The need for vocational education to respond to demand-side factors has become a key policy goal for vocational education in Australia. However, what comprises the demand side has not been critically appraised. Assumptions that only industry and enterprises comprise the demand side are questioned by the legitimate claims for inclusion by regions and individuals. Taking this more inclusive definition of the demand side of vocational education, the outcomes of a study that investigated the changing relationship between industry and enterprises are reported. It also mapped the needs of the four client groups. Identified are both commonality and difference in these needs, some of which are not readily reconcilable within an enterprise or industry-led vocational education system. Means for reconciling the needs of the client groups within curriculum development are discussed, as are some supply-side considerations.

This paper proposes bases for conceptualising a workplace pedagogy. Its central elements include three levels of guided participation at work comprising: everyday participation at work; guided learning for work; and guided learning for transfer. Together, these levels of guidance and the sequenced access to workplace activities represent the superstructure of this pedagogy. However, its foundations are located in the access to activities and guidance the workplace affords. The prospects for learning through guided participation are formed by the support and sponsorship afforded by the workplace, and how workers decide to engage with the workplace. Consequently, the bases of a workplace pedagogy cannot be restricted to the intentional and unintended experiences that learners are afforded through guided learning. It also needs to account for how workplaces invite access to activities and guidance, and also how individuals participate in activities and engage with the guidance that workplaces afford. Together, these bases for learning through work edge us closer to a comprehensive workplace pedagogy.

This report aims to inform policymakers and practitioners in the Arab region and other countries and agencies supporting the development of technical and vocational education and training (TVET) about what steps might be taken by the government, social partnerships, TVET training institutions, private and public sector workplaces, and to organise, implement, manage, and evaluate effective [work-based learning] WBL programmes targeting young people. The report is mainly informed by country reports from Algeria, Egypt, Jordan, Lebanon, Palestine, Morocco, Oman and Tunisia. These practical guidelines have been developed under the Youth Employment in the Mediterranean project (YEM) which is a three-year regional initiative launched by UNESCO and implemented in collaboration with eight Member States in the period of 2018 to 2020. The project is funded by the European Union and aims to improve skills anticipation systems and promote TVET to strengthen youth employment and encourage entrepreneurship in the Mediterranean region.

Many countries are becoming increasingly reliant upon an aging workforce. Yet, much literature positions older workers as 'last resort' employees, held in low esteem by employers whose preference for youth extends into decision-making about workplace engagement and support. As part of a broader study on maintaining the competence of older workers, we investigated the extent to which a group of employees in Australia aged 45 or more perceived they were discriminated against because of their age, including access to training, promotion opportunities and job security. Against expectations arising from the literature, informants reported little in the way of explicit age-related bias in their employment, opportunities for advancement and further development. Although the informants have particular characteristics and featured paraprofessional and professional workers, the contrast is noteworthy between what is reported in the literature and often premised on surveys, and our data were based on interviews. The findings indicate a need to be wary of making easy generalizations about the extent to which older workers per se are discriminated against in the workplace, while at the same time acknowledging that such discrimination exists, and perhaps for particular kinds of workers. In addition, we found a range of nuanced responses that suggest there are tensions between discriminations policies and practice that are a challenge for human resource development professionals.

This book of readings brings together the results of a body of research on the funding and financing of vocational education and training (VET) in Australia presented at a research forum hosted by the National Centre for Vocational Education and Research (NCVER) in late 2003.

There is widespread belief amongst many Australian commentators that Australian employers do not provide their employees with enough training. In recent years this belief has led to calls for the re-imposition of compulsory levies on employers to ensure that they spend more on training. This belief is largely based on the analysis of data from the Australian Bureau of Statistics (ABS), particularly data on training expenditure. In this chapter the authors challenge this interpretation of the data and make the case that Australian employers do not spend much less than their international counterparts on training for their employees and that the way to get employers to invest in training is not through the use of compulsory levies.

Over the last 20 years, the voice of business and its impact upon Australian vocational education have transformed. These changes comprise the reluctance of enterprise to be involved; industry determining what is taught and assessed, and how; the principles for administering vocational education; and attempts to use vocational education to reform the schooling system. These transformations and government complicity in them are enmeshed in the restructuring of the Australian economy, allegedly in response to an increasingly competitive and globalised economy. They were also facilitated by vocational education continuing to be misunderstood and having low status. However, the expanded leadership role afforded to Australian business has not been matched by its purchase on the complexity of educational issues and practice, including the need to encompass other interests (e.g. small business and students). While vocational education has become the business of business, it seems it is business not understood. Even in addressing its own purposes (i.e. work readiness), business has demonstrated a preference for ideological and naive imperatives that have proved inadequate. Along the way, the goals for vocational education and standing of its institutions, practitioners and students have all been transformed, probably to their detriment.

Changing personal and societal sentiments about the status of vocational education and the occupations it serves requires information, education, action at societal and local levels and will, inevitably take time. With entrenched issues such as the standing of occupations and the education systems that they serve, it is more likely incremental and focused initiatives are required to bring about this change. It has been consistently identified that there are 'zones of influence' shaping young people's decision-making about postschool pathways. These zones comprise the aspirations and advice of parents, the intended and unintended press of schoolteachers, the views of peers and suggestions arising from within the community. Consequently, advising and shaping young people's decisions about postschool pathways, including an informed and impartial consideration of vocational education, are not restricted to those students alone. Instead, it is necessary that those comprising these zones of influence also need advice and information so that young people's decision-making can be supported by informed and impartial advice.

A series of workshops with teachers and administrators, and presentations to policy and practitioner groups were used to evaluate the findings from focus groups and interviews, and a national survey that are elements of an Australian study. Those events were directed to identify how key institutions of government, schooling, vocational education institutions and industry could work to shape these zones of influence in ways that promoted broader and more informed considerations about post-school pathways, including vocational education. This led to strategies that could be used to reshape and enhance the standing of vocational education as a worthwhile post-school pathway across these zones of influence. These strategies were proposed as being directed broadly to inform that decision-making, and that includes perspectives, aspirations and interests of school students, parents, teachers, other familiars and members of the community, who in different ways shaped those perspectives.

This chapter sets out some initiatives that might be enacted by government, schools, employers, and teachers to offer experiences and informed and impartial advice about potential post-school pathways through engaging with the zones of influence.

The aim of this report is to identify and discuss policy options to promote employers’ increasing their contributions to employees’ training and development. This includes outlining the level of employer sponsorship of training identified through different statistical data, comparisons between Australia and other countries, highlighting models that seek to account for different approaches to and mechanisms for employer sponsorship of training, and consideration of policy options to lever greater commitment from Australian enterprises. The report seeks to establish the conceptual terrain for advancing policy in the area of employer sponsorship of training. The research involved a two-step methodology. In the first phase, an extensive literature review was conducted on the policies used by governments in Australia and overseas to encourage employers to invest in training. In the second phase, interviews were conducted with major stakeholders in Australia and a range of overseas experts to appraise the effectiveness of policies in more detail.

A range of policy goals were identified which have the potential to be met through an enhanced commitment by enterprises to training. These goals include fulfilling specific enterprise needs as well as building the national base of skills. Given the uncertainty of policy goals, and the evidence of inconsistent commitment to investment in training across sectors, and between enterprises of differing sizes, it was concluded that, in the short term, at least four policy mechanisms might be used judiciously to secure different kinds of goals and in different circumstances. These mechanisms are: levies; partnerships; leverage; and regulation. Enhancing the status of vocational practice and vocational education appears to be a key goal for the Australian context however the report suggests that it is important that governments take on this role, rather than industry, since the latter might well experience difficulty promoting arrangements which have the potential to jeopardise industrial processes.
