This report provides an overview of the entire Australian workforce based on the methodology used in the American study titled 'Education for what? the new office economy' by Anthony P. Carnevale and Stephen J Rose (an executive summary of this study may be found at TD/INT 54.13). Data from five Australian censuses (1976, 1981, 1986, 1991, and 1996) have been analysed to provide a time series profile of the Australian workforce, focusing on types of functions instead of just where people work or what occupation they have. The project report reveals relationships between what people do, how much they earn, and how educated they are.

Section 1 details the rationale behind the functional approach taken to analyse economic activities and the workforce. An overview is provided of the trends on the total workforce for the past twenty years, and presents findings on employment share, and the education and earnings of workers in the various function groups.

Section 2 explains the job level analysis (elite, good, and less-skilled) in greater detail and presents findings on employment share, education and earnings in terms of these categories.

Today, Australia holds a position of strength in the global economy. This has been achieved through embracing change, robust growth and a focus on productivity improvements. Vocational education and training has made an important contribution by increasing the skills of Australian workers, which has delivered higher productivity and more innovative work practices. As in many countries a number of changes are also evident in Australia: the developing knowledge-based economy and the growing services sector. The impact of these changes is causing a sea change in skill requirements for Australian industry, as demand for traditional skills in some industries is now being overshadowed by demand for skills to create, organise and apply knowledge and to work with others to do so. The borders of occupations are blurring with the diffusion of technology across industries. Application of new technology impacts on the shelf-life of skills, necessitating accelerated skills development. The other long-standing trend - that of part-time exceeding full-time job gains - is also expected to continue. To ensure that Australia's workforce is at the cutting edge of these developments, the Government, through the ANTA [Australian National Training Authority] Board, needs strong and robust advice from industry about its future skill needs. In 2003 the ANTA Board took two initiatives to strengthen the advice from industry - the launching of a National Industry Skills Forum of industry leaders and the creation of 10 new Industry Skills Councils. The ANTA Board wants to work in partnership with businesses to meet the demand for skills in traditional and emerging industries. As National Competency Standards and Training Packages are introduced into TAFE Institutes, they will affect education programs and, therefore, the library staff and services that support the programs. It is crucial that library staff understand the competency standards so that they may support teaching staff and students in the delivery of Training Packages. This document provides: an explanation of National Competency Standards and National Training Package; a list of key competencies; activities to develop an understanding of Training Packages and competency standards; a glossary of related terms; an annotated bibliography; and a checklist for self-assessment in relation to understanding National Competency Standards and Training Packages. In this article, ANTA writes that this is a vital period for the development of a high quality, client focussed vocational education and training system that will provide Australia with a highly skilled and flexible labour force for the future. We need to be clear that our efforts toward creating an improved training market are about introducing competition on the supply side of vocational education and training. The result of this market will be three outcomes: (1) a framework for qualifications, standards and assessment; (2) an opportunity for the broader range of quality formal vocational education and training to be recognised; (3) the introduction of competition and the associated cost and service benefits.

The article discusses changes that will be needed to the vocational education and training system for these three outcomes to occur. Show less

The Australian National Training Authority (ANTA) has been funding research that examines design and innovation since 1997. As the research evolved, the findings demonstrated that identifiable skills for innovation are accessible to most of us under the right conditions and can be utilised by all workers in an organisation. This publication provides a comprehensive practical example of how an organisation can use the innovation skills and embed them into processes, products and services. Kangan Batman TAFE Automotive Division volunteered to act as the case study for this publication. The skills identified from the research have been tested with several organisations and are described within the text.

The Shared Technology website supports a research project into how new technology will affect the provision of training in the vocational education and training (VET) sector. The project has been funded by the Australian National Training Authority (ANTA) through the ElectroComms and EnergyUtilities Qualifications Standards Body Australia. The project aims to inform industry and VET administrators about the range of emerging technologies that are likely to be shared across the automotive, building and construction, engineering, electrical, electronics, information technology and telecommunications industries. The purpose is to make sure that enough information is received in order to plan for training in these areas to meet future skill requirements. This project uses data collected from individual interviews with industry representatives, written submissions and reports from the industries themselves.The website is designed to provide students, trainers and others with some of the data that the research is uncovering. It will be regularly updated to provide interested individuals with information on the progress of the project.

A number of documents emerging from the project are available on the website: (1) the research report from the project, 'Shared technology: a roadmap for traditional and emerging industries to 2008' (available in VOCEDplus at TD/ANTA 75.04); (2) a conference paper, 'Shifting industry borders: the demand for future skills in industries using new and shared technology', which was presented at the National Industry Skills Forum by the Chief Executive of the Australian Electrical and Electronics Manufacturers' Association, which presents an overview and elaboration of the findings of the research report (available in VOCEDplus at TD/ANTA 76.15); and (3) 'Issues paper for research into institutional pathways outcomes against technology based National Training Packages, which sets out the background for the project and is available in VOCEDplus at TD/ANTA 76.16. The second National Industry Skills Forum, an initiative of the Australian National Training Authority (ANTA) Board, was held on April 15, 2004, bringing together Australia’s employment and business leaders to discuss with the ANTA Board and Chairs of State Training Boards, the workforce skills base required for internationally competitive companies and enterprises. This document contains summaries of presentations by three panellists: Paul Kelly, Bernard Salt and Alan Oxley. It also provides information from an open discussion session that focused on improving skills planning to ensure business and industry have access to a highly skilled Australian workforce.

Currently, operators of high-hazard equipment are licensed through a competency-based assessment system based on guidelines declared by the National Occupational Health and Safety Commission (NOHSC). In 2002, NOHSC and the Australian National Training Authority (ANTA) established a Statement of Relationship and, as a result, occupational health and safety (OHS) and training authorities have worked closely to improve the ways in which OHS issues are addressed within the development, review and implementation of national training packages. The Transition Working Group was established jointly by ANTA and NOHSC with key stakeholders to examine options for an agreed OHS/vocational education and training (VET) system ‘one-stop shop’ approach to the training and assessment of plant operators within the VET system. The findings of the Transition Working Group are presented in a two volume draft report indexed at TD/ANTA 75.27 and TD/ANTA 75.28. The purpose of this consultation paper is to obtain stakeholder feedback on the findings of the Transition Working Group. The feedback received will be considered by the Transition Working Group before finalising its recommendations for the consideration of the NOHSC and ANTA.
