised by Cedefop in February 2008.
