The second National Industry Skills Forum, an initiative of the Australian National Training Authority (ANTA) Board, was held on April 15, 2004, bringing together Australia’s employment and business leaders to discuss with the ANTA Board and Chairs of State Training Boards, the workforce skills base required for internationally competitive companies and enterprises. This document contains summaries of presentations by three panellists: Paul Kelly, Bernard Salt and Alan Oxley. It also provides information from an open discussion session that focused on improving skills planning to ensure business and industry have access to a highly skilled Australian workforce.

This report is the first edition of an annual report to be produced as part of the Australian National Training Authority's (ANTA's) drive to keep training in touch with the economy's skill needs. The aim is to provide a report to Ministers which: gives a general overview of the state of play of industry skill needs; outlines the drivers of industry demand for skills so as to anticipate future skill needs; and identifies the priority areas that need to be addressed at a national or policy level to ensure future industry skill needs are met. The focus of this first report is on the drivers of industry demand for skills and it is based on an analysis of the strategic industry VET [vocational education and training] plans submitted earlier this year by the Industry Training Advisory Bodies (ITABs). One of the key messages in this report is that skill needs vary from time to time, and by understanding what drives industry skill needs, attempts can be made to anticipate trends, change policy, or intervene ahead of time to minimise skill shortages in the future.

This one day seminar focused on national and local issues involved in supporting the training market. The seminar participants identified the following broad issues: the need for clarification and definition of the training market; the need for a continued and nationally co-ordinated marketing strategy to promote the benefits of training; the need for a simplification of the accreditation system; the need to improve portability of awards including credit transfer; and the encouragement of a culture of partnerships and joint ventures, with issues of accountability and function to be properly addressed. The first Skilling Australia Forum was held on 10-12 September 2003 on Queensland's Gold Coast. Participants from Australia's business, education, media and government communities met to discuss vocational education and training's (VET's) present and potential place in the Australian community. The debate emphasised the strengths of and exposed gaps in Australia's VET industry. Workshop sessions examined key drivers for repositioning VET, current obstacles for VET, and strategies for repositioning VET. The outcomes from each of the sessions are available on the website. The recommendations are: (1) repositioning VET products, processes and perceptions in support of the re-branding strategy currently being worked on by the Australian National Training Authority (ANTA); (2) in repositioning the practical priorities for VET, the four key areas to focus on are product/lifelong learning, business life cycle, national investment, and leadership and decision-making; (3) in repositioning the community?s perceptions, targeted strategies aimed at the following five segments are required: students, customers/consumers, decision makers, community, and internal staff. The Australian Vocational and Training System (AVTS) Consultative Forum, held in Melbourne on 14 February 1996, provided participants from industry, small and medium enterprises, large firms, government and non-government schools, state and territory vocational education and training (VET) providers and the Commonwealth and equity groups an opportunity to consult on the implementation of the AVTS. The Forum took the form of workshops and presentations. The following issues were covered in the workshops: Work placement coordination; Key competencies; Industry involvement in the AVTS; Professional development; Communications and marketing; NETTFORCE and labour market programs; Access and equity; Assessment / recognition of prior learning (RPL); Industrial issues; Best practice; Small and medium enterprises; Schools. Key messages to emerge from the Forum included: the need to encourage collaborative partnerships between providers and enterprises; the need to develop flexible funding arrangements; the need for flexible delivery strategies and arrangements; the need to incorporate access and equity issues when considering work placements; and the need to share professional development resources across states and territories and industries. This report contains a summary of key messages that came out of the Forum; a summary of the Forum by Terry Moran; an outline of the issues that were dealt with in the workshops and the views and conclusions of each workshop; and, the presentations.
