The purpose of this report is to provide a broad guide to industry views and priorities with regard to the further development of the vocational education and training (VET) system in Australia. It summarises information compiled by national Industry Training Advisory Bodies (ITABs) about key issues, major trends, strategic directions and initiatives, training packages, skills shortages, and emerging VET issues for their industries. The report begins with an overview of national industry VET plans, highlighting major industry trends, including the appearance of an ageing workforce in a number of industries, the impact of technological change on the roles and functions of industries, and changing work practices and industrial issues. It also looks at strategic initiatives, including New Apprenticeships, User Choice, participation by disadvantaged groups, small business, links with training providers, flexible delivery, assessment, language, literacy and numeracy, training packages, skills shortages and the 2000 Olympic Games, that industries will consider in reviewing their training priorities in order to stay competitive in a rapidly changing environment. The report emphasises that major initiatives such as training packages and User Choice will 'offer increased participation in entry level programs and offer flexibility at the enterprise and organisational level, particularly through New Apprenticeship arrangements'. A similar overview is then provided for each industry sector: automotive; building and construction; community services and health; culture and recreation; finance and administration; food; forest and forest products; light manufacturing; manufacturing, engineering and related services; mining; process manufacturing; property services; public administration; rural; telecommunications, postal services, information technology and printing; tourism and hospitality; transport and distribution; utilities; and wholesale retail and personal services.

The Australian National Training Authority Board allocated $5m from 1996 National Project Funding to four separate quality and best practice initiatives. They include: (1) creating a special category in the Australian Training Awards to recognise best practice achievers; (2) promoting best practice throughout 1996 by maintaining the publication of the successful national best practice newsletter, arranging a national seminar to share developments and analyse common issues and expanding a materials resource kit for VET organisations seeking to implement quality and best practice approaches; (3) developing outcomes statements for the Principles for Quality in VET, aimed at achieving a genuine level of transparency across State and Territory quality arrangements so clients can be clear about the quality of programs and services they expect to receive no matter where they access the VET sector; and (4) introducing a 'Demonstrating Best Practice in VET' project enabling those providers assessed as being at best practice levels to disseminate and demonstrate their experiences with other providers wanting to achieve best practice performance levels. This report analyses the interaction of a state industrial relations system and vocational training practice in selected workplaces focusing on women’s training issues in enterprise bargaining. It is based on an analysis of the training arrangements in five organisations in New South Wales (NSW) complemented by an aggregate analysis of training provisions in NSW agreements registered until October 1995. This research highlights the difficult task facing women seeking to improve their vocational education and training (VET) prospects and indicates that women have historically been denied adequate recognition of their skills and have relatively less access than men to the available training resources. Case studies were conducted in five sectors (health and community services, retail, manufacturing, hospitality, and education) and recommendations offered. Show less

This folder contains: Guidelines for national industry vocational education and training plans 1995-1997; Guidelines for national industry vocational education & training plans 1995-1997: a number of statistical tables; a diskette containing Australian Bureau of Statistics (ABS) data prepared for the Australian National Training Authority (ANTA) Industry Training Advisory Board (ITAB) group. The guidelines have been prepared to help national ITABs supply ANTA with an industry vocational education and training plan which covers the years 1995-97. This plan will be the primary source of ITAB advice about the development and delivery of vocational education and training for these years. Show less

The 'Mirrors and measures' project (TD/ANTA 82.57) was a research project to develop performance measures for vocational teachers and trainers and then to trial those measures. One outcome of the trials was a collection of interview transcripts which revealed a range of good teaching and training practices currently in use. The teachers' and trainers' knowledge, experience, and expertise has been collated and summarised in this document under the headings 'Planning and preparation', 'Content and relevance', 'Delivery', 'Assessment and evaluation', and 'Student-teacher/trainer relationship'. The Australian Quality Training Framework (AQTF) was developed from the Australian Recognition Framework (ARF) by the National Training Quality Council (NTQC) of the Australian National Training Authority (ANTA) Board in conjunction with States and Territories, The Commonwealth and industry and was endorsed by Ministers for vocational education and training (VET) in June 2001. The key objective of the AQTF is to provide the basis for a nationally consistent high quality VET system.

This document provides the standards that State and Territory registering/course accrediting bodies must follow (subject to any legislative constraints) for: (i) evaluation of training organisations to ensure that they meet, and continue to meet, the standards for Registered Training Organisations(RTOs); (ii) registration of training organisations; (iii) accreditation of courses; and (iv) mutual recognition, to ensure national effect.

This publication intends to provide a current and accessible resource to assist vocational education and training (VET) in schools providers in developing their understanding of the way training is structured in Australia. As well, it sets out a variety of options for VET in schools providers to apply their developing knowledge and skills towards effective program implementation within the secondary school context.
