The national strategy for people with a disability in vocational education and training (VET) aims to create a VET system that employs leading best practice in achieving equitable outcomes for people with a disability in Australia. This achievement will be built on partnerships involving those with disabilities, training providers, industry, and policy makers and planners. The strategy’s four key aims are to increase access to VET for people with a disability, to improve successful participation and attainment, to achieve outcomes in employment and lifelong learning to enable people with a disability to make a greater contribution to the economic and social life of the community, and to create an accountable system that ensures equitable outcomes for those with a disability. This document outlines the current context for people with a disability in Australia and highlights the challenges for VET. It then describes the four goals of the strategy, the current situation and the action required to achieve the objectives within each goal. The appendices contain a glossary of terms and acronyms, calculations of the current situation and estimates of opportunity costs.

This review suggests that Bridging Pathways, the national strategy for people with a disability in vocational education and training (VET), is in the earliest stages of implementation so it is too early to see measurable significant change in outcomes as a direct result of the strategy. However, in terms of the foundations needed for change, the strategy has begun to make a discernible impact.

In August 1999, 'Flexible learning for the information economy: a framework for national collaboration in vocational education and training 2000-2004' was endorsed. The framework has been developed by the Education Network Australia Vocational Education and Training Advisory Group (EdNA VET Advisory Group or EVAG) and represents a strategic plan for the five-year National Project allocation for Flexible Learning. It is designed to support accelerated take-up of flexible learning modes and to position Australian VET as a world leader in the application of new technologies to vocational education products and services. This publication is the first annual plan in a five-year funding cycle to support the implementation of the framework.

'Partners in a learning culture' is a broad national strategy identifying key areas for improving vocational education and training (VET) outcomes for indigenous people in Australia. It provides a new vision for the participation of indigenous people in VET and was developed through consultation with various indigenous organisations and community groups, State, Territory and Commonwealth Governments, employer bodies, and training providers. The strategy requires a partnership between indigenous Australian communities, governments, industry and training/education providers. This blueprint is a guide for the actions needed to achieve the vision in 'Partners in a learning culture'. It is intended for program managers in government agencies and training organisations and provides strategies, actions and outcomes to facilitate change without affecting sector business operations. The blueprint has two sections. The first is an overview for decision makers describing the investment required and the outcomes across stakeholder groups as a result of implementing 'Partners in a learning culture'. The section contains a business case and the blueprint requirements. Section two contains the strategies and actions needed to facilitate change in relation to the specific objectives of 'Partners in a learning culture'. Resource requirements, timelines and performance measures are included.

It provides a new vision for the participation of indigenous people in VET and was developed through consultation with various indigenous organisations and community groups, State, Territory and Commonwealth Governments, employer bodies, and training providers. The strategy requires a partnership between indigenous Australian communities, governments, industry and training/education providers. This document begins with an overview of the vision for VET for indigenous Australians, the evolution of this strategy and its relationship to other existing VET policies, and aspects of the disadvantaged status of indigenous Australians. It then describes the actions within the four objectives of the strategy and the key performance measures for each objective. The four objectives are: to increase the involvement of indigenous people in decision making about policy, planning, resources and delivery in VET; to achieve participation in VET for indigenous people to equal that of other Australians; to achieve increased culturally appropriate, and flexibly delivered training, including the use of information technology, for indigenous Australians; and, to develop closer links between VET outcomes for indigenous people, industry and employment.

The Australian Flexible Learning (AFL) Framework is a five year strategic plan to accelerate the adoption of e-learning (electronic learning) in vocational education and training (VET). The AFL Framework is supported by an annual implementation plan. Projects and initiatives for the first year of operation were outlined in Strategy 2000 (indexed at TD/TNC 62.911). This CD ROM contains over 150 reports, conference and discussion papers produced as a result of Strategy 2000 projects and initiatives.
