This project investigated the role of VET in Schools (VETiS) for Indigenous students in Australia. Several data sources were consulted, including previous literature on VETiS and Indigenous education, a national survey of students' experiences of postsecondary education and vocational education and training (VET) conducted in 2002, and case study material from interviews with over 280 individuals in 21 schools from diverse settings in all States and Territories. The main aims of the study were to: identify 'good practice' in the provision of VETiS to Indigenous students; identify the factors that constrain the accessibility of VET to Indigenous students; and to make recommendations for increasing access for Indigenous students in VETiS. The case study material generated five key principles that contribute to the successful implementation of VET for Indigenous students. The distinguishing feature of good practice was the ability of schools to combine all five aspects. The key principles are: (1) focus on individual needs; (2) supportive school environment; (3) relevant and engaging curriculum; (4) links with other education and training providers; and (5) community links and partnerships. Several factors constraining the effective delivery of VET to Indigenous students were also revealed by the case study material. These included: systemic constraints; school-based barriers; experience as an Indigenous student; and community and locational barriers. In conclusion, the study provided a national perspective on the role of VETiS for Indigenous students. It demonstrated that VET had four key roles for these students: engaging them with meaningful, 'hands-on' learning; enhancing school retention; providing needed workplace experience; and facilitating the transition to post-school employment and training. The report makes a number of recommendations for improving VETiS provision and accessibility for Indigenous students. Show less

Ideas about the organisation of work combined with the knowledge of the workforce are emerging as the key to competitive advantage in the global economy. This study explores the cross-cultural diffusion of ideas about the organisation of work with important implications for the connection between work and learning, knowledge generation, and the challenges in managing work around the world in the future. Eight Japanese affiliated manufacturing facilities operating in the United States of America (USA) are closely examined to document the flow of ideas from Japan to the USA and the emergence of a reverse spread of innovation back to Japan. The findings of the research are organised into six areas: the cross-cultural diffusion of work practices; team-based work systems; kaizen (ongoing incremental improvement) and employee involvement; employment security; human resource management; and, labour management relations. It is argued that throughout these areas of work runs 'virtual knowledge' which is defined as the critical understandings that are a function of particular combinations of people. Those organisations that have anticipated and channelled virtual knowledge are able to generate a knowledge-driven workplace and continuous improvement. Show less

The objectives of this project were: to identify and evaluate alternative units of funding of student contact hours for flexible delivery; to define and develop cost elements and cost drivers appropriate to flexible delivery; and to test and measure flexible delivery-based cost elements and drivers. This report presents evidence of resourcing (cost) differentials for different flexible delivery patterns. A case study approach involving six TAFE institutes across South Australia, Tasmania, New South Wales and the Australian Capital Territory was used. Findings of the report are summarised. Show less

The paper summarises the results of one of a series of industry case studies conducted by Performance Management for ANTA. The aim of the Assessor Networks in Action project, conducted in 2003 by the Australian National Training Authority (ANTA) with funding from the Department of Education, Science and Training (DEST) was to demonstrate the effectiveness of industry-focused assessor networks for improving the consistency of assessment, and for building stakeholder confidence in assessment outcomes. This publication provides an overview of assessor networks and information necessary for starting up and maintaining a network. It contains: a summary report outlining the objectives, activities, outcomes and recommendations from the Assessor Networks in Action project; a good practice guide for establishing and maintaining assessor networks; eight information sheets giving tips on establishing and maintaining networks with industry participation; nine case studies, representing three industry areas (community services and health, transport and distribution, and electrotechnology), outlining the experiences of the networks participating in the project; a role play exercise giving future facilitators the opportunity to hone their facilitation skills and group management processes; and a resource index identifying further resources to support all aspects of the establishment and operation of assessor networks. This report analyses the interaction of a state industrial relations system and vocational training practice in selected workplaces focusing on women’s training issues in enterprise bargaining. It is based on an analysis of the training arrangements in five organisations in New South Wales (NSW) complemented by an aggregate analysis of training provisions in NSW agreements registered until October 1995. This research highlights the difficult task facing women seeking to improve their vocational education and training (VET) prospects and indicates that women have historically been denied adequate recognition of their skills and have relatively less access than men to the available training resources. Case studies were conducted in five sectors (health and community services, retail, manufacturing, hospitality, and education) and recommendations offered. Show less

The 'Mirrors and measures' project (TD/ANTA 82.57) was a research project to develop performance measures for vocational teachers and trainers and then to trial those measures. One outcome of the trials was a collection of interview transcripts which revealed a range of good teaching and training practices currently in use. The teachers' and trainers' knowledge, experience, and expertise has been collated and summarised in this document under the headings 'Planning and preparation', 'Content and relevance', 'Delivery', 'Assessment and evaluation', and 'Student-teacher/trainer relationship'. In July 1996 Automotive Training Victoria (ATV) was contracted by the Office of Further Education and Training (OTFE) to investigate best practice in the automotive vocational education and training sector. Twelve training sites were identified, and interviews and observation carried out. Key criteria informing the project team's analysis were each site's alignment to the Australian Qualifications Framework (AQF), its ability to encompass the major policy thrusts of the Federal Government's National Training Framework, its ability to service clients training needs adequately, and its capacity for flexibility in the delivery of training and assessment. This publication is a selection of the four current training environments ATV believes have taken the most noteworthy steps toward the integration of on and off the job assessment, showing 'better practice' through elements of their training and assessment delivery. This report presents the outcomes of a major project examining credit transfer and articulation arrangements between the higher education (HE) and vocational education and training (VET) sectors in Australia. The project was commissioned at the end of 1998 by the Australian Vice-Chancellors’ Committee (AVCC) and the Australian National Training Authority (ANTA) in response to the need for research on the impact of VET sector reforms (Training Packages; the Australian Recognition Framework) on cross-sector arrangements. The project was conducted throughout 1999 and involved four case studies (Agriculture, Hospitality and Tourism Training, Community Services, and Telecommunications Training Packages), a national survey of key stakeholders and broad consultations. The aim was to develop a combined ANTA/AVCC draft national policy reflective of the new VET environment and the developing nature of cross-sector collaboration. The report provides a comprehensive summary of the current range of cross-sector qualification linkages, including credit transfer, articulation, combined dual sector qualifications undertaken concurrently, and other forms of qualifications linkages. In addition, the report identifies the range of organisational models, drivers and barriers to cross-sector collaboration, and the issues and potential benefits of linkages involving Training Package qualifications.
